Book excerpt: In 1998,"the flood of the century" covered more than two-thirds of Bangladesh, causing crop losses of 2.04 million tons of rice, an amount equal to 10.45 percent of target production in 1998/99. This flood threatened the health and lives of millions through food shortages caused by crop failure, loss of purchasing power, and the spread of water-borne disease. Yet very few flood-related deaths occurred, and reportedly none was due to food shortages. This report, based on data from a survey of 757 rural households in seven flood-affected regions (thanas) conducted in November and December 1998 and on analysis of secondary data on food grain markets, describes how Government of Bangladesh policy, well-functioning private markets, household coping strategies, and donor and NGO interventions combined to avert a major food crisis. To further enhance its food security, Bangladesh needs continued investments in agricultural research, extension, roads, electricity and other rural infrastructure, policies promoting efficient markets, and programs to provide targeted transfers and credit to poor households.

Its impacts are manifold and vary from sea level rise (especially relevant to those living in coastal areas), to the increased frequency of extreme events such as cyclones and storm surges, which not only poses problems to property and infrastructure, but also to human health. Climate change is also associated with damages to the physical and natural environment, as well as to biodiversity. According to the 5th Assessment Report produced by the Inter-Governmental Panel on Climate Change (IPCC), many geographical regions across the world are moderately or highly vulnerable to climate change, whose impacts may be further exacerbated by other human-induced pressures. The above state of affairs illustrates the need for a better and more holistic understanding of how climate change affects countries and regions on the one hand, but also on how the many problems it causes may be managed on the other, vis-a-vis a better ability to adapt. There is also a perceived need to showcase successful examples of how to duly address and manage the many social, economic and political problems posed by climate change around the world, in order to replicate and even upscale the successful ones. It is against this background that the Handbook of Climate Change Management has been produced. It contains papers prepared by scholars, social movements, practitioners and members of governmental agencies, undertaking research and/or executing climate change projects, and working with communities across all geographical regions. The Handbook focuses on "Research, Leadership, Transformation," meaning that it serves the purpose of showcasing the role these key areas play in respect of applied research, field projects and best practices to foster climate change adaptation worldwide.

It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Book excerpt: Over the past few years, and certainly since the publication of the "Stern Report", there has been increasing recognition that climate change is not only an environmental crisis, but one with important social and economic dimensions. There is now a growing need for multi-disciplinary research and for the science of climate change to be usefully translated for policy-makers.Until very recently, scientific and policy emphasis on climate change has focused almost exclusively on mitigation efforts: mechanisms and regulations to reduce greenhouse gas emissions. The success of such efforts to date is debatable. In fact, the impact of ever more stringent emission control programmes could potentially have enormous social consequences. Little effort has been expended on the exploration of a systematic evaluation of climate stabilization benefits or the costs of adapting to a changed climate, let alone attempting to integrate different approaches. There is an increasing recognition that the key actors in the climate crisis also need to be preparing for change that is unavoidable. This has resulted in a greater consideration of vulnerability and adaptation.The book, based on the research programme "Vulnerability, Adaptation and Mitigation" (VAM) which ran from 2004 to 2010, funded by the Netherlands Organisation for Scientific Research (NWO), presents a cluster of case studies of industries, communities and institutions which each show how vulnerability, adaptation and mitigation analyses can be integrated using social behavioural sciences. Book excerpt: The IPCC (2007) warned that the Ganges Brahmaputra Meghna (GBM) basin will be at greatest risk due to increased flooding, and that the region’s poverty would reduce its adaptation capacity. This book investigates autonomous adaptation using a multi-method technique comprising PRA and a questionnaire survey applied in the case study area ‘Islampur’ Upazila in Bangladesh. The study has four key approaches. First, it reviews the flood literature for Bangladesh from 1980 to 2014. Second, it examines farmers' crop adaptation processes in a case study area at Islampur, Bangladesh. Third, it assesses the vulnerability and adaptation (V & A) in response to three extreme flood events (EFEs). Fourth, the book assesses the economic consequences of failure effects of autonomous crop adaptation in response to EFEs. The results show that Bangladeshi farmers are highly resilient to EFEs, but the economic consequences of failure effects of autonomous crop adaptation (FEACA) on marginal farmers are large. The book contributes to current knowledge by filling three important research gaps as follows, 1) farmers’ autonomous crop adaptation processes in response to various types of extreme floods; 2) methodological contribution for assessing vulnerability and adaptation through PRA; and 3) the economic consequences of the failure effects of autonomous crop adaptations. “This book provides a good account of ‘autonomous adaptation’ and its impact on fl ood vulnerable communities in Bangladesh. Book excerpt: This paper examines the impacts of the El Niño during the 2015/2016 season on maize productivity and income in rural Zambia. The analysis aims at identifying whether and how sustainable land management (SLM) practices and livelihood diversification strategies have contributed to moderate the impacts of such a weather shock. The analysis was conducted using a specifically designed survey called the El Niño Impact Assessment Survey (ENIAS), which is combined with the 2015 wave of the Rural Agricultural Livelihoods Surveys (RALS), as well as high resolution rainfall data from the Africa Rainfall Climatology version 2 (ARC2). This unique, integrated data set provides an opportunity to understand the impacts of shocks like El Niño that are expected to get more frequent and severe in Zambia, as well as understand the agricultural practices and livelihood strategies that can buffer household production and welfare from the impacts of such shocks to drive policy recommendations. Results show that households affected by the drought experienced a decrease in maize yield by around 20 percent, as well as a reduction in income up to 37 percent, all else equal. Practices that moderated the impact of the drought included livestock diversification, income diversification, and the adoption of agro-forestry. Interestingly, the use of minimum soil disturbance was not effective in moderating the yield and income effects of the drought. Policies to support livestock sector development, agroforestry adoption, and off -farm diversification should be prioritized as effective drought resiliency strategies in Zambia.

Despite significant investments, floods, droughts, and cyclones during the last two decades continue to cause extensive economic damage and impair livelihoods. Climate change will pose additional risks to ongoing efforts to reduce poverty. This book examines the implications of climate change on food security in Bangladesh and identifies adaptation measures in the agriculture sector using a comprehensive integrated framework. First, the most recent science available is used to characterize current climate and hydrology and its potential changes. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. A range of climate risks (i.e. warmer temperatures, higher carbon dioxide concentrations, changing characteristics of floods, droughts and potential sea level rise) is considered to gain a more complete picture of potential agriculture impacts. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. The framework will serve as a useful guide to design policy intervention strategies and investments in adaptation measures.
