Per indagare appieno il rinnovamento dei sistemi contabili pubblici, però, occorre considerare anche le possibili conseguenze che l’adozione di un diverso modello contabile può generare sui processi decisionali dei destinatari dell’informativa di bilancio, nonché sugli obiettivi sociali ed economici delle aziende e sui rapporti di potere tra le amministrazioni. Il libro affronta l’evoluzione del sistema contabile delle aziende di servizi sanitari alla luce di questa prospettiva, evidenziando sia le soluzioni tecniche adottate nel tempo, sia gli obiettivi perseguiti e le possibili implicazioni sui comportamenti degli operatori. Dopo una presentazione dell’evoluzione storica dei sistemi contabili nel SSN, il testo si sofferma sulle motivazioni alla base delle recenti iniziative di riforma, per indagarne nel dettaglio i due «pilastri» fondamentali, ossia armonizzazione e certificabilità. Di qui lo sviluppo dei successivi capitoli, di cui due dedicati agli schemi di bilancio e ai principi di valutazione per le aziende sanitarie, uno alla peculiare soluzione contabile denominata «Gestione Sanitaria Accentrata presso la regione», uno al bilancio consolidato del SSR.

Book excerpt: In attuazione di quanto previsto dal Patto per la Salute 2010-2012 e dal D.I.M. 17 settembre 2012 (Decreto Certificabilità dei bilanci delle aziende sanitarie), sono stati definiti i requisiti comuni a tutte le regioni per l’attuazione dei cosiddetti Percorsi Attuativi della Certificabilità (“PAC”), con lo scopo di avviare un percorso che garantisca la qualità delle procedure amministrativo-contabili sottostanti alla contabilizzazione dei fatti aziendali, nonché la correttezza dei dati contabili delle Aziende Sanitarie Regionali.In tale contesto, le singole Regioni si sono adoperate per dare attuazione al Decreto e sviluppare un piano d’intervento mirato, basato su una attenta valutazione volta ad identificare le aree di intervento e i progetti da avviare, definendone obiettivi e tempistiche coerenti con la normativa attualmente in vigore, con lo scopo ultimo di giungere alla certificazione dei bilanci delle Aziende stesse.A tre anni dall’emanazione del decreto PAC, è dunque ancora vivo l’interesse per le tematiche di valutazione e gestione dei processi interni, nonché la necessità di confrontarsi con modelli di riferimento che possano rappresentare una linea di indirizzo da perseguire al fine dell’implementazione di procedure di gestione efficaci ed efficienti. Sulla scia di tale interesse, Deloitte e il Dipartimento di Management dell’Università di Torino, nell’ambito di una collaborazione ormai consolidata, hanno ritenuto di mettere a fattore comune le reciproche esperienze e le diverse prospettive, in una visione di insieme che possa essere di utilità per i rispettivi interlocutori. Ne è nata una convenzione di ricerca in tema di “Sviluppo e implementazione di un modello per la certificazione dei bilanci delle aziende sanitarie”; la convenzione è una tipica forma di Terza Missione che l’Università persegue, affiancandola alle tradizionali funzioni di didattica e di ricerca. Nel presente lavoro vengono tracciati i contorni delle best practice in tema di definizione e gestione dei processi interni caratterizzanti le aziende sanitarie. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can’t others around the world do the same? If 8 million entrepreneurs in China--one third of them women--can use an e-commerce platform to export goods to 120 countries, why can’t entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can’t other countries replicate its success? Indeed, what’s holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world’s population are still offline and can’t participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its 'analog complements'--the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens--have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere.
