Available in PDF, EPUB and Kindle. Book excerpt: Uranium mining in the Commonwealth of Virginia has been prohibited since 1982 by a state moratorium, although approval for restricted uranium exploration in the state was granted in 2007. Uranium Mining in Virginia examines the scientific, technical, environmental, human health and safety, and regulatory aspects of uranium mining, milling, and processing as they relate to the Commonwealth of Virginia for the purpose of assisting the Commonwealth to determine whether uranium mining, milling, and processing can be undertaken in a manner that safeguards the environment, natural and historic resources, agricultural lands, and the health and well-being of its citizens. According to this report, if Virginia lifts its moratorium, there are "steep hurdles to be surmounted" before mining and processing could take place within a regulatory setting that appropriately protects workers, the public, and the environment, especially given that the state has no experience regulating mining and processing of the radioactive element. The authoring committee was not asked to recommend whether uranium mining should be permitted, or to consider the potential benefits to the state were uranium mining to be pursued. It also was not asked to compare the relative risks of uranium mining to the mining of other fuels such as coal. This book will be of interest to decision makers at the state and local level, the energy industry, and concerned citizens.

Book excerpt: From 1980 to 1993, the domestic production of uranium declined from almost 44 million pounds U3O8 to about 3 million pounds. This retrenchment of the U.S. uranium industry resulted in the permanent closing of many uranium-producing facilities. Current low uranium prices, excess world supply, and low expectations for future uranium demand indicate that it is unlikely existing plants will be reopened. Because of this situation, these facilities eventually will have to be decommissioned. The Uranium Mill Tailings and Radiation Control Act of 1978 (UMTRCA) vests the U.S. Environmental Protection Agency (EPA) with overall responsibility for establishing environmental standards for decommissioning of uranium production facilities. UMTRCA also gave the U.S. Nuclear Regulatory Commission (NRC) the responsibility for licensing and regulating uranium production and related activities, including decommissioning. Because there are many issues associated with decommissioning-environmental, political, and financial-this report will concentrate on the answers to three questions: (1) What is required? (2) How is the process implemented? (3) What are the costs? Regulatory control is exercised principally through the NRC licensing process. Before receiving a license to construct and operate an uranium producing facility, the applicant is required to present a decommissioning plan to the NRC. Once the plan is approved, the licensee must post a surety to guarantee that funds will be available to execute the plan and reclaim the site. This report by the Energy Information Administration (EIA) represents the most comprehensive study on this topic by analyzing data on 33 (out of 43) uranium production facilities located in Colorado, Nebraska, New Mexico, South Dakota, Texas, Utah, and Washington.

Book excerpt: "In situ leach or leaching (ISL) or in situ recovery (ISR) mining has become one of the standard uranium production methods. Its application to amenable uranium deposits (in certain sedimentary formations) has been growing in view of its competitive production costs and low surface impacts. This publication provides an historical overview and shows how ISL experience around the world can be used to direct the development of technical activities, taking into account environmental considerations, and emphasizing the economics of the process, including responsible mine closure. The publication provides information on how to design, operate and regulate current and future projects safely and efficiently, with a view to maximizing performance and minimizing negative environmental impact."--Publisher's description.

Book excerpt: The U.S. Nuclear Regulatory Commission (NRC) has developed a Standard Review Plan (NUREG–1569) which provides guidance for staff reviews of applications to develop and operate uranium in situ leach facilities. Under the provisions of Title 10 of the Code of Federal Regulations, Part 40 (10 CFR Part 40), Domestic Licensing of Source Material, an NRC Materials License is required to conduct uranium recovery by in situ leach extraction techniques. Applicants for a new license and operators seeking an amendment or renewal of an existing license are required to provided detailed information on the facilities, equipment, and procedures used in the proposed activities. In addition, the applicant for a new license also provides an Environmental Report that discusses the effects of proposed operations on the health and safety of the public and assesses impacts to the environment. For amendment or renewal of an existing license, the original Environmental Report is supplemented, as necessary. This information is used by the NRC staff to determine whether the proposed activities will be protective of public health and safety and the environment and to fulfill NRC responsibilities under the National Environmental Policy Act (NEPA). The purpose of the Standard Review Plan (NUREG–1569) is to provide the NRC staff with guidance on performing reviews of information provided by the applicant, and to ensure a consistent quality and uniformity of staff reviews. Each section in the review plan provides guidance on what is to be reviewed, the basis for the review, how the staff review is to be accomplished, what the staff will find acceptable in a demonstration of compliance with the regulations, and the conclusions that are sought regarding the applicable sections in 10 CFR Part 40, Appendix A. NUREG–1569 is also intended to improve the understanding of the staff review process by interested members of the public and the uranium recovery industry. The review plan provides general guidance on acceptable methods for compliance with the existing regulatory framework. As described in an NRC white paper on risk-informed, performance-based regulation (SECY–98–144), however, the applicant has the flexibility to propose other methods as long as it demonstrates how it will meet regulatory requirements.

Book excerpt: As nuclear power plants reach the end of their life cycle and are closed, the uranium mining and milling facilities that have fed them will have to be decommissioned. This report provides information to governments to help plan and implement the decommissioning and closeout of such facilities along with the associated tailings impoundments, debris piles, leach fields, and unprocessed ore stockpiles. The goal is to enable a site to meet the radiological criteria either for unrestricted use or for long-term closeout under institutional control. Includes a glossary without pronunciation. No index. Book excerpt: How will chemists of the future balance competing concerns of environmental stewardship and innovative, cost-effective product development? For chemists to accept the idea that environmental quality and economic prosperity can be intertwined, the concept of the food-energy-water nexus must first be integrated into underlying thought processes. Food, Energy and Water: The Chemistry Connection provides today’s scientists with the background information necessary to fully understand the inextricable link between food, energy and water and how this conceptual framework should form the basis for all contemporary research and development in chemistry in particular, and the sciences in general. Presents a clear, quantitative explanation of the link between food, energy, and water Provides information not currently available in chemistry curricula or synthesized in existing resources Examines the challenges of the food-energy-water nexus from a chemistry perspective within a multi-disciplinary domain Includes the latest research on critical topics such as fracking, water use conflicts, and sustainability in food production cycles

Book excerpt: This Safety Report has been developed as part of the IAEA programme on occupational radiation protection to provide for the application of its safety standards in implementing a graded approach to the protection of workers against exposures associated with uranium mining and processing. The publication describes the methods of production associated with the uranium industry and provides practical information on the radiological risks to workers in the exploration, mining and processing of uranium. It is a compilation of detailed information on uranium mining and processing stages and techniques, general radiation protection considerations in the relevant industry, general methodologies applicable for control, monitoring and dose assessment, exposure pathways, and radiation protection programmes for a range of commonly used mining and processing techniques.
