This report investigates undernutrition's persistence, drawing on case studies of the public response to the problem in Ghana, Mozambique, Nigeria, and Uganda. Analyzing each nation's policymaking structures, political actors, understanding of undernutrition, and the timing of public responses, the author explains why none of these four nations has mounted an effective campaign to eliminate undernutrition. The author identifes several different causes of this shortcoming, with one underlying flaw in the various public responses standing out: a fundamental failure on the part of political leaders to see undernutrition as a grave problem that undermines development efforts in their nations. The author concludes that an effective response to undernutrition in these countries requires the formation of national advocacy coalitions that can raise public awareness of the problem, highlight policymakers' duty to ensure the nutrition of their citizens, and link proper nutrition to general national development. This report should serve as a resource for advocates, researchers, and others concerned with undernutrition in Africa.

Book excerpt: Urban population growth is extremely rapid across Africa and this book places urban food and nutrition security firmly on the development and policy agenda. It shows that current efforts to address food poverty in Africa that focus entirely on small-scale farmers, to the exclusion of broader socio-economic and infrastructural approaches, are misplaced and will remain largely ineffective in ameliorating food and nutrition insecurity for the majority of Africans. Using original data from the African Food Security Urban Network’s (AFSUN) extensive database it is demonstrated that the primary food security challenge for urban households is access to food. Already linked into global food systems and value chains, Africa’s supply of food is not necessarily in jeopardy. Rather, the widespread poverty and informal urban fabric that characterizes Africa’s emerging cities impinge directly on households’ capacity to access food that is readily available. Through the analysis of empirical data collected from 6,500 households in eleven cities in nine countries in Southern Africa, the authors identify the complexity of factors and dynamics that create the circumstances of widespread food and nutrition insecurity under which urban citizens live. They also provide useful policy approaches to address these conditions that currently thwart the latent development potential of Africa’s expanding urban population.

Crop yields, aquatic populations and forest productivity will decline, invasive insect and plant species will proliferate and desertification, soil salinization and water stress will increase. Each of these impacts will decrease food and nutrition security, primarily by reducing access to and availability of food, and also by increasing the risk of infectious disease. Although increased biofuel demand has the potential to increase incomes among producers, it can also negatively affect food and nutrition security. Land used for cultivating food crops may be diverted to biofuel production, creating food shortages and raising prices. Accelerations in unregulated or poorly regulated foreign direct investment, deforestation and unsustainable use of chemical fertilizers may also result. Biofuel production may reduce women’s control of resources, which may in turn reduce the quality of household diets. Each of these effects increases risk of poor food and nutrition security, either through decreased physical availability of food, decreased purchasing power, or increased risk of disease. The Impact of Climate Change and Bioenergy on Nutrition articulates the links between current environmental issues and food and nutrition security. When the opportunity of holding the 14th International Biological Symposium in Guate mala was offered, it was most welcome, especially as the occasion was the celebration of the 25th Anniversary of the Institute of Nutrition of Central America and Panama (INCAP). With the encouragement of members of the Ford Foundation staff and the National Academy of Sciences, the idea for a symposium on the broad approach to the problem of nutrition was developed by Dr. Moises Behar, the second director of INCAP, 1961-1974, Dr. Nevin Scrimshaw, fIrst director of INCAP, 1949-1961, and members of the INCAP staff. Because the availability of food has become a serious international problem, a discussion of the underlying problems was most timely. INCAP, one of the pioneer and leading institutions in the area of nutrition, has a profound influence on nutrition in Latin America. The meeting was attended by about 300 scientists from more than 20 countries. Because this was the fIrst symposium in this series to be held in Central America, it provided an opportunity to get acquainted with scientists from many of the Central American republics. It was especially rewarding that so many students from the Central American universities attended this meeting.

An examination of evidence is needed to better understand how nutritional status is associated with aging and risk of mortality or chronic disease among older adults. Underpinning many, if not most, nutritional problems in older adults is socioeconomic status. Therefore, understanding access challenges to healthy food, including geographic, financial, and transportation barriers, also is needed to better understand how to meet the nutritional needs of older adults. On October 28-29, 2015, the Food and Nutrition Board convened a workshop, Meeting the Dietary Needs of Older Adults, in Washington, DC. Participants examined factors in the physical, social, and cultural environment that affect the ability of older adults to meet their daily dietary needs. This report summarizes the presentations and discussions from the workshop.
