They are both essential for understanding the nature of imperialism and war historically—and today. V.I. Lenin (1870–1924) was a leader of the Russian Revolution and wrote extensively on the issues facing the working-class movement of his time. Nikolai Bukharin (1888–1938) was a Bolshevik leader and intellectual, and later a Soviet politician until his execution at the hands of Stalin’s government. Phil Gasper is a professor of philosophy at Notre Dame de Namur University in California. He writes extensively on politics and the philosophy of science and is a frequent contributor to CounterPunch. He is the author of Haymarket Books’ The Communist Manifesto: A Road Map to History’s Most Important Political Document.

Available in PDF, EPUB and Kindle. Book excerpt: In Imperialism and Global Political Economy Alex Callinicos intervenes in one of the main political and intellectual debates of the day. The global policies of the United States in the past decade have encouraged the widespread belief that we live in a new era of imperialism. But is this belief true, and what does ‘imperialism’ mean? Callinicos explores these questions in this wide-ranging book. In the first part, he critically assesses the classical theories of imperialism developed in the era of the First World War by Marxists such as Lenin, Luxemburg, and Bukharin and by the Liberal economist J.A. Hobson. He then outlines a theory of the relationship between capitalism as an economic system and the international state system, carving out a distinctive position compared to other contemporary theorists of empire and imperialism such as Antonio Negri, David Harvey, Giovanni Arrighi, and Ellen Wood. In the second half of Imperialism and Global Political Economy Callinicos traces the history of capitalist imperialism from the Dutch East India Company to the specific patterns of economic and geopolitical competition in the contemporary era of American decline and Chinese expansion. Imperialism, he concludes, is far from dead.

Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Foundations of Imperialist Policy: A Course of Lectures Read to the Academy of the General Staff in 1918-1919 Ernest Seyere discovers imperialism in the efforts for advancement of separate individuals in racial or national struggles, in the endeavours of one class to dominate another, finally even in socialism. The followers of Seyere have gone even further. Thus some of his pupils discover imperialism not only in human society, but in all phenomena of organic and even inorganic life. One can make the discovery of an ant imperialism, of a bee imperialism, of tree imperialism, and so on. When one ant makes war on another ant it is a manifestation of imperialist tendencies of a certain ant tribe which is struggling with other ant tribes. Amongst bees too there is their own sort of imperialism. Finally, there is imperialism even in the world of plants. Thus, for instance, when an oak in its growth crushes the young shoots, and does not allow the young shrubs to develop, it consummates plant imperialism, the individual imperialism of the mighty oak. When the forest, in spreading, throws its shoots on the neighbouring cultivations it practises collective imperialism. Con sequently, imperialism exists even in the vegetable kingdom. Book excerpt: The pamphlet here presented to the reader was written in the spring of 1916, in Zurich. In the conditions in which I was obliged to work there I naturally suffered somewhat from a shortage of French and English literature and from a serious dearth of Russian literature. However, I made use of the principal English work on imperialism, the book by J. A. Hobson, with all the care that, in my opinion, work deserves. This pamphlet was written with an eye to the tsarist censorship. Hence, I was not only forced to confine myself strictly to an exclusively theoretical, specifically economic analysis of facts, but to formulate the few necessary observations on politics with extreme caution, by hints, in an allegorical language—in that accursed Aesopian language—to which tsarism compelled all revolutionaries to have recourse whenever they took up the pen to write a “legal” work. It is painful, in these days of liberty, to re-read the passages of the pamphlet which have been distorted, cramped, compressed in an iron vice on account of the censor. That the period of imperialism is the eve of the socialist revolution; that social-chauvinism (socialism in words, chauvinism in deeds) is the utter betrayal of socialism, complete desertion to the side of the bourgeoisie; that this split in the working-class movement is bound up with the objective conditions of imperialism, etc.—on these matters I had to speak in a “slavish” tongue, and I must refer the reader who is interested in the subject to the articles I wrote abroad in 1914-17, a new edition of which is soon to appear. In order to show the reader, in a guise acceptable to the censors, how shamelessly untruthful the capitalists and the social-chauvinists who have deserted to their side (and whom Kautsky opposes so inconsistently) are on the question of annexations; in order to show how shamelessly they screen the annexations of their capitalists, I was forced to quote as an example—Japan! The careful reader will easily substitute Russia for Japan, and Finland, Poland, Courland, the Ukraine, Khiva, Bokhara, Estonia or other regions peopled by non-Great Russians, for Korea. I trust that this pamphlet will help the reader to understand the fundamental economic question, that of the economic essence of imperialism, for unless this is studied, it will be impossible to understand and appraise modern war and modern politics.

Book excerpt: Excerpt from A Study of International Government IN view of American discussion of the League of Nations, beginning with President Wilson's labors in setting up its machinery and the persistent effort which is still being made to induce this country to enter the League, it is both timely and pertinent to consider the historical aspect of the question. The present study of international government is not a plea for or against the present League of Nations per se, but is, as its name implies, an analysis of the efforts at government between and among nations since the dawn of civilization. Its pages endeavor to trace international govern ment from primitive to modern society, bringing out its connection with the present world move ments of nationalism, imperialism, and internation alism. It shows, for example, how the Papacy during the Middle Ages approached a form of inter national government and how modern history has brought a gradual development along the legislative, executive and judicial lines. The historical portions are followed by an analysis of the constitution and achievements of the actual League, and, last of all, by a consideration of its specific problems in the light of economics, biology and social psychology. It has been with us Since Elizabeth and her lieges set the little Kingdom in the way of accomplishing its destiny. But Clive cut his throat, Hastings was tried for his life, Sir Bartle Frere - what did we make of him? These are but three, and the story' of each is typical of many stories besides. But of these I will say no more. It is better to insist; as I do insist, that, in our present temper, no more such martyrdoms are possible this, though the latest be but a few years old. For, the truth is, we at home have never known our selves so well, nor so clearly realised our destiny. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: The Rise of Free Trade Imperialism seeks to uncover some of the intellectual origins of the imperialism of the classic period, the sources from which later theories of imperialism were constructed, and the character of the ideology which underlay the dismantling of the old colonial system and the construction of the Victorian Pax Britannica. The author discusses the development and diffusion of a number of the central arguments of the 'science' of political economy, from the standpoint of a historian rather than an economist, which were crucial not only to the construction of theories of capitalist imperialism, but also served as a spur both to efforts at colonization, and to establishing a British Workshop of the World.

Even so late as a few years ago it could not have been safely proposed. But Plutocracy is master now, and makes no pause. Imperialism cancels the Constitution and takes the life of popular govern ment: the very ends that plutocracy aims at. The fact of plutocracy has worked enfeeblement of the general mind. Expansion will create the formerly dreaded stand ing army: Plutocracy foresees and desires it. Universal monopoly will need an army against the people. Would this army have been voted five years ago?
