It has been prepared by the Inter-American Development Bank (IDB), to provide guidance to practitioners and decision-makers. By applying the approach presented in this note, it is expected that the quality, consistency, and operational relevance of SIAs will improve. SIA facilitates the systematic integration of social issues in the planning and implementation of projects. It improves the quality and sustainability of projects, supports and strengthens national requirements, and enhances project acceptance and local ownership. The SIA helps to identify and manage potential adverse social impacts a project may cause or contribute to, and to maximize benefits to local communities and other groups.

Available in PDF, EPUB and Kindle. Book excerpt: Offers solutions and best practices to respond to recurrent problems and contemporary challenges in the field Since the publication of the first edition of Environmental Impact Assessment in 2003, both the practice and theory of impact assessment have changed substantially. Not only has the field been subject to a great deal of new regulations and guidelines, it has also evolved tremendously, with a greater emphasis on strategic environmental, sustainability, and human health impact assessments. Moreover, there is a greater call for impact assessments from a global perspective. This Second Edition, now titled Impact Assessment to reflect its broader scope and the breadth of these many changes, offers students and practitioners a current guide to today's impact assessment practice. Impact Assessment begins with an introduction and then a chapter reviewing conventional approaches to the field. Next, the book is organized around recurrent problems and contemporary challenges in impact assessment process design and management, enabling readers to quickly find the material they need to solve tough problems, including: How to make impact assessments more influential, rigorous, rational, substantive, practical, democratic, collaborative, ethical, and adaptive How each problem and challenge-reducing process would operate at the regulatory and applied levels How each problem can be approached for different impact assessment types—sustainability assessment, strategic environmental assessment, project-level EIA, social impact assessment, ecological impact assessment, and health impact assessment How to link and combine impact assessment processes to operate in situations with multiple overlapping problems, challenges, and impact assessment types How to connect and combine impact assessment processes Each chapter first addresses the topic with current theory and then demonstrates how that theory is applied, presenting requirements, guidelines, and best practices. Summaries at the end of each chapter provide a handy tool for structuring the design and evaluation of impact assessment processes and documents. Readers will find analyses and new case studies that address such issues as multi-jurisdictional impact assessment, climate change, cumulative effects assessment, follow-up, capacity building, interpreting significance, and the siting of major industrial and waste facilities. Reflecting current theory and standards of practice, Impact Assessment is appropriate for both students and practitioners in the field, enabling them to confidently respond to a myriad of new challenges in the field.

Available in PDF, EPUB and Kindle. Book excerpt: This book challenges the prevailing assumption that Environmental Impact Assessment (EIA) should be structured around a unitary EIA process. The book begins by identifying, through a scenario, eight recurrent problems in EIA practice. The characteristics of multiple variations of conventional EIA processes, at both the regulatory and applied levels, are then presented. The residual problems that remain after the conventional processes are described and assessed providing the springboard for a description and analysis of eight alternative EIA processes.

Book excerpt: Now in its 18th year, the NILOS Documentary Yearbook provides the reader with an excellent collection of documents related to ocean affairs and the law of the sea, issued each year by organizations, organs and bodies of the United Nations system. Documents of the UN General Assembly and Security Council, Meeting of States Parties to the UN Law of the Sea Convention, CLCS, ISBA, ITLOS, Follow-ups to the UN Fish Stocks and Small Island States Conferences, WSSD, ECOSOC, UNEP and UNCTAD are reproduced first, followed by the documents of FAO, IAEA, IMO and UNESCO/IOC. As in the previous volumes, documents which were issued in the course of 2002 are reproduced while other relevant documents are listed. The NILOS Documentary Yearbook has proved to be of invaluable assistance in facilitating access of the international community of scholars and practitioners in ocean affairs and the law of the sea to essential documentation. The entry of the 1982 UN Law of the Sea Convention into force in 1994 and of the Part XI Agreement in 1996, as well as of the UN Fish Stocks Agreement in 2001, coupled with the ongoing follow-up to review of the UNCED Agenda 21 by the 2002 Johannesburg World Summit, make continuation of this assistance of particular significance in the years to come. The members of the Yearbook's Advisory Board are: Judges Abdul Koroma and Shigeru Oda of the ICJ, UNDOALOS Director Dr. Vladimir Golitsyn, ITLOS President Dolliver Nelson and Judges Thomas Mensah and Tullio Treves, as well as Rosalie Balkin, Edward Brown, Bernard Oxman and Shabtai Rosenne.

Available in PDF, EPUB and Kindle. Book excerpt: Recent constitutional thinking has directed its attention to the profound impact of ‘soft’ norms on the way legislation is made. This book identifies the European Union’s impact assessment regime as a source of these norms. In 2002 the European Commission – later followed by the European Parliament and the Council of Ministers – committed to performing rigorous assessment of the economic, social and environmental impacts of policy options before adopting (legislative) proposals. Applying a ‘constitutional lens’ to this ‘regulatory’ topic, Anne Meuwese examines both the details and the framework of IA in EU lawmaking to date, drawing attention to its strengths, its contradictions, and its power to enhance the deliberative quality of legislative debates. Integrating the perspectives of political scientists and economists with the concerns of legal scholars and practitioners, Dr Meuwese describes and interrelates such aspects of the subject as the following: the potential role of impact assessment as a catalyst of legal principles, by emphasising or overriding norms that govern both the procedural and the substantive aspects of the EU legislative process; the ‘constitutional tasks’ of impact assessment as applied to European legislative proposals, especially relating to subsidiarity, proportionality, and the precautionary principle; the formal and informal extension of the scope of impact assessment beyond the co-decision procedure; the question whether impact assessment crosses the line between informing the legislator and fettering legislative discretion. In the course of her analysis Dr Meuwese develops models for possible usages of IA in EU lawmaking, analyses the implementation of impact assessment processes in the European Commission, the European Parliament and the Council as well as the roles of relevant ‘co-actors’, and offers results of empirical research in the forms of a survey of EU legislative practice and in-depth case studies of four EU legislative dossiers.

Book excerpt: Environmental Education and Awareness is a component of Encyclopedia of Human Resources Policy, Development and Management which is part of the global Encyclopedia of Life Support Systems (EOLSS), an integrated compendium of twenty one Encyclopedias. The Theme is organized into seven different topics which represent the main scientific areas of the theme: The first topic, Formal Environmental Education at Preschool, Primary and Secondary Levels; important issues of children's formal environmental education are discussed in this topic, considering that as future adults today's children are more likely than not to make adverse impacts on the natural environment and earth's life-support systems through their behavior, life-styles and attitude, the importance of formal environmental education for children as well as of instilling in their consciousness awareness of the natural environment and respect for it cannot be over-stated. The succeeding six topics are Formal Environmental Education at the Undergraduate Level; Formal Environmental Education at the Graduate Level; Modern and Innovative Techniques for Environmental Education; Professional Environmental Education; Continuing Education; The Voluntary Sector and Initiatives in Environmental Education. Each of these consists of a topic chapter emphasizing the general aspects and various subject articles explaining the back ground, theory and practice of a specific type of environmental education and awareness for achieving global sustainable development and global environmental sustainability that are now at the top of international environmental agenda. These two volumes are aimed at the following five major target audiences: University and College Students, Educators, Professional Practitioners, Research Personnel and Policy Analysts, Managers, and Decision Makers and NGOs.
