However, these achievements represent only that: an average. With an increasing gap between rich and poor and between those who have and those who do not have access to opportunities, Asia and the Pacific is also a region that is growing apart. This report adopts a rigorous approach to measuring and quantifying progress in the level of inclusion and empowerment of marginalised groups across countries in the region. It focuses on three main areas of direct link to the 2030 Agenda for Sustainable Development and the SDGs, namely education, employment and income (SDG 4, SDG 8 and SDG 10). The purpose of the analysis is to assess to what extent disadvantaged groups have been included and empowered in these three areas. While there are various disadvantaged groups, the report focuses on women, rural residents, persons with disabilities, youth, older persons and migrants, as well as the furthest behind groups, which are shaped by various layers of circumstances. The aim of this report is to use analytical evidence to encourage policymakers to adopt policies that underpin inclusion and empowerment in their countries

Between 2005 and 2012 alone, the number of people living in extreme poverty in Asia-Pacific was reduced by 1.1 billion-accounting for more than 90 per cent of the total poverty reduction achieved worldwide. However, these achievements have been overshadowed by the sharp rise in income and wealth inequality. The concentration of private wealth is of a greater concern. In several countries in Asia, the richest top 5% control close to 70% of the nation's total private wealth; the top 1% control more than 50%. This level of disparity has pervasive consequences for everyone. It stifles social mobility, undermines social cohesion, hurts long-term growth and reinforces inequality of opportunities. It encourages crime, sparks corruption and can lead to violent conflict. Left unchecked, growing inequality undermines the fight to end poverty and more people living with little hope. Such stark inequality is not inevitable – it is the consequence of political and economic choices. Deliberate policy choices have fostered the extremes of income, wealth seen across Asia today. It is against this context that book brings together a select group of academics across Asia to examine and bring forth positive stories about public policies introduced in last decade to address economic inequality. Scholarly written papers scrutinize the extent to which these policies have been successful. The book seeks to generate evidence across a range of contexts to demonstrate- what kind of governments programmes and policies have positive impact to reduce inequality and how these could be designed. Book excerpt: Asia-Pacific is home to well over half of all people worldwide who do not obtain sufficient dietary energy to maintain normal, active, healthy lives. To achieve SDG 2 in the region, more than 3 million people must escape hunger each month from now until December 2030. In most countries in the region, the diets of more than half of all very young children (aged 6–23 months) fail to meet minimum standards of diversity, leading to micronutrient deficiencies that affect child development and therefore the potential of future generations. The high prevalence of stunting and wasting among children under five years of age is a result of these deficiencies. Only four countries in the region are on track to meet the global target of a 40 percent reduction in the number of stunted children between 2012 and 2025.At the same time, the prevalence of overweight and obesity is rising steadily among children and adults, negatively affecting health and well-being. Addressing the resultant burden of diet-related non-communicable diseases places great strain on national healthcare budgets and also causes productivity losses. Social protection is an important way of reducing inequality and mitigating the impacts of disasters, and it is expanding in the region. A special section of this report discusses how to develop social protection programmes that accelerate progress in eradicating hunger and malnutrition.
