Available in PDF, EPUB and Kindle. Book excerpt: World Bank Technical Paper No. 295. The progress made by the countries of Central and Eastern Europe in privatizing state-owned enterprises has created millions of new shareholders. But for the citizenry to buy and sell shares, these countries must develop stock markets and related institutions such as brokerages, clearing and settling organizations, and regulatory agencies. This paper examines the role of capital markets in the new market economies of Central and Eastern Europe and to what extent governments in the region should encourage the development of such markets. The authors address questions of whether the capital markets will serve merely as a forum for trading stocks or become a source of new equity capital to help restructure the enterprises of the region and whether governments should take a hands-off approach by letting the necessary institutions develop as they are needed or should actively create stock exchanges and establish the overall legal and regulatory framework.

Book excerpt: This book looks at the major policy challenges facing developing Asia and how the region sustains rapid economic growth to reduce multidimensional poverty through socially inclusive and environmentally sustainable measures. Asia is facing many challenges arising from population growth, rapid urbanization, provision of services, climate change and the need to redress declining growth after the global financial crisis. This book examines poverty and related issues and aims to advance the development of new tools and measurement of multidimensional poverty and poverty reduction policy analysis. The book covers a wide range of issues, including determinants and causes of poverty and its changes; consequences and impacts of poverty on human capital formation, growth and consumption; assessment of poverty strategies and policies; the role of government, NGOs and other institutions in poverty reduction; rural-urban migration and poverty; vulnerability to poverty; breakdown of poverty into chronic and transitory components; and a comparative study on poverty issues in Asia and other regions. The book will appeal to all those interested in economic development, resources, policies and economic welfare and growth.

Book excerpt: The Grameen Bank of Bangladesh has successfully lent small sums to poor women for income generation. This empirical study examines the programme's long-term influence and argues that credit alone can create fundamental change, even in an environment distinctly hostile to women's autonomy.

Book excerpt: Providing the poor with access to financial services is one of many ways to help increase their incomes and productivity. In many countries, however, traditional financial institutions have failed to provide this service. Microcredit and co-operative programmes have been developed to fill this gap. Their purpose is to help the poor become self-employed and thus escape poverty. Many of these programmes provide credit using social mechanisms, such as group-based lending, to reach the poor and other clients, including women, who lack access to formal financial institutions. With increasing assistance from the World Bank and other donors, microfinance is emerging as an instrument for reducing poverty and improving the poor's access to financial services in low-income countries. This text examines the experiences of the Grameen Bank and two other major microcredit programmes in Bangladesh in order to quantify the potential and limitations of microcredit programmes as an instrument for reducing poverty and delivering financial services to the poor.

Available in PDF, EPUB and Kindle. Book excerpt: An internationally acclaimed economist, Bina Agarwal is known for her path-breaking writings on agriculture, property rights, and the environment. Her three-volume compendium brings together a selection of her essays, written over three decades. Combining diverse disciplines, methodologies, and cross-country comparisons, the essays challenge standard economic analyses and assumptions from a gender perspective. They provide original insights on a wide range of theoretical, empirical, and policy issues of continuing importance in contemporary debates. The first volume spans varied dimensions of the author’s writings on agrarian change, from 1981 to the present. It identifies gender inequalities in the impact of agricultural modernisation and technical change across Asia and Africa; the links between women, poverty, and economic growth processes; and data biases in measuring women’s work. It traces the gendered costs of droughts and famine, and challenges top-down methods of innovation diffusion. Focusing on the key role of women farmers in food security, it also offers innovative solutions, including public land banks and group farming. The second volume focuses on the author’s paradigm-shifting work on women’s property status in South Asia. Challenging conventional approaches to women’s empowerment, it demonstrates how promoting access to property, especially land, is key to enhancing women’s economic and social well-being and deterring domestic violence. It details gender inequalities in inheritance laws, public policies, and land struggles, and presents the bargaining framework for understanding and finding ways of overcoming these inequalities, both within families and in markets, communities, and vis-à-vis the state. This third volume traces the relationship between gender and environmental change. Critiquing ecofeminist assumptions, it presents an alternative theoretical framework. It also examines the causes of women’s absence as well as the impact of their presence in environmental collective action. Based on innovative fieldwork on community institutions for forest governance, the author demonstrates how a critical mass of women can significantly improve conservation outcomes. In conclusion, she reflects on which features of feminist scholarship make for an effective challenge to mainstream economics.

Available in PDF, EPUB and Kindle. Book excerpt: Microcredit has been seen in recent decades as having great potential for aiding development in poor developing countries, with Bangladesh being one of the countries which has pioneered microcredit and implemented it most widely. This book, based on extensive original research, explores how microcredit works in practice, and assesses its effectiveness. It discusses how microcredit, usually channelled through women, is often passed to the men of the family, a practice disapproved of by some, but regarded as acceptable by borrowers who have a communal approach to debt, rather than viewing debt as something held by single individuals. The book demonstrates how the rules around microcredit are often seem as irksome by the borrowers, how lenders often charge high rates of interest and work primarily to preserve their institutions, thereby going against the spirit of the microcredit movement, and how borrowers often end up on a downward spiral, deeper and deeper in debt. Overall, the book argues that although microcredit does much good, it also has many drawbacks.

Available in PDF, EPUB and Kindle. Book excerpt: The Grameen Bank of Bangladesh has been extending small loans to poor borrowers (primarily women) to promote self-employment and income generation since 1976. The apparent success of the Grameen Bank (that is, recruitment of clients, investment of loans, recovery rates on invested loans and profit margins) has made microcredit a new model for poverty alleviation and sustainable development. Anthropological research results on Grameen Bank lending to women presented in this book, however, illuminates the link between the success of the bank and debt-cycling of borrowers. The priority of earning profits to insure institutional economic viability caused Bank employees at the grassroots level to emphasize increasing the number of loans disbursed and loan recovery. By using the joint liability model of lending, the Bank workers and borrowing peers impose intense pressure on clients for timely repayment. Many borrowers maintain their regular payment schedules, but do so through a process of loan recycling (that is, pay off previous loans with new ones) that considerably increases borrower debt liability. The debt burdens on individual households in turn increase tension and anxiety among household members and produce unintended consequences for many clients. This book examines women borrowers' involvement with the microcredit program of the Grameen Bank, and the grassroots lending structure of the bank; it illustrates the implications of Grameen lending for the borrowers, their household members and bank workers. The focus of the study is on the processes of village-level microcredit operation; it addresses the realities of the day-to-day lives of women borrowers and bank workers and explains informant strategies for involving themselves in this microcredit scheme. The study is on the power dynamics of everyday lives of informants as they affect women borrowers' relationships within the household and the loan centers, and bank worker relationships within the loan center and the bank.
