It would monitor price and wage developments to avoid nominal and current account divergences or deflationary convergence. Book excerpt: After three years of mixed operational experiences, the European Semester has been streamlined and further reform has recently been suggested by the European Commission. We outline the major modifications and evaluate to what extent this streamlining has affected the nature of the 2015 country-specific recommendations. Any mechanism for policy coordination depends crucially on the institutional framework that it is supposed to operate in. Consequently, proposals for further improvement of the European Semester must take the institutional environment into account. We therefore work out the compatibility of different aspects of policy coordination with respect to the existing EU architecture and discuss the proposals to modify this architecture put forward recently in the Five Presidents Report. On this basis, we develop proposals for improving the efficiency of the European Semester.

The new coordination mechanism aims to strengthen economic policy coordination in order to fill the original EMU constitutional gap deriving from the choice to create a common currency without having an economic union in place. Its structure, which combines soft law and hard law procedures, allows EU institutions to exercise policy formulation, supervision and guidance on issues touching upon virtually the entire spectrum of Member States' economic and social policies. The analysis shows that in its early cycles the Semester tended to prioritize economic objectives, such as budgetary discipline, over competing social ones. Indeed, social security systems have been mainly taken into consideration because of their impact on public finances. However, there are signs of a progressive reorientation of the strategy adopted at supranational level. Indeed, the recommendations adopted in the 2013 cycle of the European Semester pay greater attention to social objectives, while the Commission has recently taken some initiatives that should contribute to find a better balance between the 'economic' and the 'social' within the EMU.

Book excerpt: The European Semester is a yearly process of the European Union to improve economic policy coordination and ensure the implementation of the EU’s economic rules. Each Semester concludes with recommendations for the euro area as a whole and for each EU member state. We show that implementation of recommendations was poor at the beginning of the Semester in 2011, and has deteriorated since. The European Semester is not particularly effective at enforcing even the EU’s fiscal and macroeconomic imbalance rules. We assess that euro-area recommendations with tangible economic goals are not well reflected in the recommendations issued to member states. Finally, we review various proposals to improve the efficiency of the European Semester and conclude that while certain steps could be helpful, policy coordination will likely continue to have major limitations.

It begins with a discussion of what legislatures generally do in economic policy and in fiscal policy in particular. It then considers the nature of the problem facing European governance and possible institutional changes to address it. It documents one problem in particular--the Council of Ministers routinely weakens the text of recommendations the Commission proposes for individual Member States under the Stability and Growth Pact. There is therefore a need for an institution to keep both bodies accountable. The European Parliament is ideally positioned to play this role. The Parliament should hold hearings in April of each year to evaluate the performance of the European Commission and Council of Ministers. These hearings would also provide a useful forum to discuss whether Member States have complied with their Convergence/Stability Programmes and with their National Reform Programmes.
