Book excerpt: In Indonesia, natural resources are under pressure from both urban development and commercial exploitation. In Seram Island, Maluku, oil palm plantations are expanding in the north. In the south of the island, a State-owned cocoa company and a private logging enterprise are exploiting the vast territory of Waraka, an ancestral village established on the coast. The set of customary laws and principles of this village, locally called adat, is still powerful and is the basis of the traditional land tenure and land-use systems. In order to promote the socioeconomical development of his community, the king or raja of Waraka interacts with both companies within a dual and uncertain legal framework. The methodology in this study is based on the institutional framework analysis developed by Ostrom (1994) and a preliminary literature review. It also encompasses qualitative interviews. The evolution of the land tenure and land-use systems of Waraka is related to the strength of adats recognition and the ability of the raja to conduct deals with both companies. The study finally discusses the possibilities for all stakeholders to manage the land in a more sustainable way through the implementation of a tree-nursery program funded by credit carbons or the use of reduced impact logging practices.

Book excerpt: Understanding the socio-economic conditions, the drivers for land use change and economic development, along with cultural and social characteristics, is essential to ensure that land use decisions are made that ensure positive economic and social outcomes are optimised. The CoLUPSIA socio-economic team researched the conditions facing communities and individual households across five pilot areas, each area representing different socio-economic and environmental/ bio-physical conditions. Household, village, key interview surveys and focus group discussions, were completed for 566 households, 19 villages, equivalent to approximately 7.6% of the total number of households and 20% of villages on Seram Island, Central Maluku. The results highlight the challenges that face the communities and how these vary across the pilot sites. For example in Pilot 1 on the north coast of Seram communities have growing populations, a lack of agricultural land with limited options to expand as they border the national park and in Pilot 2 alternative land uses for commodities and oil are posing challenges to the traditional way of life. On the south of the island in Pilots 3 and 4, the challenges of managing population and urban growth with access to land suitable for agricultural production, while maintaining use and access to natural forest (in part the national park) are increasing. The results of the socio-economic survey aim to provide a baseline that provides an understanding of the relationship between the communities on Seram and the natural resources use and non-use, coupled with the needs for economic development. The resulting challenges and opportunities are identified and can be used in the development of land use planning processes and where possibly in the development of Payment for Ecosystem Service (PES) schemes.

Book excerpt: This working paper presents the status of forest tenure in contemporary Indonesia; it explores how forest tenure reforms emerge and the options for formal approaches to securing customary rights in Indonesia. It also presents an overview and analysis of Indonesia's legal and institutional framework for tenure reform. Forest tenure reforms in Indonesia have evolved through dynamic, interactive, collaborative processes that have involved both State and non-State institutions. Both the processes and the products (such as policies and programs) of forest tenure reforms in Indonesia, such as the 1999 reforms that resulted in social forestry schemes, have not been effectively implemented in Indonesia due to the: onerous process of obtaining a permit; lack of direction and motivation of staff within implementing agencies in supporting social forestry; limited capacity and resources among both communities and implementing agencies to comply with the technical requirements to process the permit; and macro-level economic prioritization of extractive activities that concentrate benefits in the corporate sector. Moreover, women and marginal members of indigenous peoples and local communities have been largely left out. However, recent developments such as Constitutional Court Ruling No. 35/2012 defined land and forests within customary territories as private entities, and not State land and forests. Furthermore, recent government initiatives for recognizing existing agroforestry practices within kawasan hutan by granting land title or bringing them under social forestry schemes are important developments that can help to resolve conflicts. Finally, the government's ambitious target of bringing 12.7 million ha of State forest area under community management, deregulation of some of the steps for obtaining a social forestry permit and the involvement of non-State actors in tenure reform processes have the potential to further strengthen local people's rights and security over land and forests, if properly supported and implemented.

The results highlight the challenges that face the communities and how these vary across the pilot sites. For example in Pilot 1 is located within the boundaries of two national parks, land is more restricted as communities face unclear boundaries, and Pilot 2 located to the east of Putussibau, the villagers are heavily dependent on natural resources, with relatively limited economic opportunities but gold mining which has environmental consequence and face a legality issues. In Pilot 3 and 4, exhibit case of communities are more dependent on diverse source of livelihoods such as rubber production, gold mining and paid employment. Oil palm plantations increasingly become an alternative employment as well as has potential negative impact to environment. The results of the socio-economic survey aim to provide a baseline that provides an understanding of the relationship between the communities in Kapuas Hulu regency and the natural resources use and non- use, coupled with the needs for economic development. The resulting challenges and opportunities are identified and can be used in the development of land use planning processes and where possibly in the development of Payment for Ecosystem Service (PES) schemes.

Book excerpt: How religious practices are reproduced has become a major theoretical issue. This work examines data on Nuaulu ritual performances collected over a 30 year period, comparing different categories of event in terms of frequency and periodicity. It seeks to identify the influencing factors and the consequences for continuity. Such an approach enables a focus on related issues: variation in performance, how rituals change in relation to material and social conditions, the connections between different ritual types, the way these interact as cycles, and the extent to which fidelity of transmission is underpinned by a common model or repertoire of elements. This monograph brings to completion a long-term study of the religious behaviour of the Nuaulu, a people of the island of Seram in the Indonesian province of Maluku. Ethnographically, it is important for several reasons: the Nuaulu are one of the few animist societies remaining on Seram; the data emphasize patterns of practices in a part of Indonesia where studies have hitherto been more concerned with meaning and symbolic classification; and because Nuaulu live in an area where recent political tension has been between Christians and Muslims. Nuaulu are, paradoxically, both caught between these two groups, and apart from them.

People in the rainforest region of Cameroon used to harvest fresh fruit bunches (FFB) from the wild dura variety to produce palm oil and kernel oil, and fell and tap old stands of both dura and pisifera varieties to produce palm wine, which is a much cherished liquor. The hybrid tenera oil palm variety produces the highest yield -up to eight times more- compared to other vegetable oil crops like soybean, sunflower or rapeseed (Mathew et al. 2007; Feintrenie and Rafflegeau 2012; Jacquemard 2012).

Financial mechanisms such as REDD+ (reducing emissions from deforestation and forest degradation) have been proposed as ways to support the conservation of tropical forests. Crucial steps in the implementation of REDD+ are to estimate national-level carbon emissions from deforestation and forest degradation and to collect data on local biomass and carbon stocks. In this research, above-ground biomass (AGB) values and associated carbon stocks in a lowland secondary forest are estimated and compared with those in an adjacent primary forest, both growing on limestone in Seram, the Moluccas, Indonesia.
