PWC 2003 is the ?agship conference of the IFIP Working Group 6.8, Mobile and Wireless Communications, and is the premier international forum for discussions between researchers, practitioners, and students interested in the symbiosis of mobile computing and wireless networks. It is a great pleasure to present the PWC 2003 technical program. This year the conference received 115 submissions from 27 countries indicating that PWC is a reference conference for worldwide researchers from the wireless and mobile community. With so many papers to choose from, the Technical Program Committee’s job, to provide a conference program of the highest technical quality, was challenging and time consuming. From the 115 submissions, we ?nally selected 34 full papers and 15 short papers for presentation in the conference technical sessions. The conference technical program was split into three days, and included, in addition to the 49 refereed contributions, 4 invited papers from top-level researchers from the mobile and wireless community. To give researchers the opportunity to present ongoing work, and the novel ideas they are starting to explore, we included in the technical program two work-in-progress sessions and two novel-ideas sessions. The technical program also included a poster session devoted to presenting ongoing research projects on wireless and mobile communications.

Within its Technical Committee TC-6, a working group WG 6.8 has been set up to co-ordinate IFIP activities in the area of wireless communications. It has done so, among others, by arranging regular meetings of academic and industrial researchers, known as IFIP TC-6 WG 6.8 Workshops on Personal Wireless Communications (pWC). Such workshops were held in recent years in Prague, Frankfurt/M, Tokyo and Copenhagen, and their success has resulted in the promotion of PWC to the status of IFIP Working Conference.

For instance, it is forecasted that after 2005 the mobile traffic turnover in Europe will exceed that of fixed telephone traffic and the penetration of Internet access through mobile will exceed that of fixed access. It is expected that the new value added services will be Internet-based and the IP traffic will outweigh the amount of traditional ISDN based telephone traffic. The transition from the existing telecommunications services to mobile and Internet based ones will change the service infrastructure as well as the customer and service management structures. In wireless communications there are several new standards being developed and implemented to improve the data transmission rate over radio channels, to combine both voice, packet data and multimedia services in the terminals and to improve the service quality and usability. Narrow band packet radio standards such as General Packet Radio Service (GPRS) and i-Mode are already operative and broadband IMT-2000 standards, also called as Third Generation (3G) Mobile, have been developed in Japan, Europe and US. At the same time Wireless LAN and Bluetooth technologies mature and provide short-range data access to terminal devices. The emerging new technologies create opportunities not only to incumbent teleoperators but also to new network operators, IT companies and new service and content providers.
