Book excerpt: Using the latest empirical and conceptual research for readers in economics, business, and policy, this volume surveys the key components of innovation policy and the social returns to innovation investment. In advanced economies like the United States, innovation has long been recognized as a central force for increasing economic prosperity and human welfare. Today, the US government promotes innovation through various mechanisms, including tax credits for private-sector research, grant support for basic and applied research, and institutions like the Small Business Innovation Research Program of the National Science Foundation. Drawing on the latest empirical and conceptual research, Innovation and Public Policy surveys the key components of innovation policy and the social returns to innovation investment. It examines mechanisms that can advance the pace of invention and innovative activity, including expanding the research workforce through schooling and immigration policy and funding basic research. It also considers scientific grant systems for funding basic research, including those at institutions like the National Institutes of Health and the National Science Foundation, and investigates the role of entrepreneurship policy and of other institutions that promote an environment conducive to scientific breakthroughs.

Book Synopsis Industrial Innovation Policy in the United States by : William B. Bonvillian
Download or read book Industrial Innovation Policy in the United States written by William B. Bonvillian and published by . This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. government is pursuing a series of new industrial policies at a level not seen before. This effort has been driven politically on a bipartisan basis by concern over China's extensive industrial policy system. Growing concern about climate change has also been a major driver for these new policies as has the Covid-19 pandemic. Industrial Innovation Policy in the United States places these new policy approaches into an historical context, particularly emphasizing industrial policy approaches to the innovation system. It then reviews the definitional and economic debates over industrial policy. Next, it catalogs and summarizes the main thrusts of new U.S. industrial policy efforts and describes the major elements, as well as gaps in these approaches. In particular, it notes the critical gap in the U.S. for scale-up funding for moving new technologies into production as compared to China. The author also notes the types of industrial innovation policies, characterizing "top down" and "bottom up" approaches. Finally, the monograph reviews the new mechanisms and supporting infrastructure needed to make industrial policy approaches operational.

Book excerpt: From the back cover: In this insightful study, Professor Palda raises grave doubts about the ability of the federal government to fulfill its claims of improving economic conditions by stimulating technological innovation. Although the government points to alleged failures of the free market system when justifying its interventionist programmes, objective evidence does not support this view. Rather, such programmes have typically reduced economic efficiency. Professor Palda points out that the taxpayer faced with a burgeoning bill for innovation programmes, must scrutinize the motivation and structure of proposed inititiatives closely.

This book was released on 1991-02-01 with total page 225 pages. Available in PDF, EPUB and Kindle. Book excerpt: Americans praise medical technology for saving lives and improving health. Yet, new technology is often cited as a key factor in skyrocketing medical costs. This volume, second in the Medical Innovation at the Crossroads series, examines how economic incentives for innovation are changing and what that means for the future of health care. Up-to-date with a wide variety of examples and case studies, this book explores how payment, patent, and regulatory policiesâ€"as well as the involvement of numerous government agenciesâ€"affect the introduction and use of new pharmaceuticals, medical devices, and surgical procedures. The volume also includes detailed comparisons of policies and patterns of technological innovation in Western Europe and Japan. This fact-filled and practical book will be of interest to economists, policymakers, health administrators, health care practitioners, and the concerned public.

