Book excerpt: This report, issued by the Office of the Commissioner for Refugees (COR) in Khartoum, focuses on income-generating projects in refugee settlements in Eastern Sudan and on the programmes implemented in the Deims around Port Sudan. The author, the Director of the Sudanaid Sub-Office in Gedaref from October 1981 until February 1984, begins with a description of refugees and development in Eastern Sudan from the perspective of who has been responsible for what. Income-generating projects are viewed as an integral part of community development in both their rural and urban contexts. In order to show the bases of his community development model, the author gives an overview of income-generating activities in refugee settlements in terms of various community indicators with relevant tables for different types of activities in the area concerned. He then turns to three case studies: the Sudan Council of Churches Weaving Programme in Eastern Sudan; the Euro-Action Accord Agricultural Programme; and the Sudanaid Production Workshops in Tawawa. The extensive appendices at the end of the study include a list of agencies involved in income generation in the region and their approaches to project design as well as guidelines for the evaluation of these activities. Special attention is given to the vulnerable group approach in refugee settlements and a review of individual self-help projects under Sudanaid.

Book excerpt: OBJECTIVE: A fully registered, self-financing and self-supporting organisation with capital managed and run by trained nationals and refugees, providing small loans at concessional terms to refugees and Sudanese without collateral to initiate small-scale agricultural and non- agricultural activities. FINDINGS: The Revolving Fund Scheme (RFS) set up by the project has been highly successful, with a dramatic increase in the volume of lending during the second phase. It has enabled small businesses to expand, improve product quality and elevate their level of operations. The repayment rate is steady at nearly 95 per cent. However, long repayment periods have meant that 90 per cent of the loans have yet to be repaid. Overhead costs for lending operations are high owing to its geographical scale, and the salaries of the project staff. The project's success is attributed to the ILO project staff's diligence and high level of expertise, continuity in the project management team, and the support of the government. The timeframe was unrealistic for capacity building, and the objective to transform the RFS into a wholly Sudanese, non-profit organisation is not achievable within the three year period of the project. RECOMMENDS: Lending operations continue based on the model developed.

Book excerpt: OBJECTIVES: Income generating scheme for refugees in settlements in the Sudan comprising mechanical and blacksmith's workshops employing 50 refugees and offering equipment and training facilities to other refugees and Sudanese tradesmen. Workshops will undertake the repair and manufacture of a range of household, industrial and agricultural equipment in the region. FINDINGS: The project concept and design have proved valid and a relevant response to the objectives of income generation and self-reliance among refugees. The project has benefitted not only skilled but also unskilled refugees. The availability of the 3 workshop production facilities and tools has encouraged income generating initiatives and developed skills beyond those planned. Trainees have demonstrated that they are capable of earning incomes through the means put at their disposal by the project. The payment of stipends has been phased out. The workshops are being operated entirely by refugees and Sudanese with periodic technical advice and back-stopping from ILO Headquarters. They are earning valuable income, indicating good potential for self-sufficiency. RECOMMENDS: Extension of one year during which independent local management committees be appointed and management and administrative structures streamlined. Also recommends staff training be established, and workshops be housed in wholly-owned buildings to avoid inflationary rents. Suggests the possibility of involving women in project activities be explored. LESSONS LEARNED: The combination of training with revolving funds and production workshops has proved an excellent means of stimulating employment creation and income generation, with greater potential for sustainability after international assistance ends.

Based on site visits conducted in Pakistan, Sudan and Costa Rica, as well as written information obtained elsewhere, this project, funded by the United States Agency for International Development (USAID), analyses income-generating projects, skills training programmes and other activities aimed at increasing the economic self-reliance of refugee women. The review of projects designed for or including refugee women is presented within the context of overall efforts to address the needs of refugees, focusing on the presence within many refugee communities of a large proportion of women, including many female-headed households. The aim of the report is to increase appreciation of the economic role women can and do play in refugee camps and settlements, including examining the effectiveness of efforts designed to enhance the economic self-reliance of refugee women. Chapter I discusses the economic activities of refugee households. It describes strategies for augmenting household income, as well as formal programmes to help women undertake these strategies. Chapter II describes the projects examined in the three countries visited, including the context of the refugee situation nationally and locally. The last chapter presents the study findings with recommendations and guidelines for improving efforts to increase the economic self-reliance of refugee women.

Book excerpt: Based on the work of Ahmed Karadawi, Refugee Policy in Sudan discusses Sudanese government policy towards the refugee flows from Ethiopia into the Eastern Region of Sudan in theperiod 1967 to 1984, arguing that there were two underlying assumptions behind successive governments' policies: that refugees were considered a security threat and a socio-economic burden. In response,the policies incorporated the Organization of African Unity norms, which offered a platform to depoliticise the refugees, equally with the international conventions relating to refugees, which assured the externalization of responsibility and access to aid. This prescription, however, ignored the dynamism of the conflict that continued to generate refugees - and, as numbers accumulated in Sudan, the international aid regime did not act as a willing partner of the government. The consequences of a sizeable refugee population revealed a serious conflict of priorities, not only within the Sudanese government of the day, but also between the government and aid donors - thus, the objectives of the government policy were seriously undermined.
