Book excerpt: India's high agricultural tariffs are a significant impediment to U.S. agricultural exports and certain Indian non-tariff measures (NTMs), including sanitary and phytosanitary measures, substantially limit or effectively prohibit certain U.S. agricultural products. Agriculture is vital to India's economy, accounting for a substantial share of employment (60%) and GDP (17%). Broad intervention by the Indian government in the agricultural sector, including restrictive and variable trade policies, are designed to protect domestic producers and consumers. This book provides an overview of Indian agricultural production, imports, and consumption during 2003-08, as well as Indian tariffs and NTMs, the Indian food marketing and distribution system, and Indian government regulations relating to the agricultural market, including foreign direct investment and intellectual property rights policies.

This book was released on 2016-11-28 with total page 393 pages. Available in PDF, EPUB and Kindle. Book excerpt: Nontariff Measures and International Trade includes 20 chapters authored by John Beghin and co-authors over the last 20 years on the economics of quality-standard like nontariff measures in the context of international trade. This book provides a coherent and comprehensive treatment of these nontariff measures, from their measurement to their effects on trade and welfare. In Part I, the authors use different perspectives to make the case that, unlike tariffs, quality-standard like nontariff measures are complex to measure and analyze and do not easily lead to general policy prescriptions. Then, Part II contains contributions on measurements of welfare and trade effects of nontariff measures, accounting for potential market imperfections. Part III presents chapters on the potential protectionism of nontariff measures when they are used to favor some economic agents over society. The last part presents cases studies of nontariff measures in different industries, markets, and countries.

After providing the recent historical background of agricultural policies in India and France, the contributors address burning issues related to market and regulation, food security and food safety, the expected benefits from the WTO and the genuine problems raised by the new forms of international trade in agriculture, including the sensitive question of intellectual property rights in bio-technologies. This informed volume underlines the necessity of moving beyond the North-South divide, in order to address the real challenges of the future.

This book was released on 2005 with total page 312 pages. Available in PDF, EPUB and Kindle. Book excerpt: The world economy is still far from the textbook model of unfettered trade, of a global market place without barriers. Non-tariff barriers to trade at and behind the border have been lowered significantly in the course of successive trade negotiations, but more can be done. The studies in this volume review concerns that exporters and governments have raised about market access. They analyse where and why certain non-tariff measures are being applied to traded goods that are covered by multilateral rules and disciplines, and how they continue to represent challenges for exporters and policymakers. The specific measures examined are: prohibitions and quotas, non-automatic import licensing schemes, customs fees and charges, and export restrictions.

Book Synopsis International Classification of Non-Tariff Measures 2019 by : United Nations
Download or read book International Classification of Non-Tariff Measures 2019 written by United Nations and published by United Nations. This book was released on 2019-10-14 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: Non-tariff measures are generally defined as policy measures other than ordinary customs tariffs that can potentially have an economic effect on international trade in goods, changing quantities traded, or prices or both. Since this definition is broad, a detailed classification is of critical importance so as to better identify and distinguish among the various forms of non-tariff measures. The classification of non-tariff measures presented here is a taxonomy of all those measures considered relevant in international trade today. It builds on an old UNCTAD classification known as the Coding System of Trade Control Measures and was developed by several international organizations forming what is called the MAST group (Multi-Agency Support Team) set up to support the Group of Eminent Persons on Non-tariff Barriers established by the Secretary General of UNCTAD in 2006. The MAST team discussed and proposed this classification, and is composed of: FAO, IMF, ITC, OECD, UNCTAD, UNIDO, World Bank and WTO. The classification is seen as evolving and should adapt to the reality of international trade and data collection needs.
Book Synopsis The Ashgate Research Companion to International Trade Policy by : Kenneth Heydon
Download or read book The Ashgate Research Companion to International Trade Policy written by Kenneth Heydon and published by Routledge. This book was released on 2016-03-16 with total page 592 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume provides a state of the art review of current thinking on the full range of trade policy issues, addressing the economic and political dimensions of international trade policy. The volume contains a systematic examination of: - specific trade policy instruments (such as tariffs, non-tariff barriers and trade rules) - sectoral concerns (in agriculture, manufacturing and services) - trade linkages (to issues such as the environment and labour standards) - systemic considerations (what role for the WTO?) The organising theme of the volume is that open markets for trade and investment yield large potential gains in human welfare as long as trade policy is conducted as an integral part of broader domestic economic management and regulatory reform, and as long as the particular challenges facing developing countries are effectively addressed. This 'case' is presented on the basis of rigorous analysis of first principles and of empirical experience among key trading nations. An integrated set of original and comprehensive perspectives from a diverse group of experts, linked by a common organisational thread. The contributing authors create an ideal mix of internationally recognised experts together with younger specialists making their mark in trade policy analysis; academics as well as trade policy practitioners; and representatives of both developed and developing countries.

Available in PDF, EPUB and Kindle. Book excerpt: On Feb. 10, 2011, the U.S. and the Rep. of Korea (Korea) exchanged the legal texts reflecting the agreement they concluded on Dec. 3, 2010, to modify certain provisions of the 2007 U.S.-Korea Free Trade Agreement (FTA) regarding the passenger vehicle sector. These texts (AA) are to provide additional market access for U.S. exports to Korea, in particular by addressing non-tariff measures (NTMs) affecting U.S. exports. This report focuses on the impact of the AA and provides additional analysis of the effects of the reduction or removal of NTMs. U.S. exports of passenger vehicles to Korea would likely rise significantly in the long term under the provisions of the 2007 FTA as modified by the AA. Book Synopsis The Political Economy of Agricultural Policy Reform in India by : Regina Birner
Download or read book The Political Economy of Agricultural Policy Reform in India written by Regina Birner and published by Intl Food Policy Res Inst. This book was released on 2011 with total page 261 pages. Available in PDF, EPUB and Kindle. Book excerpt: Agricultural policy reform is one of the major challenges facing India today. Such reform is required to reduce poverty through faster agricultural growth and to promote more sustainable use of natural resources while ensuring food security. Subsidy policies that promote the use of fertilizer and of electricity for groundwater irrigation are in particular need of reform. While subsidies for these two inputs played a crucial role in achieving India's Green Revolution, they have been criticized during the past decade for benefitting large-scale farmers more than smallholders, placing a fiscal burden on the state, and having negative environmental effects. By analyzing the evolution of these input subsidy policies and examining the political processes involved in efforts to reform them, this study throws new light on the factors that have so far prevented a move toward more pro-poor and environmentally sustainable agricultural input policies in India. The authors show that electoral politics, institutional factors, and policy paradigms or belief systems all play an important role in blocking reform. They identify several policy reform options as well as political strategies that can overcome past obstacles to reform. Community-based policy solutions, new coalitions for policy reform, fresh approaches to the policy debate, innovative and consensus-oriented forms of deliberation, and effective use of research-based knowledge can all make positive contributions to Indian policy reform. The analyses and proposals presented in this study will be a valuable resource for policymakers and stakeholders concerned with the politics of agricultural development.
