Book excerpt: In the wake of the global food crisis of 2007–08 and additional price spikes since then, greater attention has been given to the welfare impact of food price increases in developing countries. The standard approach in this type of analysis, proposed by Deaton (1989), is based on income and expenditure data from household surveys. Given the widespread use of this method, it is important to revisit the assumptions behind it and examine the sensitivity of results to those assumptions. In this paper, we explore the distributional impact of higher maize, rice, and food prices in Ghana and analyze the robustness of those results to changes in several key assumptions. The results suggest that higher maize and rice prices have a relatively modest short-term impact on national poverty but significant effects on specific groups of households. As expected, urban households lose from higher grain prices, but a surprisingly large share of rural households also lose because they are net buyers. The results also suggest that the current policy of protecting domestic rice producers with an import tax does not contribute to national poverty reduction, in spite of the fact that rice growers tend to be poor. If we relax the assumption that households do not respond to the higher prices, the effects are more positive or less negative, but only modestly so. On the other hand, if we relax the assumption that producer and consumer prices rise by the same proportion, and instead assume a constant marketing margin, the results change substantially. Because producer prices now rise by a larger proportion than consumer prices, the impact of higher prices is much more positive. These findings highlight the need for more research on the effect of price spikes on marketing margins.

Book excerpt: The global food crisis of 2007-08 was characterized by a dramatic increase in the prices of agricultural commodities in international markets. Between January 2007 and March 2008, the food price index of the Food and Agriculture Organization (FAO) rose 61%. Staple food crop prices rose even more steeply: over the same period, the prices of wheat and rice doubled, while that of maize increased by 42%. Since then, food prices have declined somewhat, but prices remain significantly higher than the average in 2006. For example, the average price of rice in 2009 is 90% higher than the average level in 2006 (FAO, 2009). High world prices were transmitted to domestic markets, eroding the purchasing power of urban households and other net buyers of food, forcing them to reduce non-food spending and shift to cheaper foods. Poor urban households were particularly affected because they spend a large share of their income on food. At the national level, food importing countries faced balance of payment pressure as the cost of food imports rose. In addition, the cost of operating food and nutrition programs at the national and international level rose steeply. In dozens of countries, the high prices sparked demonstrations and sometimes riots. A number of countries, including Argentina, India, Russia, and Vietnam, responded by restricting rice and wheat exports in an attempt to keep domestic prices from rising. Finally, at the international level, food aid budgets were stretched, as increased need in developing countries coincided with decreased purchasing power of the World Food Programme and other food aid agencies (Benson et al. 2008).

The main objective of this thesis is to evaluate the effect of these factors on consumer behavior in West Africa, especially in Niger and Burkina Faso. The first essay analyzes the implications of world cereal price shocks on rural household welfare in Burkina Faso by establishing a link between farmers and world markets. The approach is grounded in agricultural household modelling with the world price for cereals, transmitted to farmers, through local producer and consumer prices. Household net welfare after a price shock is derived as a function of behavioral responses to local price change induced by the international price shock. The main result of this analysis is that the increase in prices during the period from 2006 to 2014 is translated to welfare improvement ranging from 0.02 percent for 2006 to 0.06 percent for 2011 for farmers in Burkina Faso. The second essay assesses urban consumers' preference for food quality attributes of value-added cereal products in Niamey, Niger. It combines qualitative and quantitative methods to evaluate the effect of quality attributes on consumers' food choice. A particular focus is placed on assessing consumers' marginal willingness-to-pay (WTP) for quality attributes in an experimental setting. The evaluation accounted for taste and preference heterogeneity inherent to consumers' responses to changes in quality attributes. The results suggest market demand inferred from significant marginal WTP for the nutritional quality attribute as measured by the expiration date, the presence of micronutrients, and the country of origin of the product. In addition, demand is found to be highly heterogeneous across consumers socio-demographic and economic characteristics. As a result, better communication and appropriate targeting by food processors and policymakers could be an additional tool to enhance food quality and diet through the market. Finally, the third essay theoretically and empirically assesses the impact of a time-saving food attribute on consumer's food choice in urban areas of Niger. The theoretical assessment relied on a ``Beckerian'' time allocation model to derive how a time-saving food product affects consumers' utility and food choice. The empirical approach combines hedonic tasting, random utility and a latent class framework to identify taste heterogeneity patterns underlying consumers' choice. Both the hedonic and latent class models confirm the theoretical prediction that a time-saving characteristic can either increase or decrease the demand for food that embodies the attributes. A significant market segment of about 38% includes consumers with a positive valuation of the time-saving product, highlighting the potential of this attribute to increase consumers welfare, reduce energy use and prevent food preparation-related health issues.

