Book excerpt: This book shows how one of the most powerful tools of security studies—strategic culture—illuminates the origins and implications of the Asia-Pacific region’s difficult issues, from the rise of China and the American pivot, to the shifting calculations of many other actors. Strategic culture sometimes challenges and always enriches prevailing neo-realist presumptions about the region. It provides a bridge between material and ideational explanations of state behavior and helps capture the tension between neoclassical realist and constructivist approaches. The case studies in this book survey the role of strategic culture in the behaviors of Australia, China, Japan, the Philippines, South Korea and the United States. They show the contrast between structural expectations and cultural predispositions, as realist geopolitical security threats and opportunities interact with domestic elite and popular interpretation of historical narratives and distinctive political-military cultures to influence security policies. The concluding chapter devotes special attention to methodological issues at the heart of strategic cultural studies, as well as how culture may impact the potential for future conflict or cooperation in the region. The result is a body of work that helps deepen our understanding of strategic cultures in the Asia-Pacific in comparative perspective and enrich security studies. This bookw as published as a special issue of Contemporary Security Policy.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the experiences of temporary migrants in the Asia-Pacific region. It develops the original concept of 'fluid security' to analyse the way in which persons carry a set of tools, strategies and attitudes across spatial, temporal and imagined borders. This concept applies a mobilities lens to human security in order to take into account the aspirations and needs of mobile populations appropriate for a globalising world. The book brings to light the diverse experiences of mobility and the multiple vulnerabilities experienced by individuals that intersect with, and sometimes challenge, national security domains. The authors analyse mobility patterns that are diversifying at a rate far outstripping the capacity of governments to adapt to the human security needs of mobile populations. While the idea of global citizenship may be held up as an ideal through which access to rights is not an arbitrary lottery, it remains far from a reality for the majority of migrants. They are excluded from the migratory flows global elites engage in almost at will. This important book advances the idea that mobile individuals can generate their own security when they have agency and the ability to plan; that experiences of security are not necessarily tied to permanence; that mobile populations benefit from policies that support transnational life; and that fluid security is enhanced when individuals are able to carry a bundle of rights with them.

In particular, the authors consider the ways in which the implementation of the Native Title Act 1993 (Cwlth), and the native title process for which this Act legislates, allow for the recognition and translation of Aboriginal law and custom, and facilitate particular kinds of coexistence between Aboriginal title holders and other Australians. In so doing, the authors seek to extend the debate on native title beyond questions of practice and towards an improved understanding of the effects of native title on the social lives of Indigenous Australians and on Australian society more generally"--Publisher's description.

Book excerpt: The Routledge Handbook of Parliamentary Administrations brings together an international, multidisciplinary group of contributors providing a systematic and comprehensive analysis of parliamentary administrations. Including chapters on the administrations of national parliaments in every member state of the European Union, in most of the EU candidate countries and in key liberal democracies around the world, this book represents a uniquely broad-ranging resource. Each national system is treated in a consistent manner, with authors providing relevant facts, figures and critical analysis according to a common framework. Additionally, it provides coverage of transnational parliamentary administrations in different regions around the globe and includes a number of cross-cutting chapters, addressing key issues of relevance for a better understanding of parliamentary administrations such as the potential for politicisation, professionalisation, digitalisation or Europeanisation with the comparative analysis of different national experiences. This handbook will enable readers to better comprehend the role and influence of parliamentary administrations and in doing so will enhance our understanding of their importance for the effective functioning of representative democracy more generally. The Routledge Handbook of Parliamentary Administrations constitutes a unique tool and prime reference for any researcher, scholar or practitioner working in the area of parliamentary and legislative studies, governance, democracy, public policy and administration, as well as more widely to European studies, general political science and comparative politics.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines women's activism in the early years of independent Indonesia when new attitudes to gender, nationalism, citizenship and democratization were forming. It questions the meaning of democratization for women and their relationship to national sovereignty within the new Indonesian state, and discusses women's organizations and their activities; women's social and economic roles; and the different cultural, regional and ethnic attitudes towards women, while showing the failure of political change to fully address women's gender interests and needs. The author argues that both the role of nationalism in defining gender identity and the role of gender in defining national identity need equal recognition.

Book excerpt: This book examines the concept and public service value of social equity in public administration research and practice outside of the Western context, considering the influence that historical, cultural, and social trends of Asian and Pacific societies may have on how social equity is conceptualized and realized in the Asia-Pacific region. The book presents the results of an effort by a group of scholars from seven countries (Australia, China, Hong Kong, Japan, Korea, The Philippines, and Singapore), one American State (the Hawaiian Islands), and the Pacific Islands to discover what social equity means in their respective contexts. It concludes by synthesizing and analyzing the chapter authors’ findings to advance a more global conceptualization of social equity.
