Book excerpt: This study developed traffic inputs for use with the Guide for the Mechanistic-Empirical Design of New & Rehabilitated Pavement Structures (MEPDG) in Virginia and sought to determine if the predicted distresses showed differences between site-specific and default traffic inputs for flexible and rigid pavements. The axle-load spectra, monthly adjustment factors, vehicle class distribution factors, and number of axles per truck inputs were considered. The predicted distresses based on site-specific traffic inputs from eight interstate and seven primary route weigh-in-motion sites in Virginia were compared to predicted distresses using MEPDG default traffic inputs. These comparisons were performed by use of a normalized difference statistic for each site-specific traffic input and the coefficient of variation for each pavement distress model. In addition, the practical significance for flexible pavements was considered from the difference in the predicted time to failure between site-specific and default traffic inputs. The analysis showed that the effect of the site-specific traffic inputs was generally not statistically significant when the uncertainty of the distress models was considered. However, the site-specific axle-load spectra and vehicle class distribution inputs showed a statistically significant effect on certain predicted distresses for flexible and rigid pavements, respectively. The study recommends that site-specific axle-load spectra data be considered for analysis of flexible pavements. Alternatively, summary (statewide average) axle-load spectra data for analysis of interstate and primary flexible pavements should be considered preferentially over default axle-load spectra. Site-specific vehicle class distribution factors should be considered for analysis of rigid pavements on the interstate system. Alternatively, summary (statewide average) vehicle class distribution factors for analysis of interstate rigid pavements should be considered preferentially over default vehicle class distribution data. Default traffic data are recommended for analysis of primary rigid pavements. This study also recommends that a local calibration process be completed to determine if the predictive models accurately predict the conditions found on Virginia's roadways. If the predictive models are modified, the results may impact the recommendations resulting from this study. The implementation of the recommendations of this study and the use of the MEPDG in general will provide the Virginia Department of Transportation with a more advanced means of designing and analyzing pavements. This should result in optimal designs that are more efficient in terms of initial construction and future maintenance costs.

All submitted contributions were subjected to an exhaustive refereed peer review procedure by the Scientific Committee, the Editors and a large group of international experts in the topic. On the basis of their recommendations, 129 contributions which best suited the goals and the objectives of the Conference were chosen for presentation and inclusion in the Proceedings. Book excerpt: Highway agencies across the nation are moving towards implementation of the new AASHTO Mechanistic-Empirical Pavement Design Guide (MEPDG) for pavement design. The benefits of implementing the MEPDG for routine use in Ohio includes (1) achieving more cost effective and reliable pavement designs, (2) lower initial and life cycle costs to the agency, and (3) reduced highway user impact due to lane closures for maintenance and rehabilitation of pavements. Implementation of the MEPDG is a process that requires time and agency resources (staffing, training, testing facilities including equipment, and so on). A key requirement is validating the MEPDG's nationally calibrated pavement distress and smoothness prediction models when applied under Ohio conditions and performing local calibration if needed. Feasibility of using the MEPDG's national models in Ohio was investigated under this study using data from a limited number of LTPP projects located in Ohio. Results based on limited data showed inadequate goodness of fit and significant bias in a number of the MEPDG new HMA pavement and JPCP performance prediction models. Limited recalibration of these models showed promising results indicating that a full-scale recalibration effort using a more extensive database assembled from projects located throughout the state is feasible.

Book excerpt: TRB's National Cooperative Highway Research Program (NCHRP) Report 704: A Performance-Related Specification for Hot-Mixed Asphalt provides a proposed performance-related specification (PRS) for hot-mix asphalt (HMA) in the form of the Microsoft Windows-based Quality-Related Specification Software (QRSS). The QRSS is a stand-alone program for Microsoft Windows (versions XP and 7) that employs a database of pre-solved solutions of the Mechanistic-Empirical Pavement Design Guide. The program is capable of (1) calculating the predicted rutting, fatigue cracking, and low-temperature (thermal) cracking of an HMA pavement from the mix volumetric and binder and aggregate properties of the as-designed HMA (typically the job mix formula) and (2) comparing them with predictions calculated from the contractor's lot or sub-lot quality assurance data for the same properties.
