An enabling element for this is the availability and vast adoption of electronic identity (eID) means, both among citizens and service providers. This report is part of a mutual effort that was initiated by Cross Border Digital Services Programme and the Nordic-Baltic eID Cooperation (NOBID) project with the aim to expand the Nordic-Baltic countries´ national success in eID to also cover cross-border interoperability and digital mobility in the region. The content of this report, delivered by Civitta and SK ID Solutions, investigates the landscape of cross-border identity matching of natural persons. It does so by providing an overview of the current situation and practices, from country to country, as well presenting insights and perspectives to how identity matching can be solved.

Book excerpt: This new book tackles two key questions: 1) How is the EU functioning as a security actor? 2) How and to what extent is the EU affecting national security identities? Focusing on the four largest Nordic states (Denmark, Finland, Norway and Sweden), this incisive study analyzes how and to what extent the EU affects national security identities. It shows how the EU has developed into a special kind of security actor that, due to its level of political integration, has an important influence on national security approaches and identities. This new analysis applies a fresh combination of integration theory, security studies and studies of Europeanization. The main argument in this book is that, rather than adapting to the changing conditions created by the end of the Cold War, the Nordic states changed their security approaches in response to the European integration process. It shows how different phases in the post Cold War European integration process have influenced the national security approaches of Sweden, Finland, Denmark and Norway. While all four security approaches seem to have been Europeanized, the speed and the character of these changes seem to vary due to a combination of differing ties to the EU and differing security policy traditions. This new book will be of great interest to all students of European Defence, national security and of security studies in general.

Book excerpt: In today's interconnected, differentiated and polarized European Union, sub-regional groupings between the national and EU level are a highly relevant empirical phenomenon. Despite their importance, the interactions between sub-regionalisms and EU actors and processes remain under-researched. This book fills this large research gap by applying a systematic comparative approach. Taking into account a huge corpus of empirical data gained through expert interviews and document analysis, this study provides the conceptual and empirical groundwork necessary to better understand EU sub-regionalism. For the timeframe between 2009 and 2018, it analyses the scope of sub-regional cooperation in the Baltic, Benelux and Visegrád groupings. Moreover, it compares their respective institutional design, political identity, foreign policy as well as their external recognition by EU actors. A special focus lies on their role in six EU policy cases, including EU budget negotiations, TTIP, the drafting process of the EU Global Strategy, refugee relocation quotas, the revision of the posted workers directive and defence cooperation through PESCO. In its conclusion, this book identifies two sub-regional archetypes: functional hubs and political tools. While differing in many regards, the shared assessment finds that the overall bridge-building efforts of the Baltic, Benelux and Visegrád sub-regionalisms exceed their spoiling potential.

Identity formation is an integral and tangible aspect of contemporary European politics. Drawing on an array of approaches, the author investigates empirically how six national, regional and all-European identities involve the exclusion of the East. The focus is on how identities are being renegotiated in practice. The readings of how Europe is constituted by its discourse on Turkey and Russia respectively argue that European identity of marked by these exclusions. The exclusions are part of the preconditions for action which are undertaken in political forums where European identity is seen as relevant, such as the debates about NATO and EU enlargement. Readings of regional discourses constituting repectively Northern and Central Europe argue that the politics of these regions serve to exclude those living further East. The two readings of Bashkir and Russian discourse demonstrate how the self/other nexus may be used as a springboard for analyzing national identities. The conclusion addresses the question of how far our present theoretical approaches may take us.

Book excerpt: 'Borders' have attracted considerable attention in public and academic debates in light of the impact of globalisation and, in Europe, the end of the divisions of the Cold War era. Instead, being inside or outside of the EU has become a major paradigmatic divide between claimed 'spheres of influence' by 'Brussels' and 'Moscow' respectively. In the aftermath of the end of communism, established certainties no longer seemed to apply. And this included many of the borders within the former eastern Bloc, with some losing their relevance, while others re-assert themselves. As its particular contribution, this book adopts a symbiotic approach to the analysis of borders, drawing on a political-economy perspective, while also recognising the importance of the socio-cultural dimension as found in 'border studies'. This seeks to do greater justice to the complex, composite nature of borders as geo-political, state-legal and cultural-historic constructs in both theory and practice. In addition, the book's approach stretches across spatial scales to capture the multi-level nature of borders. The first part of the book presents the conceptual framework as it sets out to embrace this multi-faceted, multi-layered nature of borders. In the second part, case studies from north-central Europe, including the Baltic Sea Region, exemplify the complexity of borders in the context of post-socialist transformation and continuing EU-isation.

In the past it was structured by the characteristics of the "old" Europe in terms of security arrangements (WTO, NATO, Neutrals), economic ties (COMECON, EC, EFTA), and sociopolitical system (capitalism, socialism), while today it is faced with all the obstacles and contradictions as well as possibilities of an emerging new European architecture, still undefined, but in any case asking for reorientation in the fields of security, economy, and last not least identity. The book puts special emphasis to security aspects and disarmament (including conversion) and to Regionalism as being both, a consequence of the change in progress as well as a strategy to shape it to a desired end: cooperation instead of conflict.