Book excerpt: This paper investigates the response of consumer price inflation to changes in domestic fuel prices, looking at the different categories of the overall consumer price index (CPI). We then combine household survey data with the CPI components to construct a CPI index for the poorest and richest income quintiles with the view to assess the distributional impact of the pass-through. To undertake this analysis, the paper provides an update to the Global Monthly Retail Fuel Price Database, expanding the product coverage to premium and regular fuels, the time dimension to December 2020, and the sample to 190 countries. Three key findings stand out. First, the response of inflation to gasoline price shocks is smaller, but more persistent and broad-based in developing economies than in advanced economies. Second, we show that past studies using crude oil prices instead of retail fuel prices to estimate the pass-through to inflation significantly underestimate it. Third, while the purchasing power of all households declines as fuel prices increase, the distributional impact is progressive. But the progressivity phases out within 6 months after the shock in advanced economies, whereas it persists beyond a year in developing countries.

In this study, we use a multi-market simulation model of the PNG food economy that explicitly includes production, consumption, external trade and prices of key agricultural commodities to quantify the likely impacts of a set of potential shocks on household welfare and food security in PNG. In this study, we use a multi-market simulation model of the PNG food economy that explicitly includes production, consumption, external trade and prices of key agricultural commodities to quantify the likely impacts of a set of potential shocks on household welfare and food security in PNG. We have built the model to be flexible in order to explore different potential scenarios and then identify where and how households are most affected by an unexpected shock. The model is designed using region and country-level data sources that inform the structure of the PNG food economy, allowing for a data-driven evaluation of potential impacts on agricultural production, food prices, and food consumption. Thus, as PNG confronts different unexpected challenges within its agricultural economy, the model presented in this paper can be adapted to evaluate the potential impact and necessary response by geographic region of an unexpected economic shock on the food economy of the country. We present ten simulations modeling the effects of various shocks on PNG’s economy. The first group of scenarios consider the effects of shocks to production of specific agricultural commodities including: 1) a decrease on maize and sorghum output due to Fall Armyworm; 2) reduction in pig production due to a potential outbreak of African Swine Fever; 3) decline in sweet potato production similar to the 2015/16 El Niño Southern Oscillation (ENSO) climate shock; and 4) a decline in poultry production due to COVID-19 restrictions on domestic mobility and trade. A synopsis of this report, which focuses on the COVID-19 related shocks on the PNG economy is also available online (Diao et al., 2020).1 The second group of simulations focus on COVID-19-related changes in international prices, increased marketing costs in international and domestic trade, and reductions in urban incomes. We simulate a 1) 30 percent increase in the price of imported rice, 2) a 30 percent decrease in world prices for major PNG agricultural exports, 3) higher trade transaction costs due to restrictions on the movement of people (traders) and goods given social distancing measures of COVID-19, and 4) potential economic recession causing urban household income to fall by 10 percent. Finally, the last simulation considers the combined effect of all COVID-19 related shocks combining the above scenarios into a single simulation. A key result of the analysis is that urban households, especially the urban poor, are particularly vulnerable to shocks related to the Covid-19 pandemic. Lower economic activity in urban areas (assumed to reduce urban non-agricultural incomes by 10 percent), increases in marketing costs due to domestic trade disruptions, and 30 percent higher imported rice prices combine to lower urban incomes by almost 15 percent for both poor and non-poor urban households. Urban poor households, however, suffer the largest drop in calorie consumption - 19.8 percent, compared to a 15.8 percent decline for urban non-poor households. Rural households are much less affected by the Covid-19 related shocks modeled in these simulations. Rural household incomes, affected mainly by reduced urban demand and market disruptions, fall by only about four percent. Nonetheless, calorie consumption for the rural poor and non-poor falls by 5.5 and 4.2 percent, respectively.

In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.
