The livestock sector is of paramount importance to sustain the agrarian production, where mixed farming system is practiced. The possibility of increasing the consumption of animal protein in such countries requires an acceleration of the livestock's productivity. One of the most feasible solutions in this regard is to enhance the efficiency of livestock farmers where intervention of development projects play decisive role. This book presents a stringent analyses of such interventions on socio-economic and environmental aspects at households level. The major issue is to isolate the impact on innovation in smallholder peasants, food self-sufficiency, natural resource management, institutional development, gender equity and production efficiency due to such intervention, and its overall effect on the living standard of beneficiaries and other stakeholders of the community. Besides, spillover impact was considered in terms of physical changes due to combined effect of activities transferred into the periphery as percolation. A With-Without project evaluation approach was applied as a research methodology. The findings are based on the primary information collected through household survey. The collected cross sectional information was analyzed using descriptive statistics, econometric models and qualitative analyses. The empirical findings obtained from such analyses confirm a substantial contribution of a project intervention as long as the activities are institutionalized for the sustainability of the accrued benefit over time.

Book excerpt: During the period of Nepal's ninth five-year plan (19972002), agricultural growth in the predominantly rural society was disappointing. The recent peace process, however, gives the country new opportunities to develop its economy with less interference due to internal conflict. This research monograph investigates how Nepal might seize these opportunities by increasing agricultural growth and poverty reduction through improvements in roads, irrigation, and rural extension. The authors evaluate the impact of public investments in these areas by using two types of data and methodology: a hedonic approach that relates access to public infrastructure and services to land value and a panel of household-level data on consumption, poverty, and income. The hedonic methodology suggests a positive relationship between investments in irrigation and extension and household welfare, although the panel data approach suggests otherwise. This result reinforces the importance of methodology in evaluating rural investments. Rural roads yielded more clear-cut findings, however: both approaches agree that investment there has a positive relationship with household welfare, as measured in land values, consumption growth, poverty reduction, or agricultural income growth. The authors recommend increased public investments in rural roads, irrigation, and extension, as well as further research into precisely how infrastructure and services affect rural households' welfare and how their effectiveness can be improved. This monograph will be useful to policymakers, researchers, and others concerned with Nepal's future development.

Using primary data collected from households in rural Nepali communities, this study analyzes the effects of male out-migration from rural agricultural areas on women’s and men’s work on and off the farm. Using an instrumental variable approach to correct for endogeneity related to outmigration, the study finds differential impacts on agricultural labor for the men and women who remain. Men reduce labor in non-farm work without significantly increasing their labor allocation to other activities. Women, on the other hand, increase their work on the farm taking on new responsibilities and moving from contributing family workers to primary farmers. Its objective is to improve rural welfare, particularly for groups that have traditionally been excluded for reasons of gender, ethnicity, caste, and location. Since its launch in 2004, the Fund has covered the 40 poorest districts of the country, supported some 15,000 community organizations, and benefited more than 2.5 million people. This paper attempts to estimate the impact of this large-scale program using a randomized phase-in approach, in which certain localities are randomly selected for earlier intervention than others. Using two rounds of survey data and a difference-in-difference combined with instrumental variable estimation method, it finds statistically significant causal impact of the program on key welfare outcomes. The treatment-on-the-treated estimate on real per capita consumption is 19 percent growth. Other impacts include a 19 percentage points decline on incidence of food insecurity (defined as food sufficiency for six months or less) and a 15 percentage points increase in the school enrollment rate among 6-15 year-olds. Impacts (positive or negative) are yet to be detected on indicators associated with child malnutrition, social capital, and empowerment. The policy implications of these results should be of interest to the government and to development partners in determining what may be effective instruments to deliver services to marginalized communities in what remains a fragile and difficult political environment.

This study has been designed to establish a monitoring system for AEPC to continually measure the results of the renewable energy programs against the targets and to organize an evaluation system that measures the impact of micro-hydro installations on rural livelihoods. Given AEPC’s highly visible role, the need to develop a system that provides information on a wide range of technical, operational, and financial parameters is similarly high. This study developed a robust yet simple M and E framework for all the programs of AEPC that is focused on the needs of the decision-makers, as well as the interests of the relevant stakeholders. The integrated M and E system encompasses all of AEPC’s programs in micro-hydro, solar, biomass, improved water mills, and biogas, and builds its capacity to execute it. The focus has been to develop performance indicators across the entire causal chain from project intervention to on-the-ground impacts. The M and E framework incorporates not only the activities undertaken and the outputs but also the impact on the beneficiaries which is critical to gain a better perspective of the impact of the interventions and to support future planning processes and decision-making. The final impacts of electrification on households and businesses are evaluated using a primary household and enterprise survey. A wide range of outcomes including quality of lighting, income generation, health, education, fertility, women’s empowerment, and greenhouse gas emissions reduction are considered. AEPC is now equipped with not only the state-of-the-art monitoring system but also with a trained staff to sustainably manage and add to the system, as required.

The intervention is evaluated in a sample of 1,080 households surveyed following two years of program implementation. Despite the emphasis on agricultural growth through research, extension and related services, farm productivity in Nepal remains significantly low. The agricultural sector in Nepal has grown much slower than elsewhere in South Asia. As a result, many questions have been raised about rural household wellbeing: What role does gender play in rural agricultural systems? How effective are current development interventions in improving household welfare? What impact does the non-farm sector have on the welfare of rural households? To explore these questions, among others, this dissertation examined three elements of rural development efforts in an international context: empirical examination of gender differences in rural livestock production; evaluation of the effect of agricultural technology on rural households' welfare; and analysis of the role of non-farm sector in rural household food security.℗ This dissertation is built around three independent essays based on data collected from villages in Nepal's Kaski district. The first essay titled "Gender and Livestock Ownership in Rural Households of Kaski District in Nepal," incorporates an analysis of gender component into livestock research by using sex-disaggregated data to empirically analyze women's ownership of livestock in rural farm households. The second essay titled "Effect of Off-Season Tomato Production on Crop Income and Food Security in Nepal," establishes a causal linkage between off-season tomato production inside plastic tunnels and households' crop income and food security using the nearest neighbor matching method. The final essay titled "Impact of Rural Non-Farm Employment on Food Security in Nepal," examines the effect of℗ rural non-farm employment on rural household food security by using two distinct matching methods: propensity score matching and direct covariate matching. On the basis of findings from the three essays, this dissertation provides gender sensitive and evidence based feedback for policy making to promote positive and sustainable development.
