The committee's main goal is to advance the practice of conflict resolution by using the methods and critical attitude of science to examine the effectiveness of various techniques and concepts that have been advanced for preventing, managing, and resolving international conflicts. The committee's research agenda has been designed to supplement the work of other groups, particularly the Carnegie Corporation of New York's Commission on Preventing Deadly Conflict, which issued its final report in December 1997. The committee has identified a number of specific techniques and concepts of current interest to policy practitioners and has asked leading specialists on each one to carefully review and analyze available knowledge and to summarize what is known about the conditions under which each is or is not effective. Book excerpt: In Imposing Standards, Martin Hearson shifts the focus of political rhetoric regarding international tax rules from tax havens and the Global North to the damaging impact of this regime on the Global South. Even when not exploited by tax dodgers, international tax standards place severe limits on the ability of developing countries to tax businesses, denying the Global South access to much-needed revenue. The international rules that allow tax avoidance by multinational corporations have dominated political debate about international tax in the United States and Europe, especially since the global financial crisis of 2007–2008. Hearson asks how developing countries willingly gave up their right to tax foreign companies, charting their assimilation into an OECD-led regime from the days of early independence to the present day. Based on interviews with treaty negotiators, policymakers and lobbyists, as well as observation at intergovernmental meetings, archival research, and fieldwork in Africa and Asia, Imposing Standards shows that capacity constraints and imperfect negotiation strategies in developing countries were exploited by capital-exporting states, shielding multinationals from taxation and depriving nations in the Global South of revenue they both need and deserve. Book excerpt: The recent efforts to reach a settlement of the enduring and tragic conflict in Darfur demonstrate how important it is to understand what factors contribute most to the success of such efforts. In this book, Caroline Hartzell and Matthew Hoddie review data from all negotiated civil war settlements between 1945 and 1999 in order to identify these factors. What they find is that settlements are more likely to produce an enduring peace if they involve construction of a diversity of power-sharing and power-dividing arrangements between former adversaries. The strongest negotiated settlements prove to be those in which former rivals agree to share or divide state power across its economic, military, political, and territorial dimensions. This finding is a significant addition to the existing literature, which tends to focus more on the role that third parties play in mediating and enforcing agreements. Beyond the quantitative analyses, the authors include a chapter comparing contrasting cases of successful and unsuccessful settlements in the Philippines and Angola, respectively.

Book excerpt: In November 2007 Adam Moore was conducting fieldwork in Mostar when the southern Bosnian city was rocked by two days of violent clashes between Croat and Bosniak youth. It was not the city’s only experience of ethnic conflict in recent years. Indeed, Mostar’s problems are often cited as emblematic of the failure of international efforts to overcome deep divisions that continue to stymie the postwar peace process in Bosnia. Yet not all of Bosnia has been plagued by such troubles. Mostar remains mired in distrust and division, but the Brčko District in the northeast corner of the country has become a model of what Bosnia could be. Its multiethnic institutions operate well compared to other municipalities, and are broadly supported by those who live there; it also boasts the only fully integrated school system in the country. What accounts for the striking divergence in postwar peacebuilding in these two towns? Moore argues that a conjunction of four factors explains the contrast in peacebuilding outcomes in Mostar and Brčko: The design of political institutions, the sequencing of political and economic reforms, local and regional legacies from the war, and the practice and organization of international peacebuilding efforts in the two towns. Differences in the latter, in particular, have profoundly shaped relations between local political elites and international officials. Through a grounded analysis of localized peacebuilding dynamics in these two cities Moore generates a powerful argument concerning the need to rethink how peacebuilding is done—that is, a shift in the habitus or culture that governs international peacebuilding activities and priorities today.

Book excerpt: Explaining state-building failures in Lebanon during the 20th century, this book looks at the relationship between legitimacy and stability in the country since the creation of the state in 1920. The presence of legitimacy is considered necessary to any successful state-building endeavour. This book argues that the Lebanese state failed to achieve any meaningful form of legitimacy from its inception in 1920 to its near-collapse during the civil war. However, by analysing different eras of Lebanese history, throughout the different presidential terms, the author challenges the general understanding of stability and governance to show that the absence of legitimacy and society support actually contributed to the persistence of the Lebanese state. More than this, the evidence shows that Lebanese state was at its most stable when it was regarded as illegitimate. The wider, implicit question thus asked in the book revolves around a case where illegitimacy within the state is what ensures its stability and survival. Based on primary sources including national archives and collections, institutional documents, personal memoirs, newspapers and journals, this book provides a rich survey on the development and functioning of Lebanese political institutions.
