Addressed to political scientists, sociologists, historians, anthropologists and defence practitioners, this book interprets security policy in terms of its social roots asserting that the realpolitik behaviour of the TNI has strong "socio-cultural" undertones, which in turn shape the development of military doctrine. The argument made in the book is that only through a better understanding of the doctrines that reinforced the military's significant presence in Indonesian affairs and their subsequent restructuring can Indonesia's policy-makers attempt meaningful reform of the TNI. Readable, accessible and yet exhaustively researched, Realpolitik Ideology examines the origins and development of ideas on security from the point of view of the TNI and explains why civil-military relations are still fraught with uncertainty, and why the recent changes in military ideology, removal of military posts in the legislature, ongoing divestment of its business, and other measures still do not guarantee that the military will not intervene in the affairs of state. More pointedly, do they form a giant cartel to suck patronage resources from the state? Indonesian commentators almost invariably brand the country's parties as corrupt, self-absorbed, and elitist, while most scholars argue that they are poorly institutionalized. This book tests such assertions by providing unprecedented and fine-grained analysis of the inner workings of Indonesian parties, and by comparing them to their equivalents in other new democracies around the world. Contrary to much of the existing scholarship, the book finds that Indonesian parties are reasonably well institutionalized if compared to their counterparts in Latin America, Eastern Europe, and other parts of Asia. There is also little evidence that Indonesian parties are cartelized. But there is a significant flaw in the design of Indonesia's party system: while most new democracies provide state funding to parties, Indonesia has opted to deny central party boards any meaningful subsidies. As a result, Indonesian parties face severe difficulties in financing their operations, leading them to launch predatory attacks on state resources and making them vulnerable to manipulation by oligarchic interests.

Book excerpt: Islam has become an important symbol in post-Suharto Indonesia, and political figures or parties feel they cannot afford to be seen to be against the religion or be considered unfriendly to it. Islamism emerges to challenge Pancasila (or cultural pluralism) again. Islamists already challenged Pancasila soon after Indonesian independence. But during that initial era under Sukarno, this challenge was already under control. Under Suharto, Pancasila as an ideology was effectively used to govern Indonesia, and political Islam was suppressed. However, Suharto began to co-opt Islamic political leaders during the last decade of his rule. Religious Islam grew significantly during the Suharto era and would gradually transform itself into political Islam after Suharto’s fall. Nevertheless, the electoral strength of “Islamic political parties” remained relatively low. But since then, Islam has been used as an effective tool to undermine political rivals. The pluralists who are now in power continue to promote Pancasila, and combining with moderate Islamic organizations and through laws and regulations, have tried to hinder the further development of Islamist organizations. The future of Pancasila depends on whether the Indonesian government and other pluralist forces are able to control the Islamists and provide political stability and economic development in the country.

Analysing disputes between Indonesia's main Muslim groups, Mietzner argues that their intense rivalry between 1998 and 2004 allowed the military to extend its engagement in politics and protect its institutional interests. The stabilization of the civilian polity after 2004, in contrast, has led to an increasing marginalization of the armed forces from the power centre. Drawing broader conclusions from these events for Indonesia's ongoing process of democratic consolidation, the book shows that the future role of the armed forces in politics will largely depend on the ability of civilian leaders to maintain functioning democratic institutions and procedures.
