During most of the twentieth century, as a result of the new character of the Mexican post-revolutionary regime, there was a decoupling between the state’s maximalist discourse on sovereignty, and its practice. Sovereignty as an undifferentiated whole does not exist; it should instead be disaggregated into the myriad issue areas in which it is constantly negotiated. Focusing on a tripartite classification relating to the construction of Mexico’s sovereignty towards its northern neighbor since 1920, this volume illustrates how Mexico’s sovereignty has varied not only according to the times, but also according to the issues at stake. In doing so, Arturo Santa-Cruz comprehensively covers a variety of issues in the bilateral agenda such as drug trafficking, electoral observation, human rights, investment, migration, security, and trade, as well as some defining moments in the relationship, such as the 1923 US granting of recognition to the Mexican post-revolutionary regime, the 1938 oil nationalization, the 1982 debt crisis, and the 1995 financial bailout. Book excerpt: The Transnational Construction of Mayanness explores how US academics, travelers, officials, and capitalists contributed to the construction of the Maya as an area of academic knowledge and affected the lives of the Maya peoples who were the subject of generations of anthropological research from the mid-nineteenth century to the present. Expanding discussions of the neocolonial relationship between the US and its southern neighbors and emphasizing little-studied texts virtually inaccessible to those in Mexico and Central America, this is the first and only set of comparative studies to bring in US-based documentary collections as an enriching source of evidence. Contributors tap documentary, ethnographic, and ethnoarchaeological sources from North America to expand established categories of fieldwork and archival research conducted within the national spaces of Mexico and Central America. A particularly rich and diverse set of case studies interrogate the historical processes that remove sources from their place of production in the “field” to the US, challenge the conventional wisdom regarding the geography of data sources that are available for research, and reveal a range of historical relationships that enabled US actors to shape the historical experience of Maya-speaking peoples. Book excerpt: In the aftermath of the 1910 Mexican Revolution, Mexican and U.S. political leaders, business executives, and ordinary citizens shaped modern Mexico by making industrial capitalism the key to upward mobility into the middle class, material prosperity, and a new form of democracy--consumer democracy. Julio Moreno describes how Mexico's industrial capitalism between 1920 and 1950 shaped the country's national identity, contributed to Mexico's emergence as a modern nation-state, and transformed U.S.-Mexican relations. According to Moreno, government programs and incentives were central to legitimizing the postrevolutionary government as well as encouraging commercial growth. Moreover, Mexican nationalism and revolutionary rhetoric gave Mexicans the leverage to set the terms for U.S. businesses and diplomats anxious to court Mexico in the midst of the dual crises of the Great Depression and World War II. Diplomats like Nelson Rockefeller and corporations like Sears Roebuck achieved success by embracing Mexican culture in their marketing and diplomatic pitches, while those who disregarded Mexican traditions were slow to earn profits. Moreno also reveals how the rapid growth of industrial capitalism, urban economic displacement, and unease caused by World War II and its aftermath unleashed feelings of spiritual and moral decay among Mexicans that led to an antimodernist backlash by the end of the 1940s.
