First, the report offers a definition of social inclusion as the "process of improving the terms for individuals and groups to take part in society." It unpacks different domains of society that excluded groups and individuals are at particular risk of being left out of -- markets, services, and spaces. Second, the report discusses the most important global mega-trends such as migration, climate chnage, and aging of societies, which will impact challenges and opportunities for inclusion. Finally, it argues that despite these challenges, change towards inclusion is possible and offers examples of inclusionary policies.

The author assesses how, despite attempts to broaden the scope for inclusion and the meaning of political existence, contemporary political theory gives rise to new externalities through relying on a notion of the community as predicated on sameness. Proceeding normatively and hermeneutically, The Question of Political Community seeks to divert the thinking of political community from assumptions of calculability, unity, and boundedness by elaborating a notion of sameness that does not presuppose difference and a notion of difference that does not presuppose identity. Through close engagements with texts in contemporary political theory and continental philosophy, it is argued that in order to confront the problem of closure and exclusion, the question of political co-existence needs to be reformulated and relocated so as to grasp the meaning of an incalculable community.

It does so by analysing the rules on the use of orbits as limited natural resources as a concrete indication of how space resources can be exploited by one user while respecting the non-appropriation principle and the interests of other users in space. This analysis is complemented by a thorough review of the meaning of property rights in the context of the existing international space law regime. This allows the author to distinguish between the lawful exploitation and unlawful appropriation of resources in a manner that could pave the way for a workable asteroid mining regime that takes into account the needs of individual companies and the international community. Exclusive use in an inclusive environment frames the legal regime of the exploitation of natural resources in outer space as the most pressing example to date of the tension that arises between the rights of a single spacefaring actor and the interests of the broader international community. Though academic in its approach in dealing with one of the most fundamental issues of space law to date, the book has very practical ambitions.
