Two main questions persist: who benefits from particular policies focused on quality? This book explores notions of quality as understood within various systems of national, formal, and nonformal education. Also it considers the tensions that arise with the introduction of new standardized notions of quality in relation to international measures and educational reforms in developing countries. In all cases, specific national issues and concerns compete with global agendas.Challenges to quality that are given particular attention in the book chapters include changing definitions of quality, high expectations for education and issues with implementation, and the introduction of English as a means to achieve quality in a globalizing world. Special attention is also given to possible actions that support a more equitable education without ignoring the requisite of quality. Most reforms relied on institutional and political perspectives. In contrast, as the book shows, the use of a cultural and psychological frame proved rarer, missing important opportunities to draw on systematic analysis of emerging demands for schools and on cognitive science to inform the changes in the organization of instruction. A review of Bank experience found that the most successful programs have a different profile than the less successful programs. The former aimed at comprehensive change, encompassing a wide range of objectives that include administrative and management training and the provision of educational materials as well as the usual curriculum and teacher training components. Most importantly, they adopted an implementation strategy that was congruent with political and economic factors and with the program's objectives. Three interventions were found especially critical for successfully putting programs into practice in classrooms and schools. First, successful programs paid significant attention to strengthening institutions and organizational structure, including developing a capacity for innovative management. Second, successful programs included significant in-service teacher training components. Third, successful programs included strategies to garner the commitment of implementors, external agencies, and government authorities.
