The OPM, Organisasi Papua Merdeka, has been fighting Indonesian rule in West New Guinea since 1969; the military presence there was established in 1962. The author believes that the great majority of West Papuans support the OPM. The Indonesian Transmigration programme has forcible alienated clan land and sponsored settlers from Java. As a result of this policy 10,000 Papuans fled Irian Jaya in mid-1984 to seek safety in Papua New Guinea. The exodus was more than 1 per cent of the indigenous population. The OPM has almost no foreign allies. Both Papua New Guinea and Australia emphasize that Irian Jaya is part of Indonesia and thus an internal matter. The author predicts that greater autonomy for Irian Jaya would be more likely to result from political pressure on Jakarta than from a military victory by OPM.

This interest has come to be centred in particular on the question of how religions, especially Islam, were involved in this struggle, and what role they would fulfil in the new Indonesia. After having lived and worked in Indonesia from 1946 to the end of 1959, I was twice more enabled to yisit I ndonesia thanks to grants from the Netherlands Foundation for the Advancement of Tropical Research (WOTRO). It was during these sojourns in particular, from May to October 1966 and from February to July 1969, that the material for this study was collected, supplemented and checked. For the help I received during these visits I am greatly indebted to so many Indonesian informants that it is impossible to mention them all. Moreover, some of them would not appreciate being singled out by name. But while offering them these general thanks I am thinking of them all individually. In spite of all the help given and patience shown me, this publication is bound to be full of shortcomings. An older Muslim friend, however, once encouraged me by reminding me that perfection belongs only to God (al-kamal li'llah). It is the first comprehensive scholarly examination in English of the development of Shiism in Indonesia. It focuses primarily on the important period between 1979 and 2004 – a period of nearly a quarter of a century that saw the notable dissemination of Shi’i ideas and a considerable expansion of the number of Shi’i adherents in Indonesia. Since Islam in Indonesia is overwhelmingly Sunni, this development of Shiism in a predominantly Sunni context is a remarkable phenomenon that calls for careful, critical investigation. There is also an important examination of the principal ideas underlying the Madhab Ahl al-Bayt, the Imamate and Imam Madhi, Ja‘fari jurisprudence and ritual piety. Appropriately, in his discussion, Zulkifli provides a succinct outline of contrasts with Sunni ideas and practice. He also examines the publishing efforts that underpinned the dissemination of Shi’i ideas and the founding of IJABI (Ikatan Jamaah Ahlul Bait Indonesia) in July 2000 for the propagation of Ahl al-Bayt teachings. Given the Indonesian context, Zulkifli is also concerned with Sunni reactions to these Shi’i developments – a story that continues to unfold to the present. Book excerpt: Based on a decade of research in Indonesia, this book provides an in-depth account of the military's struggle to adapt to the new democratic system after the downfall of Suharto's authoritarian regime in 1998. Unlike other studies of the Indonesian armed forces, which focus exclusively on internal military developments, Mietzner's study emphasizes the importance of conflicts among civilians in determining the extent of military involvement in political affairs. Analysing disputes between Indonesia's main Muslim groups, Mietzner argues that their intense rivalry between 1998 and 2004 allowed the military to extend its engagement in politics and protect its institutional interests. The stabilization of the civilian polity after 2004, in contrast, has led to an increasing marginalization of the armed forces from the power centre. Drawing broader conclusions from these events for Indonesia's ongoing process of democratic consolidation, the book shows that the future role of the armed forces in politics will largely depend on the ability of civilian leaders to maintain functioning democratic institutions and procedures.
