Book excerpt: One role of state-level Departments of Transportation (DOT) is traffic incident management (TIM): managing incidents that impact traffic flow on interstate highways and involving multiple agencies (e.g., police, fire). This study found DOTs collect basic TIM performance measures (e.g., lane clearance times), but many do not record additional measures, consistently review the collected data or analyze it unless needed to answer specific questions. Since performance evaluation of interagency coordination is one area of TIM in which little success has been attained (FHWA, 2003), process improvement methods from operations management may prove useful. To illustrate, interagency incident response for a disabled vehicle (no injuries or property damage) is modeled as a process in which appropriate resources (e.g., state police, tow) must coordinate to safely remove the vehicle and restore normal traffic flow. Completing these events requires the resources to perform specific functions, each taking more or less time depending on various factors (e.g., weather, time of day). Response time data can highlight geographic areas or process segments with highly variable event times, leading to investigation and recommendations to reduce variability and, ultimately, traffic delays. Based on this approach, recommendations are made for data collection and analysis of appropriate TIM performance measures.

Book excerpt: Traffic incident management (TIM) is a planned and coordinated program to detect and remove incidents and restore traffic capacity as safely and as quickly as possible. Over time, various tools and strategies have been developed and implemented in an effort to improve overall TIM efforts. The nature and extent of tools and strategies in use are highly variable across the Nation, reflecting different priorities, congestion effects, levels of program maturity, and investment. As a direct result, the reported effectiveness of individual or combined strategies is inconsistent. To achieve a higher level of effectiveness in U.S. TIM efforts and to accelerate the implementation process, the objectives of this investigation were to review and assess various TIM policies, procedures, and technologies to identify current "best practices" in the United States, and seek a synergistic partnership with the National Traffic Incident Management Coalition (NTIMC) to support both the identification of best practices in the United States and the implementation of these practices by State, regional, and local TIM partners. Information to support this investigation was obtained through a review of published and electronic information sources and input from TIM practitioners representing law enforcement, fire and rescue, emergency medical services, transportation, and towing and recovery agencies in Arizona, California, Florida, Maryland, Michigan, Nevada, New Jersey, New York, Ohio, Pennsylvania, Tennessee, Texas, Utah, and Washington. Task-specific and cross-cutting challenges commonly encountered by TIM responders in the performance of their duties, and novel or effective strategies for overcoming these challenges (i.e., best practices), were considered. Task-specific challenges may include obtaining accurate information from motorists, accessing the scene, and condemning a spilled load. Cross-cutting challenges may include interagency coordination and communication, technology procurement and deployment, and performance measurement. The reported tools and strategies for improving TIM range from sophisticated, high-technology strategies to simple, procedural strategies. The complete Best Practices in Traffic Incident Management document, available for download from the FHWA's Office of Operation's Publications website (http://ops.fhwa.dot.gov/eto_tim_pse/publications/index.htm) supports additional information gathering. Apart from other indicators, agencies measure the performance of the strategies by evaluating the incidents timeline. An effective strategy has to reduce the length of the incident timeline. An incident timeline comprises various stages in the incident management procedure, starting when the incident was detected, and ending when there is the recovery of normal traffic conditions. This thesis addresses three issues that are related to the traffic incident timeline and the incident management strategies. First, co-location of responding agencies has not been investigated as other incident management measures. Co-location of incident responders affects the incident timeline, but there is a scarcity of literature on the magnitude of the effects. Evaluation of the co-location strategy is reflected by the response and verification durations because its effectiveness relies on improving communication between agencies. Investigation of the response and verification duration of incidents, before and after operations of a co-located Traffic Management Center (TMC) is done by using hazard-based models. Results indicate that the incident type, percentage of the lane closure, number of responders, incident severity, detection methods, and day-of-the-week influence the verification duration for both the before- and after- period. Similarly, incident type, lane closure, number of responders, incident severity, time-of-the-day, and detection method influence the response duration for both study periods. The before and after comparison shows significant improvements in the response duration due to co-location of incident response agencies. Second, the incident clearance duration may not necessarily reflect how different types of incidents and various factors affect traffic conditions. The duration at which the incident influences traffic conditions could vary - shorter than the incident duration for some incidents and longer for others. This study introduces a performance measure called incident impact duration and demonstrates a method that was used for estimating it. Also, this study investigated the effects of using incident impact duration compared to the traditionally incident clearance duration in incident modeling. Using hazard-based models, the study analyzed factors that affect the estimated incident impact duration and the incident clearance duration. Results indicate that incident detection methods, the number of responders, Traffic Management Center (TMC) operations, traffic conditions, towing and emergency services influence the duration of an incident. Third, elements of the incident timeline before the clearance duration have been overlooked as factors that influence the clearance duration. Incident elements before the clearance duration include verification time, dispatch duration, and the travel time of responders to the incident scene. This study investigated the influence of incident timeline elements before clearance on the extent of the clearance duration. Also, this study analyzed the impact of other spatial and temporal attributes on the clearance duration. The analysis used a Cox regression model that is estimated using the Least Absolute Shrinkage and Selection Operator (LASSO) penalization method. LASSO enables variable selection from incidents data with a high number of covariates by automatically and simultaneously selecting variables and estimating the coefficients. Results suggest that verification duration, response travel duration, the percentage of lane closure, incident type, the severity of an incident, detection method, and crash location influence the clearance duration.

Book excerpt: In recent years, there has been an increased focus on Traffic Incident Management (TIM) and incorporation of the Incident Command System (ICS) to reduce traffic congestion on the nation's Interstates. In fact, studies show that for every minute a freeway lane is blocked due to an incident, there is a corresponding time of four minutes of travel delay, and the likelihood of a secondary crash increases by 2.8% for every minute that the primary incident remains a hazard. Efficiencies resulting from adoption of coordinated multi-agency response through ICS can reduce the impact of non-recurrent traffic congestion caused by traffic incidents on major roadways. This project investigated the effectiveness of multi-stakeholder agency coordinated ICS strategies for managing traffic incidents by considering their potential impacts in reducing incident duration. Between 2012 and 2013, there were 129 fatal incidents recorded on SC Interstates. Roughly half of the fatal incident recovery times (dispatch of response to incident cleared) were in excess of six hours, with maximum recovery times well over 12 hours. These clearance and recovery times are significantly higher than those in other states. States which have implemented enhanced ICS and TIM procedures are consistently achieving major incident clearance times of one and a half hours or less. After analyzing the current state-of-practice in South Carolina, and national best practices, the potential areas for improvement in incident response were identified. The TIM areas most in need of improvement were response and clearance strategies, with major gaps noted in towing, coroner, HAZMAT, and crash investigation procedures.

The Federal Motor Carrier Safety Administration (FMCSA) in the U.S. Department of Transportation works to reduce crashes, injuries, and fatalities involving large trucks and buses. FMCSA uses information that is collected on the frequency of approximately 900 different violations of safety regulations discovered during (mainly) roadside inspections to assess motor carriers' compliance with Federal Motor Carrier Safety Regulations, as well as to evaluate their compliance in comparison with their peers. Through use of this information, FMCSA's Safety Measurement System (SMS) identifies carriers to receive its available interventions in order to reduce the risk of crashes across all carriers. Improving Motor Carrier Safety Measurement examines the effectiveness of the use of the percentile ranks produced by SMS for identifying high-risk carriers, and if not, what alternatives might be preferred. In addition, this report evaluates the accuracy and sufficiency of the data used by SMS, to assess whether other approaches to identifying unsafe carriers would identify high-risk carriers more effectively, and to reflect on how members of the public use the SMS and what effect making the SMS information public has had on reducing crashes.
