For the first time since Reconstruction, they gained control of a majority of national seats and governorships. Yet, despite these impressive gains, southern Republicans control only three of twenty-two state legislative chambers and 37 percent of state legislative seats. Joseph A. Aistrup addresses why this divergence between the national and subnational levels persists even after GOP national landslides in 1972, 1980, 1984, 1988, and 1994. Explanations for this divergence lie in the interaction between the Republicans' "Southern Strategy" -a set of coherent ideological tactics designed to lure southern whites to support GOP candidates-and the Republicans' top-down party development efforts. Aistrup analyzes the historical evolution of the Republican Southern Strategy from Goldwater in 1961 to the "Contract with America" in 1994. Examining the roles of ideology, intra party politics, gerrymandering, and Democratic incumbency in Republican top-down advancement, he predicts the extent to which these will remain significant obstacles to GOP success in subnational elections after 1994. Aistrup reveals the strengths and weaknesses of the Southern Strategy as it relates to candidate ideology and examines the influences of Republican victories in national and statewide offices on the party's subnational advancement. He shows a clear connection between Republican presidential success and southern Republican advancement in local elections.

For most commentators, the fallout in the Midwest and unions' weak showing in the 2016 presidential election a few years later was just more evidence of labor's emaciated state. In Heartland Blues, Marc Dixon provides a new perspective on union decline by revisiting the labor movement at its historical peak in the late 1950s. Drawing on social movement theories and archival materials, he analyzes campaigns over key labor policies as they were waged in the heavily unionized states of Indiana, Ohio and Wisconsin-the very same states at the center of more recent battles over labor rights. He shows how many of the key ingredients necessary for less powerful groups to succeed, including effective organization and influential political allies, were not a given for labor at the time, but instead varied in important ways across the industrial heartland. Thus, the labor movement's social and political isolation and their limited responses to employer mobilization became a death knell in the ensuing decades, as unions sought organizational and legislative remedies to industrial decline and the rising anti-union tide. Showing how labor rights have been challenged in significant ways in the industrial Midwest in the 1950s, Heartland Blues both identifies enduring problems for labor and forces scholars to look beyond size when seeking clues to labor's failures and successes.

But in this first comprehensive study of Roosevelt's leadership of the Democratic party, Sean Savage reveals a different man. He contends that, far from being a mere opportunist, Roosevelt brought to the party a conscious agenda, a longterm strategy of creating a liberal Democracy that would be an enduring majority force in American politics. The roots of Roosevelt's plan for the party ran back to his experiences with New York politics in the 1920s. It was here, Savage argues, that Roosevelt first began to perceive that a pluralistic voting base and a liberal philosophy offered the best way for Democrats to contend with the established Republican organization. With the collapse of the economy in 1929 and the discrediting of Republican fiscal policy, Roosevelt was ready to carry his views to the national scene when elected president in 1932. Through his analysis of the New Deal, Savage shows how Roosevelt made use of these programs to develop a policy agenda for the Democratic party, to establish a liberal ideology, and, most important, to create a coalition of interest groups and voting blocs that would continue to sustain the party long after his death. A significant aspect of Roosevelt's leadership was his reform of the Democratic National Committee, which was designed to make the party's organization more open and participatory in setting electoral platforms and in raising financial support. Savage's exploration of Roosevelt's party leadership offers a new perspective on the New Deal era and on one of America's great presidents that will be valuable for historians and political scientists alike.
