Available in PDF, EPUB and Kindle. Book excerpt: Post Cold War international relations have undeniably been a litmus test for the bilateral relations between India and Russia. With the emergence of a new international system, the foreign policies of both countries vacillated to explore new avenues of partnerships with other international players, an opportunity that otherwise proved effective to a large extent. National priorities and the geo-political architecture remodelled by the US, thus, compelled New Delhi and Moscow to pursue a foreign policy that moved away from serving the interests of each other. While defining the trends in the bilateral relations between the two countries, the strategic community has questioned whether the relationship can remain as special and strategic as it had been in the past. Are both countries still as relevant to one another as they once were? As the constant debate revolves around these questions, the two entities have, however, indicated a certain level of distinguishing characteristics in order to address the complexities and challenges in the partnership and have acknowledged that their relationship is not only special but also indispensable. What has also continued to remain undamaged and an integral part of the bilateral relations is mutual trust, understanding and concern, thus, resulting in maturity and pragmatism, irrespective of the uncertainties that the two countries face. It is in this context, that the new stage in the bilateral relations between the two countries requires a thorough assessment. It stands to reason that with the developments that are taking place in the current international milieu, there is a need for India and Russia to reemphasise their strong strategic partnership, goodwill and diplomatic trust that have stood the test of time. This book undertakes a serious assessment of the strategic partnership in the contemporary international set up. The seven chapters of the book attempt to address the myriad challenges through detailed analyses and evaluation of the partnership between India and Russia in various spheres, including the political, defence, economic, nuclear, energy, science and technology, security, and strategic engagement. Available in PDF, EPUB and Kindle. Book excerpt: The India-Russia connection is the only bilateral relationship that is referred to as friendship. For more than five decades, people from both countries have had warm feelings towards each other, and although the fervour of the 1970s and 1980s has faded somewhat, there still remains the recognition of each other as reliable partners. It is for this reason that Prime Minister Narendra Modi said in December 2014, during Russian President Vladimir Putin's visit to India: "Even a child in India, if asked to say who is India's best friend, will reply it is Russia because Russia has been with India in times of crisis." Many reasons underpin the successful development of India-Russia relations, but it would be imprudent to set all hopes upon these. Concrete, consistent initiatives and changing Russian and Indian elites'approaches towards the partnership are essential, otherwise the stagnation of bilateral ties might worsen to degradation. At present, the relationship is predicated on cooperation in the defence and aerospace sectors, but the potential of these are insufficient to secure long-term, positive ties. Cooperation in peaceful uses of atomic energy is one of the fundamental components of the relationship between India and Russia. The construction of the Kudankulam Nuclear Power Plant with our assistance is a flagship project in this field. In 2013, the first nuclear power unit was put into operation. In October 2016, the second unit was transferred to the Indian side, and construction of the third and fourth power units began. All of this contributes to the implementation of the plans to develop nuclear energy in India involving the construction of at least 12 power units in its territory by 2020. These goals are stipulated in a joint document - the Strategic Vision for Strengthening India-Russia Cooperation in Peaceful Uses of Atomic Energy. We intend to further share best practices in this important industry with India and contribute to enhancing its energy security. The book covers a wide spectrum of issues and concerns related to India-Russia Strategic Partnership, and outlines various challenges and prospects for developing this relationship further.

Book excerpt: This paper explores the latest developments in key spheres of the Russia-India relationship in order to identify the state of bilateral ties at a time when South Asia has turned into an area of geopolitical contest of both global and regional powers. While preserving some elements of “old friendship”, current Russia-India cooperation lacks any significant engagement in trade and economy, scientific and cultural exchanges, while their political outlook toward the regional processes in South Asia is not in full congruence. The strategic partnership between the two countries boils down to their collaboration in two major spheres: defense and energy. Yet, despite resembling a purely sectoral cooperation, the bilateral ties have been quite resistant to an array of internal and external challenges: from the instability of the 1990s to the US sanctions against Russia that emerged as a problem for both Moscow and New Delhi in 2018.

Additionally, the publication aims to inform the new Indian leadership of the value of the country’s partnership with Russia, and the key role this partnership can play in developing India’s strategic prospects. The articles in the book are united by a single theme: the mutual benefits to both Russia and India of the bilateral relationship and ways to use the relationship as a driving force for reform in the global community. Prominent experts from both Russia and India analyze specific areas of the bilateral relationship, identify problems and make recommendations for new and promising areas of cooperation. We hope that this book will enhance your understanding of the most important trends and opportunities in the India-Russia relationship.

Book excerpt: In the beginning of the 21st century, significant changes are taking place in the international situation and relationship among the various countries of the world. The world as it is today is unipolar with the United States as the dominant economic and military power. This indeed is the most outstanding development of the period following the disintegration of the Soviet Union. But this is half-truth. Now the world is witnessing new changes and this will have a far-reaching impact in the coming decades. Quite apart from the fact that multilaterally, bilateralism and regional formations have begun to taken shape, the most outstanding feature of the international situation is that new political and economic powers have surfaced on our planet. The most important development of this period is that China, Russia, India and Brazil have emerged as major economic owners and the years to come these four countries will become key factors in the world. It is in this context that an attempt has been make in this book to make a study of the global significance of Indo-Russian strategic partnership. Indo-Russian strategic partnership with its multidimensional character; political, military and economic, therefore will be a key factor in shaping the international relations. This is the main direction of this study.

Book excerpt: The heralding of ambitions and hardening of geopolitical and military stances by China has given rise to few questions: Did China challenge the United States too hard and too soon and, by doing so, seriously jeopardize its chances of achieving its objectives? Can Washington still contain China's ascendancy and retain its current leading status? This book attempts to explore these questions and analyse if China has tried to display its strength to America too soon. It argues that by comparing the comprehensive national power of the two countries, one may be able to answer the above questions.List of author features on the book: for an Author Interview with the Global Labor Organization.
