The 20th century saw the rise of several great maritime and military powers and the relative decline of British strength, which created major defence problems for the British Empire. Various solutions were attempted, such as ententes with France and Russia, the settling of differences with the USA and an alliance with Japan. These sufficed until after World War I, when the Empire gained several new territorial responsibilities, all to be defended on a declining economic base. The dominions were encouraged to pay for their own navies, although the Admiralty wished to assume control of them. The increasing threat from Japan made Australia, New Zealand and other Asian colonies nervous and the promised ’main fleet to Singapore’ became less and less likely as the 1930s wore on.

Following World War I, both Dominions sought greater independence in defense and foreign policy. Public aversion to military matters and the economic dislocation resulting from the war and later the Depression left little money that could be provided for their respective air forces. In order to survive, the British Empire’s military air forces offered themselves as a practical and economical third option in the defense of Britain’s global Empire, intending to replace the Royal Navy and British Army as the traditional pillars of imperial defense.

Book excerpt: Shortly after midnight on 8 December 1941, two divisions of crack troops of the Imperial Japanese Army began a seaborne invasion of southern Thailand and northern Malaya. Their assault developed into a full-blown advance towards Singapore, the main defensive position of the British Empire in the Far East. The defending British, Indian, Australian and Malayan forces were outmanoeuvred on the ground, overwhelmed in the air and scattered on the sea. By the end of January 1942, British Empire forces were driven back onto the island of Singapore Itself, cut off from further outside help. When the Japanese stormed the island with an an-out assault, the defenders were quickly pushed back into a corner from which there was no escape. Singapore’s defenders finally capitulated on 15 February, to prevent the wholesale pillage of the city itself. Their rapid and total defeat was nothing less than military humiliation and political disaster. But with the League of Nations seeming to offer a solution to all future conflicts, a country weary of war and without an obvious enemy there seemed no need for a large battlefleet. The strategic focus shifted eastwards, to Japan, with its growing battlefleet as the new threat to the British Empire and to the Royal Navy's supremacy. From 1924 a strategic plan, War Memorandum (Eastern), was written and refined. The plan called for the Royal Navy, still the largest in the world, even after the Washington Naval Treaties, to move eastwards to a defended base at Singapore, cut off Japan and force her battlefleet into a decisive fleet battle. As a strategy War Memorandum (Eastern) had many flaws. Its real importance lay in the fact that it provided a justification for the Royal Navy to maintain its leading position in the world and to be in the forefront of the development of new tactical thinking. Through planning for a war with Japan the Royal Navy was able to test its readiness for a future war. Many of the lessons learnt during this period were ultimately put to good use against a different foe in 1939.
