Findings include that implementation and compliance has been patchy, with notable progress at trust level in the strategic prioritisation of infection control processes, although wider factors continue to impede good practice, including the lack of sufficient information on the extent and costs of hospital acquired infections. Further action is required using a range of approaches to change staff behaviour to reduce risks, and a number of recommendations are made to the Department of Health, the Healthcare Commission and NHS trusts which aim to help overcome identified constraints.

It looks at three main areas: the extent and impact of hospital acquired infection; improving knowledge of and compliance with good infection control practice; improving infection control systems and management processes. The conclusion is that progress has been patchy, with a lack of urgency on several key issues such as ward cleanliness and hand hygiene. Progress has also been hampered by a lack of data, a national mandatory surveillance programme and evidence of the effectiveness of different intervention strategies
