Approfondisce poi i temi relativi al responsabile del procedimento amministrativo, al diritto di accesso (di recente arricchitosi della nuova figura del diritto di accesso civico ex D.Lgs. 14 marzo 2013, n. 33 per prevenire la corruzione nei pubblici uffici), al fenomeno del mobbing nelle sue diverse manifestazioni (verticale, orizzontale, ascendente, straining), alle responsabilità connesse allo stalking occupazionale che nasce in ambito lavorativo per poi attuarsi secondo le modalità proprie del reato di atti persecutori di cui all’art. 612 bis c.p. Apre da ultimo un’illuminante finestra sulle responsabilità che derivano dal risarcimento del danno disposto dal giudice amministrativo in presenza di provvedimenti illegittimi, tardivi o di comportamento inerte della p.a., sulla responsabilità civile con particolare riguardo ai danni erariali provocati da sanitari, insegnanti, ufficiali giudiziari, conducenti di autoveicoli, per omessa manutenzione di strade pubbliche, nel trasporto ferroviario e sulla responsabilità penale con una rassegna di tutti i delitti contro la pubblica amministrazione come modificati dalla legge 6 novembre 2012, n. 190, in tema di prevenzione della corruzione. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
