The paper describes biotechnology and some of the opportunities for commercial exploitation; the need to identify potential risks when there is little factual information; the current state of biotechnology in Canada and Ontario and the jurisdictional issues; current approaches to legislation and control; major issues and matters of principle common to all applications of biotechnology; and concludes with 2 possible approaches for providing a legal framework for regulation.
