Book Synopsis The Use of Force in UN Peace Operations by : Trevor Findlay
Download or read book The Use of Force in UN Peace Operations written by Trevor Findlay and published by Oxford University Press on Demand. This book was released on 2002 with total page 486 pages. Available in PDF, EPUB and Kindle. Book excerpt: One of the most vexing issues that has faced the international community since the end of the Cold War has been the use of force by the United Nations peacekeeping forces. UN intervention in civil wars, as in Somalia, Bosnia and Herzegovina, and Rwanda, has thrown into stark relief the difficulty of peacekeepers operating in situations where consent to their presence and activities is fragile or incomplete and where there is little peace to keep. Complex questions arise in these circumstances. When and how should peacekeepers use force to protect themselves, to protect their mission, or, most troublingly, to ensure compliance by recalcitrant parties with peace accords? Is a peace enforcement role for peacekeepers possible or is this simply war by another name? Is there a grey zone between peacekeeping and peace enforcement? Trevor Findlay reveals the history of the use of force by UN peacekeepers from Sinai in the 1950s to Haiti in the 1990s. He untangles the arguments about the use of force in peace operations and sets these within the broader context of military doctrine and practice. Drawing on these insights the author examines proposals for future conduct of UN operations, including the formulation of UN peacekeeping doctrine and the establishment of a UN rapid reaction force.

Download or read book Why Peacekeeping Fails written by D. Jett and published by Springer. This book was released on 2000-03-01 with total page 251 pages. Available in PDF, EPUB and Kindle. Book excerpt: Dennis C. Jett examines why peacekeeping operations fail by comparing the unsuccessful attempt at peacekeeping in Angola with the successful effort in Mozambique, alongside a wide range of other peacekeeping experiences. The book argues that while the causes of past peacekeeping failures can be identified, the chances for success will be difficult to improve because of the way such operations are initiated and conducted, and the way the United Nations operates as an organization. Jett reviews the history of peacekeeping and the evolution in the number, size, scope, and cost of peacekeeping missions. He also explains why peacekeeping has become more necessary, possible, and desired and yet, at the same time, more complex, more difficult, and less frequently used. The book takes a hard look at the UN's actions and provides useful information for understanding current conflicts.

Book Synopsis The Oxford Handbook of United Nations Peacekeeping Operations by : Joachim Koops
Download or read book The Oxford Handbook of United Nations Peacekeeping Operations written by Joachim Koops and published by Oxford University Press. This book was released on 2015-07-09 with total page 1031 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Oxford Handbook on United Nations Peacekeeping Operations presents an innovative, authoritative, and accessible examination and critique of the United Nations peacekeeping operations. Since the late 1940s, but particularly since the end of the cold war, peacekeeping has been a central part of the core activities of the United Nations and a major process in global security governance and the management of international relations in general. The volume will present a chronological analysis, designed to provide a comprehensive perspective that highlights the evolution of UN peacekeeping and offers a detailed picture of how the decisions of UN bureaucrats and national governments on the set-up and design of particular UN missions were, and remain, influenced by the impact of preceding operations. The volume will bring together leading scholars and senior practitioners in order to provide overviews and analyses of all 65 peacekeeping operations that have been carried out by the United Nations since 1948. As with all Oxford Handbooks, the volume will be agenda-setting in importance, providing the authoritative point of reference for all those working throughout international relations and beyond.

