Book excerpt: This book, marking the 2014 centenary of income tax in South Africa, presents historical research covering a range of topics. The authors begin with the international origins of income tax law and the transformation of old Dutch taxes into colonial income tax, and the role of General Smuts in the introduction of income tax in 1914. The struggle to find an appropriate means of taxing corporate profits of shareholders is shown to have continued for decades, and mining and fanning as main industry players in the South African economy receive special attention. The demise of cooperatives, the history of international tax treaties and the colonial influence also form part of the historical journey of this publication. An examination of the special qualities of leading judges of the time and their jurisprudence provides much food for thought. Policy debates such as whether South Africa should follow the source or the residence system of taxation, or introduce a land tax, rage today as they did in 1914. The impact of transformation since 1994, the need to entrench taxpayers' rights and to remove gender inequality, and the remarkable modernisation of SARS, all played an important part in the development of the South African tax system. A book about one hundred years of income tax would not be complete without some biographical notes on key personalities such as CJ Ingram KC, Aubrey Silke and David Meyerowitz SC. In recognising the conference held at the University of Cape Town to mark one hundred years of income tax in South Africa, the rise of the teaching of tax at UCT is presented in the form of an extract from the memoirs of Prof Leon Kritzinger.

Available in PDF, EPUB and Kindle. Book excerpt: Taxation is a discipline that does not receive sufficient academic attention. It is typically viewed as a subset of law, accounting, public policy, economics, or finance. In this respect, most academic efforts in the field of taxation are shadowed by a mother discipline. There is currently an unprecedented need to approach tax pedagogy in a way that is independent of another discipline. This book caters to that real and unmet need in tax pedagogy. One of the book’s advantages is that it is not tied to a specific tax year and does not coddle the reader with volumes of time-sensitive information. In this book the tax year is never the focus, as the center stage is reserved for teaching the principles and skills necessary to independently find answers. The reader will learn to appreciate the complexity of the American tax system and will be endowed with the contextual understanding necessary to formulate educated opinions about how taxes work and, most importantly, why. Contrary to common belief, taxation in the United States has remained fairly stable for the last 100 years. This book uses the federal individual income tax as a vehicle to unveil the mechanics that make up the American tax system. This book is essential reading for students taking a first course in taxation, at the undergraduate or graduate level, as part of programs in accounting, law, public administration, or business at large.

Available in PDF, EPUB and Kindle. Book excerpt: The income tax wasn’t integral to anything the Founders of this country had in mind and it wasn’t integral to anything they designed. Your Money or Your Life: Why We Must Abolish the Income Tax shows where the income tax and the IRS came from, and recounts not only how they came to be but why. What makes Richman’s analysis different is that he shows that the special evils of the IRS and income tax are not accidental, something that can be eliminated just by putting the right people in charge or by offering a few reforms here and there. They are intrinsic to the purpose for which the IRS and the income tax exist. And that’s why Richman proposes that the whole thing just be repealed. This book shows how the income tax makes you poorer. Reading Richman’s discussion of it will make you richer.

Book excerpt: Excerpt from The Income Record: A List Giving the Taxable Income for the Year 1863, of Every Resident of New York Twenty-six years elapsed before a tax on incomes again became necessary, Sir Robert Peel embracing it in the reformed system of taxation which he brought forward in 1 842. At that time the income tax was to last but three years, but alas for the tax-payer of Great Britain! At the end of this term it was continued for three years more, at the end of this period for three more, and to this day it is the fruitful theme of jests in Punch, communications to the Times, and of letters with small remittances from conscience stricken delinquents to the Chancellor of the Exchequer. The high est income tax paid by the British subject since 1816 was during the Crimean war, when it reached 6§ per cent. On incomes over £150, and a little less than 3 per cent. On those between £100 and £150. After that war it was reduced to and 23, per cent. Respectively. It is now, with some special exceptions, 25 per cent. Ou all incomes of £100 or upward, with this material proviso, that on incomes between £100 and £200, an allowance of £60 is made before calculating the tax. Incomes less than £100 pay no tax.
