Book excerpt: The poverty measure presented compares spending needs to resources available to meet those needs. The analysis is for the U.S.; however, lessons from other countries regarding desirable properties of a poverty measure are considered. A primary focus is internal consistency between thresholds and resources. This study is among the first for the U.S. to describe an internally consistent poverty measure, drawing from recommendations of the U.S. National Academy of Sciences (NAS). Thresholds reflect spending needs as “outflows.” Resources measure “inflows” available to meet spending needs. The U.S. Consumer Expenditure Survey is used for thresholds, and the Current Population Survey is the basis for resources. Trends are reported with comparisons to the official and a relative measure. An important finding is that increases in expenditures for shelter, captured in the NAS thresholds, suggest a greater increase in the number of families not able to meet basic needs than is reflected by official poverty statistics over this time period.

Original analysis included in the report shows that the new poor are more urban, better educated, and less likely to work in agriculture than those living in extreme poverty before COVID-19. It also gives new estimates of the impact of conflict and climate change, and how they overlap. These results are important for targeting policies to safeguard lives and livelihoods. It shows how some countries are acting to reverse the crisis, protect those most vulnerable, and promote a resilient recovery. These findings call for urgent action. If the global response fails the world's poorest and most vulnerable people now, the losses they have experienced to date will be minimal compared with what lies ahead. Success over the long term will require much more than stopping COVID-19. As efforts to curb the disease and its economic fallout intensify, the interrupted development agenda in low- and middle-income countries must be put back on track. Recovering from today's reversals of fortune requires tackling the economic crisis unleashed by COVID-19 with a commitment proportional to the crisis itself. In doing so, countries can also plant the seeds for dealing with the long-term development challenges of promoting inclusive growth, capital accumulation, and risk prevention—particularly the risks of conflict and climate change.

Book excerpt: Estimates of the number of people living in extreme poverty, as reported by the World Bank, figure prominently in international development dialogue and policy. An assumption underpinning these poverty counts is that there are no economies of scale in household size - a family of six needs three times as much as a family of two. This paper examines the sensitivity of global estimates of extreme poverty to changing this assumption. The analysis rests on nationally representative household surveys from 162 countries covering 98 percent of the population estimated to be in extreme poverty in 2017. We compare current-method estimates with a constant- elasticity scale adjustment that divides total household consumption or income not by household size but by the square-root of household size. While the regional profile of extreme poverty is robust to this change, the determination of who is poor changes substantially - the poverty status of 270 million people changes. We then show that the measure which accounts for economies of scale is significantly more correlated with a set of presumed poverty covariates (i.e., years of schooling, literacy, asset index, working in agriculture, access to electricity, piped drinking water, improved sanitation).

In 2015, United Nations member nations agreed in New York to a set of post-2015 Sustainable Development Goals (SDGs), the first and foremost of which is the eradication of extreme poverty everywhere, in all its forms. Both the language and the spirit of the SDG objective reflect the growing acceptance of the idea that poverty is a multidimensional concept that reflects multiple deprivations in various aspects of well-being. That said, there is much less agreement on the best ways in which those deprivations should be measured, and on whether or how information on them should be aggregated. Monitoring Global Poverty: Report of the Commission on Global Poverty advises the World Bank on the measurement and monitoring of global poverty in two areas: What should be the interpretation of the definition of extreme poverty, set in 2015 in PPP-adjusted dollars a day per person? What choices should the Bank make regarding complementary monetary and nonmonetary poverty measures to be tracked and made available to policy makers? The World Bank plays an important role in shaping the global debate on combating poverty, and the indicators and data that the Bank collates and makes available shape opinion and actual policies in client countries, and, to a certain extent, in all countries. How we answer the above questions can therefore have a major influence on the global economy.

Book excerpt: "In “Poverty: An Ordinal Approach to Measurement” (1976), Amartya Sen defines the problem of identifying the poor as one of two that have to be addressed when we operationalize poverty. In this dissertation, I propose an innovative empirical approach to responding to this problem. My dissertation unfolds in four stages. First, I argue that an empirical approach to the identification problem is both desirable and possible. Second, I propose my own approach. Drawing on work in the basic needs tradition, I argue that experiencing poverty should result in the life trajectories of the poor looking different from those of the non-poor. Specifically, they should be uniquely vulnerable to suffering a cumulative negative dynamic in functioning over time, which I elect to call “deprivation.” Third, I model this dynamic and propose a method for using it to evaluate poverty indicators. Fourth, I estimate the dynamic in the United States and Canada using panel data on individual earnings and household income and dynamic panel data estimators. Then, I use these results to assess the relative poverty indicator most widely used in rich countries, known in Canada as the Low-Income Measure (LIM). I find that a household in the United States needs to command about 61% of median adjusted after-tax income and in Canada, 43%, to be able to protect themselves against deprivation. Broadly speaking, if we accept the theoretical arguments offered in this dissertation, then the LIM—which is defined at 50%—strikes a rough balance between these two empirical standards"--