Book Synopsis Unintended Consequences of Peacekeeping Operations by : Chiyuki Aoi
Download or read book Unintended Consequences of Peacekeeping Operations written by Chiyuki Aoi and published by UNU. This book was released on 2007 with total page 316 pages. Available in PDF, EPUB and Kindle. Book excerpt: The deployment of a large number of soldiers, police officers and civilian personnel inevitably has various effects on the host society and economy, not all of which are in keeping with the peacekeeping mandate and intent or are easily discernible prior to the intervention. This book is one of the first attempts to improve our understanding of unintended consequences of peacekeeping operations, by bringing together field experiences and academic analysis. The aim of the book is not to discredit peace operations but rather to improve the way in which such operations are planned and managed.
Book Synopsis Documents on the Law of UN Peace Operations by : Bruce Oswald
Download or read book Documents on the Law of UN Peace Operations written by Bruce Oswald and published by Oxford University Press. This book was released on 2019-06-27 with total page 752 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the first edition of this book was published in 2010, United Nations peace operations have evolved significantly. In the Democratic Republic of the Congo, Central African Republic, and South Sudan, UN peacekeepers are now engaged in building peace by fighting non-State armed actors, and must consider issues concerning the application of law and policy governing the use of armed force when protecting civilians. In addition, the UN and its peacekeepers are increasingly being held to higher standards of accountability to ensure that their engagement with local forces and populations meets normative requirements found in international humanitarian law and international human rights law. This extensively revised edition of Documents on the Law of UN Peace Operations addresses the key normative principles, rules, and standards that have been a part of this evolution. The book provides essential documents, accompanied with commentary, which identify and explain the legal framework or applicable legal norms involved in the planning, management and conduct of UN peace operations. Topics covered include obligations under international humanitarian law, human rights law, international criminal law, and privileges and immunities. Special attention is also paid to matters such as accountability, the rule of law, and the protection of civilians.
Book Synopsis For the Honour of India by : Satish Nambiar
Download or read book For the Honour of India written by Satish Nambiar and published by Usi Cafhr. This book was released on 2009 with total page 558 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book derives its title from the motto chosen for independent India s first UN peacekeeping operation, the Custodian Force in Korea, 1953-54. Ever since gaining Independence in 1947, India s unreserved participation in UN and regional peacekeeping operations has been both spontaneous and enthusiastic. To date, about 100,000 Indian personnel have served in 43 such operations including all operations undertaken in Africa. The fact that, as of 31 March 2009, 130 Indian peacekeepers have given their lives in UN peacekeeping operations alone, underlines more than anything else the Indian commitment to the primary objective set out in the UN Charter, viz., to maintain international peace and security . Indian peacekeeping participation has evolved from its idealistic origins during the Nehruvian era to the present where it is inextricably linked to the furtherance of India s national security interests. This book provides a comprehensive insight into the history of India s involvement with peacekeeping operations from its tentative beginnings in Korea in 1950, through the non-aligned phase of Indian foreign policy in Indo-China and Gaza, to the heavy employment of the post-Cold War period. Apart from regular UN peacekeeping operations, missions such as the Indian Custodian Force in Korea which functioned under the Neutral Nations Registration Commission, of which India was Chairman; and the International Commissions of Supervision and Control in Indo-China are also covered, as is the employment of Indian military observers and staff officers, and civilian police agencies on UN peacekeeping missions. Senior Indian leadership involved with UN peacekeeping operations and Indian involvement in regional peacekeeping missions in Sri Lanka and the Maldives, have been broadly dealt with in separate sections. The new book rounds off with a section on how the enormous experience garnered by Indian peacekeepers is harnessed for training and preparation of future generations both at home and abroad. Finally, a section is devoted to distilling thoughts about the challenges facing India in the arena of international peacekeeping in the years to come.
Download or read book Keeping Watch written by A. Walter Dorn and published by UN. This book was released on 2011 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Knowledge is power. In the hands of UN peacekeepers, it can be a power for peace. Lacking knowledge, peacekeepers often find themselves powerless in the field, unable to protect themselves and others. The United Nations owes it to the world and to its peacekeepers to utilize all available tools to make its monitoring and surveillance work more effective. "Keeping Watch" explains how technologies can increase the range, effectiveness, and accuracy of UN observation. Satellites, aircraft, and ground sensors enable wider coverage of many areas, over longer periods of time, while decreasing intrusiveness. These devices can transmit and record imagery for wider dissemination and further analysis, and as evidence in human rights cases and tribunals. They also allow observation at a safe distance from dangerous areas, especially in advance of UN patrols, humanitarian convoys, or robust forces. While sensor technologies have been increasing exponentially in performance while decreasing rapidly in price, however, the United Nations continues to use technologies from the 1980s. This book identifies potential problems and pitfalls with modern technologies and the challenges to incorporate them into the UN system. The few cases of technologies effectively harnessed in the field are examined, and creative recommendations are offered to overcome the institutional inertia and widespread misunderstandings about how technology can complement human initiative in the quest for peace in war-torn lands. ""Walter Dorn is one of the most thoughtful and knowledgeable analysts of peacekeeping and security policy, and this book makes an important contribution to a field that needs far more public discussion.""--The Hon. Bob Rae, MP for Toronto Centre and Liberal Foreign Affairs critic

Book Synopsis The Privatization of Peacekeeping by : Lindsey Cameron
Download or read book The Privatization of Peacekeeping written by Lindsey Cameron and published by Cambridge University Press. This book was released on 2017-10-19 with total page 433 pages. Available in PDF, EPUB and Kindle. Book excerpt: Private military and security companies (PMSCs) have been used in every peace operation since 1990, and reliance on them is increasing at a time when peace operations themselves are becoming ever more complex. This book provides an essential foundation for the emerging debate on the use of PMSCs in this context. It clarifies key issues such as whether their use complies with the principles of peacekeeping, outlines the implications of the status of private contractors as non-combatants under international humanitarian law, and identifies potential problems in holding states and international organizations responsible for their unlawful acts. Written as a clarion call for greater transparency, this book aims to inform the discussion to ensure that international lawyers and policy makers ask the right questions and take the necessary steps so that states and international organizations respect the law when endeavouring to keep peace in an increasingly privatized world.
Book Synopsis Peacekeeping in Africa by : Oliver Furley
Download or read book Peacekeeping in Africa written by Oliver Furley and published by Routledge. This book was released on 2021-05-11 with total page 290 pages. Available in PDF, EPUB and Kindle. Book excerpt: First published in 1998, Peacekeeping in Africa was written to help make up the shortfall in the number of books that concentrated specifically on peacekeeping in Africa. The book covers the main peacekeeping operations of Africa, and provides a wealth of background material. In doing so, it explores the policies and actions of the international organisations concerned and the participating African states. It also considers the impact of sub-regional powers and the role of the USA, Britain, and France. Comprising three parts, Peacekeeping in Africa examines world perspectives, case studies, and wider issues surrounding Africa’s peacekeeping operations.
