Book excerpt: When the people of British North America threw off their colonial bonds, they sought more than freedom from bad government: most of the founding generation also desired the freedom to create and enjoy good, popular, responsive government. This book traces the central issue on which early Americans pinned their hopes for positive government action--internal improvement. The nation's early republican governments undertook a wide range of internal improvement projects meant to assure Americans' security, prosperity, and enlightenment--from the building of roads, canals, and bridges to the establishment of universities and libraries. But competitive struggles eventually undermined the interstate and interregional cooperation required, and the public soured on the internal improvement movement. Jacksonian politicians seized this opportunity to promote a more libertarian political philosophy in place of activist, positive republicanism. By the 1850s, the United States had turned toward a laissez-faire system of policy that, ironically, guaranteed more freedom for capitalists and entrepreneurs than ever envisioned in the founders' revolutionary republicanism.

Paskoff offers a comprehensive examination of the federal government's river improvements program, which aimed to reduce hazards to navigation on the great rivers of America's interior during the early and mid-nineteenth century. Danger on the rivers came in a variety of forms. Shoals, rapids, ice, rocks, sandbars, and uprooted trees and submerged steamboat wrecks lodged in river beds were the most common perils and accounted for the largest number of steamboat disasters. This daunting array of river hazards required a similarly broad range of efforts to remove or at least ameliorate them. Against a variety of obstacles -- natural, political, and technological -- the river improvements program succeeded in reducing the rate of steamboat loss, even as steamboat traffic dramatically increased. Its success, Paskoff argues, demonstrates that the federal government was far more active than generally thought in promoting economic growth and development in the years leading up to the Civil War. The river improvements program was one of the most volatile issues in national, sectional, and state politics, touching on questions of economic development, constitutional law, partisan politics, and sectional rivalry. Paskoff examines the controversial program from its beginnings during the early republic to 1844, giving careful attention to the policies of Andrew Jackson's administration. He explores the array of objections to the program -- some grounded in a strict interpretation of the Constitution and others in a concern over alleged federal wantonness, corruption, and waste -- and follows the political story through the administration of James K. Polk forward to secession. Paskoff also explains the fiscal, economic, and technological aspects of the hazard problem and its solution, analyzing the federal government's fiscal condition, its capacity to undertake such an ambitious program, and the influence of conditions in the larger economy, including effects of the Mexican War, upon the federal government's finances. Paskoff's lively analysis rests on a bedrock of impressive quantitative evidence, including databases containing every documented steamboat wreck -- more than 1,200 -- on American rivers, lakes, and coastal waters; construction and engine data for more than 600 steamboat packets; and all relevant federal appropriations and expenditures measures, more than 2,300 spending projects in all. On the contrary, New York financiers and other eastern entrepreneurs were crucial to America's western economic development, providing the necessary capital and expertise to transform the West into a productive part of the nation's economy. This thesis is powerfully demonstrated by John Denis Haeger in this study concerning the "Old Northwest" (the present-day states of Ohio, Michigan, Indiana, Illinois and Wisconsin) during the years 1815-1840. The result of years of research in manuscript collections and government documents, the book provides a comprehensive picture of early land speculators, examining their investments in farm lands, town lots, banks and transportation improvements, as well as their influence on western businessmen and institutions. It also explores their political and economic affairs on the East Coast, since these matters dramatically affected the scope of their western investments. Historians' generalizations about nonresident investors or eastern speculators have previously assumed a common type and business method when, in fact, easterners possessed varying economic goals and utilized different business strategies. To demonstrate this, Haeger compares and contrasts the promoter Charles Butler and the conservative speculators Isaac and Arthur Bronson, key figures among New York's financial elite, whose careers and strategies are for the first time described in detail. The activities of these investment pioneers, whose "every move was calculated to return profits," challenge the traditional images of westward expansion as a largely unplanned and spontaneous movement of people and capital.
