Book excerpt: Implementation of the National Environmental Policy Act (NEPA) of 1969 (US Department of the Interior Regulation) (DOI) (2018 Edition) The Law Library presents the complete text of the Implementation of the National Environmental Policy Act (NEPA) of 1969 (US Department of the Interior Regulation) (DOI) (2018 Edition). Updated as of May 29, 2018 The Department of the Interior (Department) is amending its regulations by adding a new part to codify its procedures for implementing the National Environmental Policy Act (NEPA), which are currently located in chapters 1-6 of Part 516 of the Departmental Manual (DM). This rule contains Departmental policies and procedures for compliance with NEPA, Executive Order (E.O.) 11514, E.O. 13352 and the Council on Environmental Quality's (CEQ) regulations (40 CFR Parts 1500-1508). Department officials will use this rule in conjunction with and supplementary to these authorities. The Department believes that codifying the procedures in regulations that are consistent with NEPA and the CEQ regulations will provide greater visibility to that which was previously contained in the DM and enhance cooperative conservation by highlighting opportunities for public engagement and input in the NEPA process. Book excerpt: The Law Library presents the complete text of the Environmental Policies and Procedures - Compliance with the National Environmental Policy Act and Related Authorities (US Rural Utilities Service Regulation) (RUS) (2018 Edition). Updated as of May 29, 2018 The Farm Service Agency (FSA) is consolidating, updating, and amending its regulations implementing the National Environmental Policy Act of 1969, as amended (NEPA). FSA's previous NEPA regulations had been in place since 1980. Significant changes to the structure of FSA and the scope of FSA's programs require changes in FSA's NEPA regulations. The changes will also better align FSA's NEPA regulations with the President's Council on Environmental Quality (CEQ) NEPA regulations and meet the FSA responsibilities for periodic review of their categorical exclusions (CatExs). CatExs involve proposed actions that typically do not result in individual or cumulative significant environmental effects or impacts and therefore do not merit further environmental review in an Environmental Assessment (EA) or Environmental Impact Statement (EIS). The additions to the existing list of CatExs improves the clarity and consistency of the regulations. This final rule also expands and clarifies the list of proposed actions that require an EA. The FSA NEPA implementing regulations also cover the Commodity Credit Corporation (CCC) programs that FSA administers on behalf of CCC. In addition, this rule makes conforming changes to existing references to FSA NEPA regulations in other FSA regulations. The revisions to the FSA NEPA implementing regulations are intended to improve transparency and clarity of the FSA NEPA process for FSA program participants, and to provide for a more efficient environmental review that will lead to better decisions and outcomes for stakeholders and the environment. Finally, in coordination with the Rural Housing Service, Rural Business-Cooperative Service, and Rural Utilities Service, this rule removes the old NEPA regulations. This ebook contains: - The complete text of the Environmental Policies and Procedures - Compliance with the National Environmental Policy Act and Related Authorities (US Rural Utilities Service Regulation) (RUS) (2018 Edition) - A dynamic table of content linking to each section - A table of contents in introduction presenting a general overview of the structure

This is most often called the NEPA process. The need for this book arises because, although the awareness for faithful implementation of NEPA has now matured, the method of NEPA implementation is not always known, and hence, needs to be clearly laid out for the benefit of project engineers and the decision makers in government and industry. This book aims to do that.

Available in PDF, EPUB and Kindle. Book excerpt: Environmental degradation and the compromised integrity of the earth's ecological system were growing public concerns in the mid- to late 1960s. These issues spurred Congress to pass the National Environmental Policy Act of 1969 (NEPA), the first law to focus such environmental concerns into a comprehensive national policy. The new legislation encompassed an array of environmental values and ethics, as well as administrative tools to achieve the ecological goals of the nation while taking into account other important societal needs. Though NEPA has had a positive effect on U.S. environmental policy and the national quality of life, this new book shows how federal courts and agencies have failed to implement many of the values and goals fundamental to the success of NEPA. To explain this divergence, Matthew J. Lindstrom and Zachary A. Smith examine NEPA's origins, address how it has been implemented and enforced, and highlight its shortcomings. Lindstrom and Smith argue compellingly that if NEPA were fully and properly implemented, it would prove to be a valuable tool for balancing the needs of the world population and the protection of the earth's environment. This book is well sui

Book excerpt: Environmental Policy and NEPA is a concise study of environmental policy-where we have come from, what we are facing and where we can go in the future. An outgrowth of initiatives taken by the Council of Environmental Quality (CEQ), and edited by the current Associate Director, this publication studies the effectiveness and efficiency of the implementation of the National Environmental Policy Act (NEPA). Divided into three main sections, part one covers the historical background and trends of NEPA. Part two addresses current substantive and conceptual issues associated with the environmental impact assessment (EIA) process. Part three discusses future opportunities including impact on humans, effective public participation in the EIA process and the need for sustainability. This excellent reference brings together 28 contributing authors who combine their expertise to address a multitude of topics. Environmental Policy and NEPA is mandatory reading for the professional, researcher, government policymaker, activist, student or anyone looking for a complete presentation of the EIA process.

Available in PDF, EPUB and Kindle. Book excerpt: Prior to the 1960s, little formal consideration was given to the potential impact of human activity on the environment. Beginning in the late 1950s and into the 1960s, the public became increasingly aware of and concerned about those impacts. During that time, Members of Congress debated the need for national policy on the environment and for an executive-level council or committee that could provide advice to the President on environmental policy issues. The statute that ultimately addressed these needs was the National Environmental Policy Act of 1969 (NEPA). This book provides an overview of the background and history of NEPA, as well as its implementation protocol for disaster response, recovery and mitigation projects.