Download or read book Ivory Tower and Industrial Innovation written by David C. Mowery and published by Stanford University Press. This book was released on 2015-02-01 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the early 1980s, universities in the United States have greatly expanded their patenting and licensing activities. The Congressional Joint Economic Committee, among other authorities, have argued that this surge contributed to the economic boom of the 1990s. And, many observers have attributed this trend to the Bayh-Dole Act of 1980. Using quantitative analysis and detailed case studies, this book tests that conventional wisdom and assesses the effects of the Act, examining the diverse channels through which commercialization has occurred over the 20th century and since the passage of the Act.
Book Synopsis Public Purpose by : Mariana Mazzucato
Download or read book Public Purpose written by Mariana Mazzucato and published by MIT Press. This book was released on 2021-10-26 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: How governments can spur growth and innovation to solve their greatest challenges—from green energy to national security to building resilient health systems. Known around the world for challenging mainstream economics, economist Mariana Mazzucato believes that “the public sector can and should be a co-creator of wealth that actively steers growth to meet its goals” (The Financial Times). In The Mission-Driven Economy, she calls on governments to create the economies we need today. Mazzucato’s challenge leads off a debate on the revival of Industrial policy—roughly defined as deliberate government action to re(shape) the economy. Industrial policy has fallen out of favor in recent decades as economists defer to free markets to produce innovation and growth. Yet today thinkers across the political spectrum have begun expressing new interest in industrial policy as a way to address the most serious problems of our times: from national security and climate change, to the market’s underfunding of public goods, to sluggish economic growth and labor market dysfunction. Together, contributors make a compelling case for industrial policy—what it is, and why we need it now. Addressing investment, innovation, supply chains, and growth, they offer a robust vision of a renewed industrial policy, and what it can offer the US economy in the face of climate change and a global pandemic.
Book Synopsis Industrial Innovation by : Michael J. Baker
Download or read book Industrial Innovation written by Michael J. Baker and published by Springer. This book was released on 1979-06-21 with total page 494 pages. Available in PDF, EPUB and Kindle. Book excerpt: How much can innovation contribute to the quality of life? How can innovation be used to develop and market commercial products? These are two major questions considered by an international symposium of active researchers from the USA and Europe in the fields of industrial innovation which was held at the University of Strathclyde, Glasgow. The scope of the papers is extensive and embraces the whole process of innovation, from invention through development to commercialisation and diffusion. Some papers cover broad general issues such as the social and economic consequences of innovation and government policies towards innovation and research and development. Others provide highly specific and pragmatic advice upon the management of innovation and the development of marketing strategies to promote the speedy acceptance of new products and processes. Despite the diversity of the contributions, a number of clear themes emerge. These include the importance, for successful innovation, of clearly identifying user needs and the need for total immersion in the detail of an industry or market in order to understand the diffusion of an innovation. In short, there is something in this book for anyone who is concerned with the impact and influence of technological innovation on our future.

Book Synopsis Innovation and the State by : Dan Breznitz
Download or read book Innovation and the State written by Dan Breznitz and published by Yale University Press. This book was released on 2007-01-01 with total page 282 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 1990s brought surprising industrial development in emerging economies around the globe: firms in countries not previously known for their high-technology industries moved to the forefront in new Information Technologies (IT) by using different business models and carving out unique positions in the global IT production networks. In this book, Dan Breznitz asks why economies of different countries develop in different ways, and his answer relies on the exhaustive research of the comparative experiences of Israel, Ireland, and Taiwan - states that made different choices to nurture the growth of their IT industries. The role of the state in economic development has changed, Breznitz concludes, but it has by no means disappeared. He offers a new way of thinking about state-led rapid-innovation-based industrial development that takes into account the ways production and innovation are now conducted globally. And he offers specific guidelines to help states make advantageous decisions about research and development, relationships with foreign firms and investors, and other critical issues.

Book Synopsis Technology and Industrial Development in Japan by : Hiroyuki Odagiri
Download or read book Technology and Industrial Development in Japan written by Hiroyuki Odagiri and published by Oxford University Press. This book was released on 1996 with total page 334 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book studies the industrial development of Japan since the mid-nineteenth century, with particular emphasis on how the various industries built technological capabilities. The Japanese were extraordinarily creative in searching out and learning to use modern technologies, and the authors investigate the emergence of entrepreneurs who began new and risky businesses, how the business organizations evolved to cope with changing technological conditions, and how the managers, engineers, and workers acquired organizational and technological skills through technology importation, learning-by-doing, and their own R & D activities. The book investigates the interaction between private entrepreneurial activities and public policy, through a general examination of economic and industrial development, a study of the evolution of management systems, and six industrial case studies: textile, iron and steel, electrical and communications equipment, automobiles, shipbuilding and aircraft, and pharmaceuticals. The authors show how the Japanese government has played an important supportive role in the continuing innovation, without being a substitute for aggressive business enterprise constantly venturing into unfamiliar terrains.
