Available in PDF, EPUB and Kindle. Book excerpt: This report responds to your request that we review federal and state efforts to address identity theft, which has been characterized by law enforcement as the fastest growing type of crime in the United States. As noted in our May 1998 report, identity theft or identity fraud generally involves "stealing" another person's personal identifying information-such as Social Security number (SSN), date of birth, and mother's maiden name-and then using the information to fraudulently establish credit, run up debt, or take over existing financial accounts. Later that year, Congress passed the Identity Theft and Assumption Deterrence Act of 1998 (the Identity Theft Act). Enacted in October 1998, the federal statute made identity theft a separate crime against the person whose identity was stolen, broadened the scope of the offense to include the misuse of information as well as documents, and provided punishment-generally a fine or imprisonment for up to 15 years or both. Also, since 1998, most states have enacted laws that criminalize identity theft. Thus, various federal and numerous state and local law enforcement agencies are responsible for investigating identity theft crimes. Relevant federal agencies include the Secret Service, the Federal Bureau of Investigation (FBI), and the Postal Inspection Service, as well as the Social Security Administration's (SSA) Office of the Inspector General (OIG), which receives SSN misuse and other identity theft-related allegations on its fraud hotline.

Book excerpt: The excessive and inappropriate collection, retention, and sharing of personal information leads to Identity Obesity over time as people continue to mismanage their private information. Unlike overeating, it can be extremely hard to reverse the effects of identity obesity which forms the root cause of an identity theft epidemic. Despite the dangers, consumers and companies handle personal information carelessly, without understanding or caring enough about the risks. Consider these startling statistics: In 2009, more than eleven million people were affected by identity theft, which was a 10 percent increase from 2008. The majority of victims don't detect identity theft until three months after fraud occurs. It takes some people years to discover that something went wrong. Stolen wallets and documents account for 43 percent of all identity theft cases which goes to show that not only consumers are more in control than they think, but also theft doesn't always involve technology. In more than 50 percent of all identity theft cases, the victim knows or has done business with the criminal. Businesses will lose millions of dollars a year because of identity theft, and fraud can destroy families and individuals. Consumers can trim their identity fat with a proven program that helps them identify their bad habits and educates them about identity theft risks as well as best identity protection practices with an Identity Diet Plan.

Available in PDF, EPUB and Kindle. Book excerpt: What is America’s top-rank crime concern? Identity theft. According to a 2009 Gallup Crime survey, 66 percent of U.S. adults say they worry “frequently” or “occasionally” about being a victim of identity theft. Why is the percentage of adults concerned with identity theft more than three times greater than the percentage concerned with “being sexually assaulted” or “getting murdered”? Similar to the identity theft crime itself, there is not a simple answer. Identity theft is a perfect storm: it affects many people, everyone is a potential target, there are substantial negative consequences, few truly understand the crime, and trusted sources disseminate information and products that can mislead, not help, the victim. It is comparable to driving your car without a door (and having no other options). You feel exposed, vulnerable and you know the consequences of a side impact are devastating; yet, you have no other option. The reality is you do have options to protect yourself, andThe Official Identity Theft Prevention Handbookis here to teach you them. The Official Identity Theft Prevention Handbookis the first book to analyze identity theft in its proper context and provide takeaways to minimize the likelihood that you will be harmed by identity theft and to mitigate the negative consequences in the event that you've become a victim. Identity theft continues to proliferate, and it is tearing the fabric of our society. All understand it is important, but compelling people to take appropriate action is a challenge. The Official Identity Theft Prevention Handbookprovides a tremendous first step towards individual and societal responsibility. We can swing the pendulum in the other direction. In the case of identity theft, the best defense is a good offense.

Available in PDF, EPUB and Kindle. Book excerpt: This book accurately identifies the various forms of identity theft in simple, easy-to-understand terms, exposes exaggerated and erroneous information, and explains how everyone can take action to protect themselves. Identity theft is a classic crime with a modern (and perhaps decidedly American) twist. The rise of technology over the past few decades—and its influence on the processes of modernization and globalization—has created many new opportunities for identity theft both locally and internationally. Moreover, this process has transformed the nature of identity from something largely personal to something almost purely financial. Although identity theft is not a global crime per se, it does pose a pervasive and universal threat that will need to be acknowledged and addressed by many nations throughout the world. In this text, author Megan McNally examines the concept of identity theft in universal terms in order to understand what it is, how it is accomplished, and what the nations of the world can do—individually or collectively—to prevent it or respond to it.
