Available in PDF, EPUB and Kindle. Book excerpt: (Un) Civil Society and Political Change in Indonesia provides critical analysis of Indonesia’s civil society and its impact on the country’s democratization efforts that does not only take the classical, pro-democratic actors of civil society into account but also portrays uncivil groups and their growing influence on political processes. Beittinger-Lee offers a revised categorization of civil society, including a model to define the sphere of ‘uncivil society’ more closely and to identify several subcategories of uncivil society. This is the first book to portrays various uncivil groups in Indonesia, ranging from vigilantes, militias, paramilitaries, youth groups, civil security task forces and militant Islamic (and other religious) groups, ethnonationalist groups to terrorist organizations and groups belonging to organized crime. Moreover, it provides the reader with an overview of Indonesia’s history, its political developments after the democratic opening, main improvements under the various presidents since Suharto’s fall, constitutional amendments and key reforms in human rights legislation. This book will be of interest to upper level undergraduates, postgraduates and academics in political science and Southeast Asian studies.

Available in PDF, EPUB and Kindle. Book excerpt: The Women, Peace, and Security (WPS) agenda is celebrated as a landmark global framework for achieving gender equality in peace and security governance. Its power is visible in two decades of United Nations resolutions, national action plans, regional initiatives, and countless activist, academic, and philanthropic projects. Yet despite this vitality, it is haunted by failure, as a lack of political will and stubborn patriarchal resistance frustrate its promise. This book offers a groundbreaking critical account of the WPS agenda, exploring its evolution in relation to the wider politics of global governance and feminism. Paul Kirby and Laura J. Shepherd argue that WPS is not a settled, cohesive policy but a field in flux, defined and disrupted by a growing number of national, supranational, subnational, and transnational agents who in turn act on an expanding catalogue of threats, from climate change to homophobia, challenging traditional boundaries of peace and security. Kirby and Shepherd reconceptualize WPS as a “policy ecosystem,” tracing interaction and contestation around the agenda across levels from the UN Security Council to military alliances to feminist activists. They combine analysis of a vast dataset of policy documents with key informant interviews and close readings of diplomacy, statecraft, the politics of indigeneity, counterinsurgency, antimilitarism, human rights, and the arms trade across the first twenty years of WPS. Far-reaching and incisive, Governing the Feminist Peace poses a provocative question: What if we abandoned the idea of the WPS agenda as a unified political project altogether?

Book excerpt: In an important social change, female Muslim political leaders in Java have enjoyed considerable success in direct local elections following the fall of Suharto in Indonesia. Indonesian Women and Local Politics shows that Islam, gender, and social networks have been decisive in their political victories. Islamic ideas concerning female leadership provide a strong religious foundation for their political campaigns. However, their approach to women's issues shows that female leaders do not necessarily adopt a woman's perspectives when formulating policies. This new trend of Muslim women in politics will continue to shape the growth and direction of democratization in local politics in post-Suharto Indonesia and will color future discourse on gender, politics, and Islam in contemporary Southeast Asia.

This report details the different quota types that are being implemented in different political contexts in 17 countries, including the Democratic Republic of the Congo, Egypt, Morocco, Mozambique, Namibia, Rwanda, Senegal, South Africa, Tanzania, and Uganda.

Book excerpt: Indonesia has urbanized rapidly since its independence in 1945, profoundly changing its economic geography and giving rise to a diverse array of urban places. These places range from the bustling metropolis of Jakarta to rapidly emerging urban centers in hitherto largely rural parts of the country. Although urbanization has produced considerable benefits for many Indonesians, its potential has only been partially realized. Time to ACT: Realizing Indonesia’s Urban Potential explores the extent to which urbanization in Indonesia has delivered in terms of prosperity, inclusiveness, and livability. The report takes a broad view of urbanization’s performance in these three key areas, covering both the monetary and nonmonetary aspects of welfare. It analyzes the fundamental reforms that can help the country to more fully achieve widespread and sustainable benefits, and it introduces a new policy framework—the ACT framework—to guide policy making. This framework emphasizes the three policy principles of Augment, Connect, and Target: • Augment the provision and quality of infrastructure and basic services across urban and rural locations • Connect places and people to jobs and opportunities and services • Target lagging areas and marginalized groups through well-designed place-based policies, as well as thoughtful urban planning and design. Using this framework, the report provides policy recommendations differentiated by four types of place that differ in both their economic characteristics and the challenges that they face— multidistrict metro areas, single-district metro areas, nonmetro urban areas, and nonmetro rural areas. In addition to its eight chapters, Time to ACT: Realizing Indonesia’s Urban Potential includes four spotlights on strengthening the disaster resilience of Indonesian cities, the nexus between urbanization and human capital, the “invisible†? crisis of wastewater management, and the potential for smart cities in Indonesia. If Indonesia continues to urbanize in line with global historical standards, more than 70 percent of its population will be living in towns and cities by the time the country celebrates the centenary of its independence in 2045. Accordingly, how Indonesia manages this continued expansion of its urban population—and the mounting congestion forces that expansion brings—will do much to determine whether the country reaches the upper rungs of the global ladder of prosperity, inclusiveness, and livability.
