Available in PDF, EPUB and Kindle. Book excerpt: The Caribbean is a complex, enigmatic region, characterised by great disparities in size, population, geography, history, language, religion, race and politics. This is a region in which harmony and discord work in tandem, trying to link economic logic with political logic. At the same time, this book is a comprehensive historical record especially highlighting hindrances to development in this region. This study raises two important issues: the ‘political imperative of convergence’ and the need for ‘appropriate correcting mechanisms’ that align the needs of the local with the regional. It is a volume that underlines the need for a change in strategy and makes proposals as to how to go about making those changes.

Until recently, planning and development in the Caribbean have been "top-down", "centre-out" and "expert-led". For a few years now, though, the region has bowed to the global trend and has experimented with participatory planning methods. Participatory planning is heralded by much of the development community as the most appropriate alternative strategy to the traditional approaches. In this volume, a range of experts drawn from the Caribbean, the United Kingdom and the United States review the current achievements and future prospects for genuinely participative planning in the Caribbean region at the beginning of the 21st Century. Bringing together a wide range of case studies from both the insular Caribbean as well as mainland Central and South America, the book examines issues such as protected area planning, sustainable development councils, gender and development, inner-city redevelopment and community empowerment.

Book excerpt: "With the launch of the CARICOM Single Market and Economy and the Caribbean Court of Justice, the Caribbean Community has taken major steps to promote closer and more intensive forms of economic cooperation among its constituent members. This effort requires the adoption of innovative approaches to regional governance and creative regional development strategies aimed at maximizing the exercise of sovereignty within the Community and also optimizing the development possibilities of the region. The 30th anniversary of the establishment of the Caribbean Community in 2003 marked an important milestone in the historical evolution of regional integration in the Caribbean. Caribbean Imperatives focuses on several important topics relevant to the future of the community by addressing issues such as the conception of the Caribbean Community; integration theory; the exercise of sovereignty; the Single Market and Economy; production integration; the external relations of the community; and the importance of multilateralism for the viability of small states in the international system. The analysis contained in the volume is extremely relevant to policy makers in the region in managing the transition to more intensive forms of regional integration aimed at improving the well-being of the people of the Caribbean. The development of a pan-Caribbean consciousness transcending language and colonial ties has become even more pronounced in the post-independence era. The famed 1992 report of the West India Commission, A Time for Action, widely regarded as the turning point in contemporary Caribbean development, recommended a deepening of CARICOM and a simultaneous widening of functional cooperation. The result was the creation of the Association of Caribbean States (ACS) with potential membership of all the countries of the Caribbean Basin. In this volume, Norman Girvan examines the issues and obstacles, challenges and opportunities presented by this functional cooperation and presented the ACS as a viable vehicle to help CARICOM nations meet the challenges of the new globalized environment. Available in PDF, EPUB and Kindle. Book excerpt: "Following the conclusion of the Second World War, the countries of the Caribbean faced serious challenges that threatened their individual survival. Political independence was meaningless without economic independence and the newly independent states of the Caribbean found themselves severely challenges by an international economic system founded on a development paradigm premised on the belief that the accumulation of wealth was the sole route to prosperity and that creating the conditions for more wealth was the preferred pathway to sustainable development. There have been numerous changes to this scenario over the years and Confronting Challenges Maximising Opportunities traces the Caribbean s response to the varying challenges. Using market access as the point to highlight specific challenges, this collection examines Caribbean Diplomacy and paints a picture of the imperatives for social and economic development and the need for a proactive stance to the conditionalities inherent in market access negotiations. This book was released on 2020-01-17 with total page 79 pages. Available in PDF, EPUB and Kindle. Book excerpt: Deeper economic integration within the Caribbean has been a regional policy priority since the establishment of the Caribbean Community (CARICOM) and the decision to create the Caribbean Single Market and Economy (CSME). Implementation of integration initiatives has, however, been slow, despite the stated commitment of political leaders. The “implementation deficit” has led to skepticism about completing the CSME and controversy regarding its benefits. This paper analyzes how Caribbean integration has evolved, discusses the obstacles to progress, and explores the potential benefits from greater integration. It argues that further economic integration through liberalization of trade and labor mobility can generate significant macroeconomic benefits, but slow progress in completing the institutional arrangements has hindered implementation of the essential components of the CSME and progress in economic integration. Advancing institutional integration through harmonization and rationalization of key institutions and processes can reduce the fixed costs of institutions, providing the needed scale and boost to regional integration. Greater cooperation in several functional policy areas where the region is facing common challenges can also provide low-hanging fruit, creating momentum toward full integration as the Community continues to address the obstacles to full economic integration.
