Prevailing international relations theorists believe that United States' military retains a decisive power advantage in the region. This paper offers the argument that the Chinese have adopted an orthogonal approach to increasing their military bargaining power by pursuing a strategy of exploiting US military overdependence on space enabled warfare. To prove this, the paper offers proof the Chinese have pursued and created a kinetic anti-satellite (ASAT) capability capable of destroying US space assets. The Chinese strategy can be effective only in combination with an extant operational and strategic US vulnerability on space. The paper further proves through a comparative case study approach that the US is indeed over dependent on space. The factors of over dependence on encrypted radio communications of the German Navy in World War II and the Battle of the Atlantic are identified in a historical case study. Those factors are then tested for in the US case of space dependence to determine exploitable vulnerability. The conclusions of the study decisively identify a vulnerable US position with highly proliferated dependence on small numbers of space assets, the concentration of risk in those assets, and the existence of a constructive relationship between US space enablers and US military operational doctrine. These facts combined with the Chinese ASAT capability reduce the US bargaining position in a crisis. The survivability of mobile Chinese ASAT assets and the threshold differences between attacking on orbit assets versus pre-empting Chinese ASATs in mainland China create a condition where the US must start a war with China in order to preserve the ability to win. The ability therefore to hold US space assets at risk gives the Chinese escalation dominance in a crisis situation. This research is the first methodical analysis of the impact of the Chinese ASAT program on US-Chinese military power relations, and an important addition to the growing body of work on Chinese anti-access, area denial (A2/AD) strategies. It also expands scholarship in the area of rising challenger strategies shaping responses, offering an approach where a rising challenger seeks to expand power without triggering significant balancing responses from the reigning global power by focusing on reigning power vulnerabilities instead of strengths.

Book excerpt: China's successful test of a direct ascent anti-satellite (ASAT) weapon last year marks a highly significant development in the strategic use of outer space and represents a milestone achievement in China's quest to develop asymmetrical anti-access and area denial strategies to counter the ability of the United States military to operate effectively in the Western Pacific. However, the reckless manner in which the test was conducted, producing as it did a historic amount of dangerous space debris, and the unresponsive and duplicitous manner in which the Beijing government dealt with (or failed to deal with) the diplomatic fallout produced by the test have led scholars to speculate that the test was the result of one of the following: 1) a desire to challenge the U.S. dominance in space, 2) an effort to force the issue of space weapons arms control to the diplomatic forefront, or 3) a diplomatic blunder resulting from bureaucratic "stovepiping" and miscommunication. However, these three viewpoints, while all providing valuable insights into Chinese decision-making, fail to fully develop the topic and leave key questions unanswered. The purpose of this study is to link the questions raised by the aforementioned typologies and achieve a deeper level of analysis vis-à-vis the application of the theoretical prism of offensive realism. Ultimately this study finds that the ASAT test represents a top-level decision made by the Chinese leadership, and was informed by a number of strategic and domestic-political factors, none of which bode particularly well for the future of U.S.-Chinese relations.

Book excerpt: To counter the Chinese threat to its low Earth orbit satellites, the United States should adopt a defensive strategy focused on deterrence and recovery. China demonstrated their ability to employ an anti-satellite weapon when it destroyed one of its own weather satellites in 2007. While it does not publish a public national military strategy, several Chinese military authors advocate the use of anti-satellite technologies as an asymmetric weapon to counter the superior conventional capabilities of the United States. Towards this aim, China has developed both kinetic and non-kinetic weapons along with associated supporting infrastructure to target United States low Earth orbit satellites. The United States currently has little capability to defend against an attack on its satellites. As an initial step, the Department of Defense established the Operationally Responsive Space program to address emerging threats. The United States should use current, primarily commercial, technologies to increase its Space Situational Awareness, develop flexible and rapid launch platforms, field small satellites, decrease its dependence on space systems, defend against high-altitude nuclear explosions, and execute institutional changes. Done with transparency, these changes should deter China from employing its. anti-satellite weapons. If deterrence fails, these same changes will also enable the United States to rapidly reconstitute its space systems. As a long-term effort to counter the Chinese threat, the United States must work with China to make it an active stakeholder in space activities; collateral damage from anti-satellite weapons would then threaten China and deter them from using anti-satellite weapons. These recommendations will also help protect United States satellites from other adversaries, accidents, and natural phenomena.

Decades of arms control negotiations reinforced these early notions of stability and created a mutual understanding that allowed U.S.-Soviet competition to proceed without armed conflict. The first half of the 21st century will be dominated by the relationship between the United States and China. That relationship is likely to contain elements of both cooperation and competition. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber. Just as a clearer understanding of the fundamental principles of nuclear deterrence maintained adequate stability during the Cold War, a clearer understanding of the characteristics of these three domains can provide the underpinnings of strategic stability between the United States and China in the decades ahead. Although it probably has been deployed in small numbers, additional challenges and tests remain. This study examines the ASBM’s capability and history, showing how the DF-21D meets multiple priorities in Chinese defense modernization and in the national security bureaucracy, as well its implications for the United States. The ASBM’s physical threat to U.S. Navy ships will be determined by the development of associated systems and organizations, which currently limit data fusion and coordination in the complex task of identifying a U.S. aircraft carrier in the open ocean. Still, the ASBM poses a direct threat to the foundations of U.S. power project in Asia and will undermine the U.S. position, unless efforts to counter its political-military effects are taken.
