That it is comprised of occasion, speaker, and topic is a gross oversimplification. It also includes challenge, anxiety, emotion, fear, responsibility, faults of memory, and instants of pride. Out of the circumstances arise an increase in heart rate, a change in blood pressure, an abnormal pattern of breathing, a noticeable build up in perspiration, and an ongoing evaluation. For students this may be merely a grade or perhaps a series of evaluative remarks, possibly addressed both to the speaker and the other participants, the audience. It may entail a replaying of a record of the speech, indeed a videotape. Most important is the lasting impression that remains with all of the participants. What of the vocabulary of the speaker under the circumstances of the speech situation? This speaker - in the major portions of this work we may say, "this young man" - has spent time seeking an appropriate topic. He has outlined a composition around a central idea or thesis. He has marshaled evidence, details. He has framed an opening paragraph. He has been admonished not to give an essay, but to strive for audience contact, interpersonal communication. He makes his audible approach through his vocabulary and accompanying phonology. Under the tension, the speaker repeats; he adds meaningless vocalizations in periods that might logically be pauses. There are slips of the tongue. At worst, failing, he withdraws to await another day.

Imperialism remains a perennial issue in international relations today, and nowhere is this more evident than in the intensifying competition for global resources. Leo J. Blanken explains imperialism through an analysis of the institutions of both the expanding state and its targets of conquest. While democratic states favoring free trade generally resort to imperialism only to preempt aggressive rivals—or when they have reason to believe another state’s political institutions will not hold up when making bargains—authoritarian states tend toward imperialism because they don’t stand to benefit from free trade. The result is three distinct strategies toward imperialism: actors fighting over territory, actors peaceably dividing territory among themselves, and actors refraining from seizing territory altogether. Blanken examines these dynamics through three case studies: the scramble for Africa, the unequal treaties imposed on Qing Dynasty China, and the evolution of Britain’s imperial policy in India. By separating out the different types of imperialism, Blanken provides insight into its sources, as well as the potential implications of increased competition in the current international arena.

Book excerpt: As modern Caribbean politics and literature emerged in the first half of the twentieth century, Haiti, as the region's first independent state, stood as a source of inspiration for imagining decolonization and rooting regional identity in Africanness. Yet at precisely the same moment that anticolonialism was spreading throughout the Caribbean, Haiti itself was occupied by U.S. marines, a fact that regional political and cultural histories too often overlook. In American Imperialism’s Undead, Raphael Dalleo examines how Caribbean literature and activism emerged in the shadow of the U.S. military occupation of Haiti (1915-34) and how that presence influenced the development of anticolonialism throughout the region. The occupation was a generative event for Caribbean activists such as C. L. R. James, George Padmore, and Marcus and Amy Jacques Garvey as well as for writers such as Claude McKay, Eric Walrond, and Alejo Carpentier. Dalleo provides new ways of understanding these luminaries, while also showing how other important figures such as Aimé Césaire, Arturo Schomburg, Claudia Jones, Frantz Fanon, Amy Ashwood Garvey, H. G. De Lisser, Luis Palés Matos, George Lamming, and Jean Rhys can be contextualized in terms of the occupation. By examining Caribbean responses to Haiti’s occupation, Dalleo underscores U.S. imperialism as a crucial if unspoken influence on anticolonial discourses and decolonization in the region. Without acknowledging the significance of the occupation of Haiti, our understanding of Atlantic history cannot be complete.
