President George Bush listed four reasons: to protect American citizens abroad, to defend democracy in Panama, to combat drug trafficking, and to protect the integrity of the Panama Canal treaties. For Joint Chiefs of Staff (JCS) Chairman Colin Powell, six criteria had to be satisfied: Was there sufficient provocation? Powell thought yes. Has the PDF (Panamanian Defense Force) changed and gone out of control? Again yes. Would Blue Spoon (the military plan for intervention) resolve the problem? Yes. would the plan minimize damage and casualties? Yes. Would it bring democracy? Yes. And public and press reaction? Probably positive. These statements coincide with four guidelines for using force in the aftermath of the cold war detailed in chapter 1. First, there was an identifiable threat to US interests on three counts. The killing of a US Marine officer on 16 December 1989 and the physical abuse of a Navy lieutenant and his wife had put Americans at risk. Noriega and the Panamanian Defense Force (PDF) appeared to be going out of control. By extension, this situation was seen as threatening the Panama Canal. PDF violence might put the canal at risk. Finally, there was Noriega's involvement in international drug trade, an increasingly important US national security issue. However, the decision to intervene entailed more than the defense of US interests. It included the normative objective of supporting democratization in Panama.

Book excerpt: In a more benign post-cold war international system, where no threat approaches that of the former Soviet Union, the rationale for the use of US military power cannot be based solely on the national interest. It will have to reflect concern with and support for such issues as self-determination, democratization, human rights, and economic development. The United States must have a postconflict reconstruction assistance policy that contributes to a positive consolidation of the situation and that promotes developments seen as contributing to stability and positive change. The use of force without a policy for the postconflict situation will be politically precarious. Additionally, in this new international security environment the employment of armed forces in missions outside of or short of war has become increasingly important and frequent. Several indicators suggest that these operations will continue to grow in prominence on the US national security agenda. What do these nontraditional operations encompass? The two that have received the most attention to date are peacekeeping and humanitarian assistance. Very recently, a third, peace enforcement, has been added to the list.

This is a reflection of the increased human and societal complexity of the operational environments in which the USG has intervened and the multifaceted nature of the objectives often sought by the USG in these international operations. The most obvious manifestation of LE on international operations is the presence of American police officers working as a part of uniformed international police missions (U.S.-led, coalition, or multinational). However, these interim policing missions are only part of the contribution to international operations that can be made by LE. U.S. LE agencies may also be involved directly in international operations as a part of their standing authorities related to the enforcement of U.S. domestic law; contribute LE expertise in capacity building and institutional reform efforts; or as support and assistance to U.S. military forces employed in LE-related roles and in the conduct of their military tasks. Given the complexity of USG LE involvement in contemporary international operations, it is important to understand how these agencies work, what roles they play, or could play, in the conduct of operations, and how their various initiatives relate to one another. As such, this analysis specifically examines lessons from four relevant aspects of LE involvement in international operations, recognizing that observations that are discussed in this paper do not constitute the entirety of lessons from each of the operations. These aspects include three operational case studies from USG post-Cold War experience in international operations: Panama (1989-99), Colombia (1989-Present), and Kosovo (1998-Present). These three operations were selected because they provided examples across a wide spectrum of U.S. involvement and have either already been completed or are nearing completion--allowing for analysis of their results as mature operations.
