By January 2017, a total of 40,081 Syrians had sought refuge across Canada in the largest resettlement event the country has experienced since the Indochina refugee crisis. Grâce à la participation de 152 personnes immigrantes, de nombreux intervenants et des directeurs des 12 organismes impliqués dans le projet en Colombie-Britannique, en Ontario, au Québec et dans la région de l'Atlantique, cette étude vise à contribuer à une meilleure compréhension des parcours d'insertion socioprofessionnelle des personnes immigrantes et au partage des pratiques exemplaires relatives à l'intégration en emploi des nouveaux arrivants hors des zones métropolitaines. D'un point de vue méthodologique, les données ont été colligées par le biais de deux questionnaires autoadministrés, de soixante entrevues semi-dirigées à questions ouvertes et de quatre tables rondes régionales. L'analyse des données de cette étude révèle que les immigrants très récents et les organisations établis hors des grandes métropoles canadiennes font face à un double défi, combinant difficultés communes et obstacles spécifiques aux régions. Ces contraintes diffèrent d'une province à l'autre, et même d'une communauté à l'autre, reflétant l'hétérogénéité des contextes d'intervention et des spécificités socioéconomiques locales. La mise en application des pistes de solution proposées en réponse aux nombreux défis répertoriés dans le cadre de cette étude requiert l'implication de l'ensemble des acteurs concernés, afin de faciliter l'intégration sociale et professionnelle des individus formés à l'étranger.

It considers the state perspective on border regulation, subjecting day-to-day practices of EU visa policy implementation to close analytical scrutiny. The objects of the analysis are three European Member States—France, Belgium, and Italy—that implement EU visa policy in Morocco, a country whose nationals are considered to be a migratory ‘risk’ for the EU. The book focuses on the implementation of EU visa policy in the consulates of Belgium, France and Italy in Casablanca. The empirical research and the comparative perspective make this book distinct. The book uses a ‘comprehensive implementation approach’ by taking account of the local, national and supranational locations of policy-making. It builds on in-depth pioneering fieldwork and a comparative research design that includes those three locations. The research design has determined the evolving of the puzzle and the realizing of the unanticipated: cross-national differences diminish when policy is put into practice.
