Book excerpt: FINAL Released July 10, 2018 Printed in COLOR ePub version also available for use on Kindle, iPad, Android tablet, and iPhone. The electric power industry is upgrading older, outdated infrastructure to take advantage of emerging technologies that will create "a platform [that] efficiently [integrates] new energy resources, new technologies, and new devices into the system." The ever-greater numbers of technologies, devices, and systems connected to utilities'' grid networks need protection from physical and cybersecurity attacks. To better protect power generation, transmission, and distribution, electric companies need to be able to control access to their networked resources, including buildings, equipment, information technology, and industrial control systems-all of which have unique technical and political challenges. Identity and access management (IdAM) systems for these assets often exist in silos, and employees who manage these systems lack methods to effectively coordinate access to devices and facilities in these silos. This can result in security risks for utilities. Why buy a book you can download for free? First you gotta find it and make sure it''s the latest version, not always easy. Then you gotta print it using a network printer you share with 100 other people - and its outta paper - and the toner is low (take out the toner cartridge, shake it, then put it back). If it''s just 10 pages, no problem, but if it''s a 250-page book, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. An engineer that''s paid $75 an hour has to do this himself (who has assistant''s anymore?). If you are paid more than $10 an hour and use an ink jet printer, buying this book will save you money. Book excerpt: To protect power generation, transmission, and distribution, energy companies need to control physical and logical access to their resources, including buildings, equipment, information technology (IT), and operational technology (OT). They must authenticate authorized individuals to the devices and facilities to which they are giving access rights with a high degree of certainty. In addition, they need to enforce access control policies (e.g., allow, deny, inquire further) consistently, uniformly, and quickly across all of their resources. This project resulted from direct dialog among NCCoE staff and members of the electricity subsector, mainly from electric power companies and those who provide equipment and/or services to them. The goal of this project is to demonstrate a converged, standards-based technical approach that unifies identity and access management (IdAM) functions across OT networks, physical access control systems (PACS), and IT systems. These networks often operate independently, which can result in identity and access information disparity, increased costs, inefficiencies, and loss of capacity and service delivery capability. This guide describes our collaborative efforts with technology providers and electric utility stakeholders to address the security challenges energy providers face in the core function of IdAM. It offers a technical approach to meeting the challenge and also incorporates a business value mind-set by identifying the strategic considerations involved in implementing new technologies. This NIST Cybersecurity Practice Guide provides a modular, open, end-to-end example solution that can be tailored and implemented by energy providers of varying sizes and sophistication. It shows energy providers how we met the challenge using open source and commercially available tools and technologies that are consistent with cybersecurity standards.

To improve the security of information and operational technology, including industrial control systems, energy companies need mechanisms to capture, transmit, analyze and store real-time or near-real-time data from these networks and systems. With such mechanisms in place, energy providers can more readily detect and remediate anomalous conditions, investigate the chain of events that led to the anomalies, and share findings with other energy companies. Obtaining real-time and near-real-time data from networks also has the benefit of helping to demonstrate compliance with information security standards. Why buy a book you can download for free? Access control systems are among the most critical of computer security components. Faulty policies, misconfigurations, or flaws in software implementations can result in serious vulnerabilities. To formally and precisely capture the security properties that access control should adhere to, access control models are usually written, bridging the gap in abstraction between policies and mechanisms. Identifying discrepancies between policy specifications and their intended function is crucial because correct implementation and enforcement of policies by applications is based on the premise that the policy specifications are correct. As a result, policy specifications represented by models must undergo rigorous verification and validation through systematic verification and testing to ensure that the policy specifications truly encapsulate the desires of the policy authors. Book excerpt: NIST SP 800-183 January 2016 Printed in COLOR System primitives allow formalisms, reasoning, simulations, and reliability and security risk-tradeoffs to be formulated and argued. In this work, five core primitives belonging to most distributed systems are presented. These primitives apply well to systems with large amounts of data, scalability concerns, heterogeneity concerns, temporal concerns, and elements of unknown pedigree with possible nefarious intent. These primitives are the basic building blocks for a Network of 'Things' (NoT), including the Internet of Things (IoT). This document offers an underlying and foundational understanding of IoT based on the realization that IoT involves sensing, computing, communication, and actuation. Book excerpt: NIST SP 800-115 September 2008 An information security assessment is the process of determining how effectively an entity being assessed (e.g., host, system, network, procedure, person-known as the assessment object) meets specific security objectives. Three types of assessment methods can be used to accomplish this-testing, examination, and interviewing. Testing is the process of exercising one or more assessment objects under specified conditions to compare actual and expected behaviors. Examination is the process of checking, inspecting, reviewing, observing, studying, or analyzing one or more assessment objects to facilitate understanding, achieve clarification, or obtain evidence. Interviewing is the process of conducting discussions with individuals or groups within an organization to facilitate understanding, achieve clarification, or identify the location of evidence. Assessment results are used to support the determination of security control effectiveness over time. This book was released on 2006-02-28 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: NIST SP 800-18 R 1 February 2006 The objective of system security planning is to improve protection of information system resources. All federal systems have some level of sensitivity and require protection as part of good management practice. The protection of a system must be documented in a system security plan. The purpose of the system security plan is to provide an overview of the security requirements of the system and describe the controls in place or planned for meeting those requirements. The system security plan also delineates responsibilities and expected behavior of all individuals who access the system. The system security plan should be viewed as documentation of the structured process of planning adequate, cost-effective security protection for a system. It should reflect input from various managers with responsibilities concerning the system, including information owners, the system owner, and the senior agency information security officer (SAISO). Additional information may be included in the basic plan and the structure and format organized according to agency needs, so long as the major sections described in this document are adequately covered and readily identifiable. These guidelines provide technical requirements for federal agencies implementing digital identity services and are not intended to constrain the development or use of standards outside of this purpose. These guidelines focus on the authentication of subjects interacting with government systems over open networks, establishing that a given claimant is a subscriber who has been previously authenticated. The result of the authentication process may be used locally by the system performing the authentication or may be asserted elsewhere in a federated identity system. This document defines technical requirements for each of the three authenticator assurance levels. This publication supersedes corresponding sections of NIST Special Publication (SP) 800-63-2. Book excerpt: NIST SP 800-123 July 2008 An organization's servers provide a wide variety of services to internal and external users, and many servers also store or process sensitive information for the organization. Some of the most common types of servers are Web, email, database, infrastructure management, and file servers. This publication addresses the general security issues of typical servers. Servers are frequently targeted by attackers because of the value of their data and services. For example, a server might contain personally identifiable information that could be used to perform identity theft. Why buy a book you can download for free?
