Thus, energy policy has been a recurring issue for Congress since the first major crisis in the 1970s. As an aid in policy making, this report presents a current and historical view of the supply and consumption of various forms of energy. The historical trends show petroleum as the major source of energy, rising from about 38% in 1950 to 45% in 1975, then declining to about 40% in response to the energy crisis of the 1970s. Significantly, the transportation sector continues to be almost completely dependent on petroleum, mostly gasoline. The importance of this dependence on the volatile world oil market was revealed over the past five years as perceptions of impending inability of the industry to meet increasing world demand led to three years of steady increases in the prices of oil and gasoline. With the downturn in the world economy and a consequent decline in consumption, prices collapsed, but then recovered to a much higher level than in the 1990s. With the crisis in Libya in the Spring of 2011, oil and gasoline prices began again to approach their former peak levels. By 2012, Libyan production had recovered, but a new crisis involving Iran further threatened supply. Natural gas followed a long-term pattern of U.S. consumption similar to that of oil, at a lower level. Its share of total energy increased from about 17% in 1950 to more than 30% in 1970, then declined to about 20%. Natural gas markets are very much more regional than the petroleum market, in which events in one part of the world tend to influence consumption and prices everywhere. Recent development of large deposits of shale gas in the United States have increased the outlook for U.S. natural gas supply and consumption in the near future. Consumption of coal in 1950 was 35% of the total, almost equal to oil, but it declined to about 20% a decade later and has remained at about that proportion since then. Coal currently is used almost exclusively for electric power generation, and its contribution to increased production of carbon dioxide has made its use controversial in light of concerns about global climate change. Nuclear power started coming online in significant amounts in the late 1960s. By 1975, in the midst of the oil crisis, it was supplying 9% of total electricity generation. However, increases in capital costs, construction delays, and public opposition to nuclear power following the Three Mile Island accident in 1979 curtailed expansion of the technology, and many construction projects were cancelled. Continuation of some construction increased the nuclear share of generation to 20% in 1990, where it remains currently. Licenses for a number of new nuclear units have been in the works for several years, and preliminary construction for a few units has begun, but the economic downturn has discouraged action on new construction. The accident at Japan's Fukushima station following the March 2011 earthquake and tsunami raised further questions about future construction of nuclear powerplants. Construction of major hydroelectric projects has also essentially ceased, and hydropower's share of electricity generation has gradually declined, from 30% in 1950 to 15% in 1975 and less than 10% in 2000. However, hydropower remains highly important on a regional basis. Renewable energy sources (except hydropower) continue to offer more potential than actual energy production, although fuel ethanol has become a significant factor in transportation fuel. Wind power has recently grown rapidly, although it still contributes only a small share of total electricity generation. Conservation and energy efficiency have shown significant gains over the past three decades and offer potential to relieve some of the dependence on oil imports.

Using econometric analysis and European open power system data between 2015-2019, we quantify the role of fossil-fuelled vs. low-carbon electricity generation in shaping wholesale electricity prices in Europe. We find that, despite a declining share in electricity generation, fossil fuels are still the main power plants “at the margin” and set power prices in Europe about 66% of the time whilst generating only 37% of electricity per year. Energy transitions in Europe have shifted dependency away from coal toward natural gas as the main electricity price setter, making European electricity prices dependent on natural gas prices more than ever. As natural gas is mostly imported to Europe, this exposes electricity prices to the geopolitical risks of gas supply, as well as the economic risks of currency exchange and natural gas price volatility. We discuss potential solutions to these issues.

Book excerpt: Natural gas generation in the U.S. electricity sector has grown substantially in recent years, while the sector's carbon dioxide (CO2) emissions have generally declined. This relationship highlights the concept of natural gas as a potential enabler of a transition to a lower-carbon future. This work considers that concept by using the National Renewable Energy Laboratory (NREL) Renewable Energy Deployment System (ReEDS) model. ReEDS is a long-term capacity expansion model of the U.S. electricity sector. We examine the role of natural gas within the ReEDS modeling framework as increasingly strict carbon emission targets are imposed on the electricity sector. In addition to various natural gas price futures, we also consider scenarios that emphasize a low-carbon technology in order to better understand the role of natural gas if that low-carbon technology shows particular promise. Specifically, we consider scenarios with high amounts of energy efficiency (EE), low nuclear power costs, low renewable energy (RE) costs, and low carbon capture and storage (CCS) costs. Within these scenarios we find that requiring the electricity sector to lower CO2 emissions over time increases near-to-mid-term (through 2030) natural gas generation (see Figure 1 - left). The long-term (2050) role of natural gas generation in the electricity sector is dependent on the level of CO2 emission reduction required. Moderate reductions in long-term CO2 emissions have relatively little impact on long-term natural gas generation, while more stringent CO2 emission limits lower long-term natural gas generation (see Figure 1 - right). More stringent carbon targets also impact other generating technologies, with the scenarios considered here seeing significant decreases in coal generation, and new capacity of nuclear and renewable energy technologies over time. Figure 1 also demonstrates the role of natural gas in the context of scenarios where a specific low-carbon technology is advantaged. In 2030, natural gas generation in the technology scenarios is quite similar to that in the reference scenarios, indicating relatively little change in the role of natural gas in the near-to-mid-term due to advancements in those technology areas. The 2050 natural gas generation shows more significant differences, suggesting that technology advancements will likely have substantial impacts on the role of natural gas in the longer-term timeframe. Natural gas generation differences are most strongly driven by alternative natural gas price trajectories--changes in natural gas generation in the Low NG Price and High NG Price scenarios are much larger than in any other scenario in both the 2030 and 2050 timeframes. The only low-carbon technology scenarios that showed any increase in long-term natural gas generation relative to the reference case were the Low CCS cost scenarios. Carbon capture and storage technology costs are currently high, but have the potential to allow fossil fuels to play a larger role in low-carbon grid. This work considers three CCS cost trajectories for natural gas and coal generators: a baseline trajectory and two lower cost trajectories where CO2 capture costs reach $40/metric ton and $10/metric ton, respectively. We find that in the context of the ReEDS model and with these assumed cost trajectories, CCS can increase the long-term natural gas generation under a low carbon target (see Figure 2). Under less stringent carbon targets we do not see ReEDS electing to use CCS as part of its electricity generating portfolio for the scenarios considered in this work.

Book excerpt: This paper argues that the European Union must take decisive action to diversify its future energy needs away from Russian natural gas. Paradoxically, the EU's energy policy is more strategically forward-thinking and global community-minded than that of any major power, while at the same time it is mired in the parochialism of the different views of its member states. Admirably, it is the world's spokesperson for a rational policy that concerns itself with not only global climate change, but also the need for a long-term gradual weaning from hydrocarbons to renewable sources of energy. Unfortunately, the strategy of some member states to meet energy needs over the next 30-40 years, during what will be a likely be a dramatic transition period in the evolution of energy technology, seems to be based on the premise that Russia is not only mutually dependent on its European partners, but also will continue to act in a reliable manner and not exploit its increasing monopoly position, particularly in the natural gas markets. This would be an unwise policy to follow, even if Russia were the most liberal of democracies. Given Russia's uncertain future, and the demonstrated fact that it has been systematically reorganizing the entire Eurasian gas market from production all the way down to local distribution under its state-controlled agent, Gazprom, it is totally unrealistic to expect benign treatment from such a monopoly. The EU and greater Europe will soon find themselves in an extremely dangerous position due to the ever-increasing dependence on Russian natural gas.
