The results suggest that trade liberalization, as agreed to in the Uruguay round has a very small effect on the production of agricultural and non-agricultural commodities. However, it has a strong impact on trade. The influence of the Uruguay round agreement on inflation is very small, causing an increase in price variation lower than 1.1 percent. GDP value increases by 1.24 percent, while welfare increases by more than 1.0 percent. Participation in the MERCOSUL economic block accounts for approximately half the changes in the Brazilian trade and GDP value. Further trade liberalization will have a small positive impact of economic growth."--Leaf 1.

Three different moments were chosen for analysis. The first was during discussions before the launch of the Uruguay Round. During this period, Brazil led the Less Developed Countries (LDCs), in obstructing the inclusion of services on the agenda. The Second was during the launch of the Uruguay Round, when Brazil persisted with this policy. This second period is referred to as the initial position of Brazil in the Uruguay Round. The third was Montreal, in 1988, when Brazil supported the principles which guided an agreement on services. After this turning point, Brazil’s position in the Round was increasingly supportive of an agreement, not only in services, but in all fields.

The country has accepted the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) - Annex 1C of the WTO agreement - which sets out minimum standards of protection for Intellectual Property (IP) rights. Law No. 9,279, of May 14, 1996 was enacted to comply with TRIPS, suppressed restrictions to patentable subject matter, allowing patents in the pharmaceutical field. The granting of compulsory licenses as one of the flexibilities to patent rights provided in TRIPS and in the Brazilian law plays an important role in the governmental program of free distribution of drugs for the treatment of AIDS, evidencing the complex relationship between private and public interests. This study has been conducted with use of bibliographical method, providing for an analysis of the Brazilian patent law within the framework provided by TRIPS. The provisions on patents in the pharmaceutical area and compulsory license have been chosen to serve as the main driver for such analysis. Viviane Yumy Mitsuuchi Kunisawa is a Brazilian attorney specialized in IP Law.

This book describes and analyses the attempts that were made to make trade in agriculture less distorted, more stable and predictable, and less of a dangerous source of political friction between nations, in successive rounds of negotiations under the General Agreement on Tariffs and Trade in the 45-year period from GATT's inception in 1947 to the end of the Uruguay Round in 1993. Doha participants continue to disagree about prospective liberalization of agriculture and manufactures and have barely begun to consider reductions in barriers to trade in services. Negotiators have missed every deadline to conclude the talks, leading some to question the viability of the entire venture. After nearly nine years of inconclusive meetings, the trade talks are at a tipping point: A global trade deal is still possible with renewed political commitment to trade reform, but continued drift could result in the first outright failure of a multilateral trade round in the postwar era. This policy analysis shows that the Doha Round can still be successfully concluded with a concerted push by the major trading nations. Contrary to the Doha doomsayers, the potential gains from proposals now on the table are significant, albeit not sufficient to close a deal. The authors estimate the trade gains and GDP gains from a prospective Doha deal that "tops up" existing commitments to liberalize agriculture, manufactures, and services. They also suggest what each of the major trading nations needs to do to ensure the successful completion of a Doha package that is both ambitious and balanced between the interests of developed and developing countries.
