The National Voter Registration Act of 1993, the so-called motor-voter bill, was signed into law by President Clinton on May 20, 1993. It required states to establish voter registration procedures for federal elections so that eligible citizens might apply to register to vote simultaneously while applying for a drivers license, by mail, and at selected state and local offices that serve the public.
