Book excerpt: The purpose of this paper is to empirically determine the effects of political instability on economic growth. Using the system-GMM estimator for linear dynamic panel data models on a sample covering up to 169 countries, and 5-year periods from 1960 to 2004, we find that higher degrees of political instability are associated with lower growth rates of GDP per capita. Regarding the channels of transmission, we find that political instability adversely affects growth by lowering the rates of productivity growth and, to a smaller degree, physical and human capital accumulation. Finally, economic freedom and ethnic homogeneity are beneficial to growth, while democracy may have a small negative effect.

Book excerpt: In recent decades, the Middle East and North Africa region (MENA) has experienced more frequent and severe conflicts than in any other region of the world, exacting a devastating human toll. The region now faces unprecedented challenges, including the emergence of violent non-state actors, significant destruction, and a refugee crisis bigger than any since World War II. This paper raises awareness of the economic costs of conflicts on the countries directly involved and on their neighbors. It argues that appropriate macroeconomic policies can help mitigate the impact of conflicts in the short term, and that fostering higher and more inclusive growth can help address some of the root causes of conflicts over the long term. The paper also highlights the crucial role of external partners, including the IMF, in helping MENA countries tackle these challenges.

Book excerpt: In the early 1960s the Middle East suffered from political instability, inefficiency of government, widespread poverty and inequality, low productivity, and a mounting population pressure on the region’s resources. With the exception of some of the oil-exporting countries, the entire region still suffers from these same burdens. There have been many studies in the economic development and industrialization of the region in recent years. This study is different, motivated by scepticism and a sense of intellectual frustration and apprehension because of the apparent inadequacy of socioeconomic and political development in the Middle East. First published in 1987.

Breaking the Barriers reflects the collected thinking of the World Bank's Office of the Chief Economist for the MENA Region on the long-term development challenges facing the region and the reform priorities and strategies for effectively meeting these challenges. Book excerpt: The economies of the Middle East and North Africa (MENA) region have always been characterized by economic volatility and social disparities. The recent Arab Spring wave of protests has increased political uncertainty and instability in the region, and this timely book provides an in-depth analysis of the subsequent changes from economic, political and environmental perspectives. The international contributors provide a comprehensive overview of the situation in the Mediterranean Basin, addressing a wide range of contributing factors including: - productivity and innovation - trade and foreign investment - changing geo-political equilibria - labor markets and the role of women - the environment, climate change and energy sourcing. The book concludes that the key problems shared by MENA countries are the uncertain economic prospects coupled with high levels of unemployment - a combination that, through different channels, limits technological and innovative capacities. This book will prove an enlightening read for scholars, researchers and students in various academic fields including development economics, development studies, political economy, international politics and Islamic studies. It argues that external capital has had a decisive impact on economic and political development in the region, demonstrating that the Middle Eastern states lacking substantial exogenous revenues - including oil and foreign aid - have experienced severe fiscal crises and have been forced to pursue neo-liberal economic strategies. By contrast, those states with greater exogeonous resources have undergone milder economic crises and developed more populist economic models.

Book excerpt: Using narrative-based country-case studies, war episodes in the Middle East were examined to assess their economic impact on conflict and neighboring economies. The paper found that conflicts led to a contraction in growth, higher inflation, large fiscal and current account deficits, loss of reserves, and a weakened financial system. Post-conflict recovery depended on the economic and institutional development of the country, economic structure, duration of the war, international engagement, and prevailing security conditions. The net economic impact on neighboring countries varied according to their initial economic conditions, number and income level of refugees they hosted, economic integration, and external assistance.

Book excerpt: Political and Socio-Economic Change in the Middle East and North Africa examines the shortcomings of the economic development policies in the region before and after the Arab uprisings. Many MENA countries tried to pursue neoliberal policies to boost economic growth. However, the outcome was associated with rising and disproportionate unemployment among the youth and women. The focal point of the book is the role of gender and the ways in which policies translate into economic outcomes. Particular attention is paid to women's entrepreneurship, especially as owners of small and medium enterprises, which, as the authors argue, can potentially reduce unemployment and poverty for the population as a whole. The book offers perspectives on wholesome policies that take account of issues concerning gender and youth and, thus, contribute to lower unemployment and reduced poverty and inequity.

This paper examines comparable historical episodes of political instability to derive implications for the near- and medium-term economic outlook in the Arab countries in transition. In general, past episodes of political instability were characterized by a sharp deterioration in macroeconomic outcomes and a sluggish recovery over the medium term. Recent economic developments in the Arab countries in transition seem to be unfolding along similar lines, although the weak external environment and large fiscal vulnerabilities could result in a prolonged slump.
