Transforming Agribusiness in Nigeria for Inclusive Recovery, Jobs Creation, and Poverty Reduction: Policy Reforms and Investment Priorities aims to provide that clarity by illustrating the potential of the agribusiness sector to accelerate inclusive growth, create jobs, and reduce poverty. Building on an early finding that this sector provides the best prospects for inclusive growth and more and better jobs, the book identifies the specific agricultural value chains with the highest potential to create jobs, reduce poverty, and improve nutrition outcomes. The findings demonstrate, however, that the value chains with the most potential to pursue one policy objective are not necessarily as effective for other objectives, clearly calling for selectivity of value chains, depending on policy objectives. The book also estimates the level of growth required to meet specific jobs targets and finds that the growth burden is lower when on-farm and off-farm segments of agribusiness grow in tandem and higher if either segment stagnates. It concludes that a whole-of-agribusiness approach that emphasizes coordinated investments between on-farm and off-farm segments is needed to enable the sector to meet its potential in creating jobs and generating inclusive growth.

Agricultural geography seeks to describe and explain spatial variations in agricultural activity over the earth’s surface. The heart of this task is to explain the great diversity of agriculture. It has been estimated that there are over 250 million farmers in the world. Between them they grow many different crops—at least 1000 species are in use—and they raise these crops in a variety of ways. Thus on some British farms aircraft spray the land with pesticides and computers control the day to-day running of the farm; yet in parts of the Middle East fellahin still raise wheat with implements little changed since biblical times. Equally great are the differences in organization and social conditions. Many farmers in Britain or the USA are rich and successful, owning their land; in parts of Latin America peons toil on land they do not own under conditions not far removed from slavery. Even more striking are the differences in productivity. One American farm worker can produce enough food to feed nearly fifty other people, yet throughout Africa and Asia many farmers are hard-pressed to feed themselves and their families. Growth may be higher in the last two decades but inclusive growth or equitable development has been missing. Inclusive growth thus seeks to broaden the flow of benefits of globalization towards the currently excluded sections. Economic growth in Karnataka primarily driven by services (55.17%). The Contribution of the industrial sector is smaller which contributes only 16.22 percent to overall growth compared to 30.20 percent at the All-India level. Economic growth particularly pro-poor growth in terms of concentrating on agriculture and employment are important in order to reduce poverty. However, economic growth alone will not be sufficient to lift some people above poverty. Despite achieving the MDG on poverty, a large number of SC, STs will remain poor even if the growth rate is hiked. Karnataka economic growth may be improving but Karnataka is lagging behind southern states like Andhra Pradesh, Tamil Nadu and Kerala. Karnataka is need to operationalize a plan to accelerate growth in agriculture, employment, and social sector development and in reducing regional disparities for achieving inclusive growth during the 12th Five Year Plan period and beyond in Karnataka. The action plan should cover the priority areas like agriculture, employment and social sectors. It should have a plan for removing economic and social deprivation across all regions.

Book excerpt: Agricultural Development and Technical Cooperation toward Green and Inclusive Growth in East Asian APEC Economies East Asian APEC economies should expand cooperation, as they have common goals to achieve greater food self-sufficiency and food security by 2020. In Asia, the issues of undernourished (particularly China), small-scale farming due to limited farmland and consequently low levels of mechanization, aging and feminizing farm workforce are crucial. These problems will be exacerbated to be solved due to increasingly open markets through the proliferation of free trade agreements. To tackle these challenges, through increasing agricultural productivity and production, and adequate agricultural trade development, economies should improve food security and tackle related social issues. In this regard, agricultural technical cooperation among East Asian APEC economies has advantages: they share relatively common problems of and approaches to agricultural labour force and agricultural economy; in addition, agricultural trade among APEC Asian economies is growing faster than any other region. They can form collective responses while sharing best practices and experiences, technical and financial assistance, common responses to environmental and climate change issues, development of data infrastructure, minimizing the negative impact from agricultural open market. Concretely, East Asian APEC member economies can better gather and share alternative indicators that measure emerging contemporary agricultural issues by including them into statistical systems. Through this, they can build more adequate policies. It is also necessary to create collective solutions for transition of agricultural labour force, especially small-scale farmers, into higher-value and ecological farming or productive non-farm sector through skills development and for better coping with consequent shocks and adjustments from increasing free trade agreements. In order to do so, they need to bring up collective commitment to agricultural development and investment for the long term. Achieving such cooperation will require strong, effective, and well-resourced driving agents. Despite the limitations of APEC’s current institutional bodies on agricultural technical cooperation, if APEC is committed to the Food Security Road Map of improving food security by 2020, then it must extend its cooperative efforts such as the Agricultural Technical Cooperation Working Group (ATCWG) and Policy Partnership on Food Security (PPFS) to be increasingly focused and include a wider range of actors, including farmers ? the true agents of change in any agricultural system.
